British Travellers, Nova Scotia’s Black Communities and the Problem of Freedom to 1860

Abstract British travellers commented frequently on those of African descent they encountered in colonial Nova Scotia, especially their material conditions and prospects. Those who published accounts at the peak of the campaign to abolish slavery in the British Empire intervened directly in debates about whether former slaves would prosper under conditions of colonial freedom. They cast themselves as objective imperial observers and Nova Scotia’s black communities as experiments in free labour. Attending to how most crafted and reworked their observations to argue against emancipation in the West Indies situates Nova Scotia and travel texts in intellectual histories of the production of colonial knowledge, debates about slavery, and the nature of nineteenth-century liberalism.

This chapter sets the context for the Maroon relocations to Nova Scotia and Sierra Leone. It describes the reconfiguration of the British Empire in the aftermath of the American Revolution, and the importance the British placed on colonizing under-populated zones with loyal subjects. It explores the importance of laborers and settlers—voluntary and involuntary, white and black—for the security of faraway settlements. Second, it examines how the growing abolition movement in England affected the West Indies and shaped utopian visions for Sierra Leone. Last, it explores how the Maroons survived slavery, and benefited from abolitionism and an expanding British Empire. Three successive ex-slave migrations – of the London poor in 1787, of the Nova Scotian loyalists in 1792, and of the Jamaican Maroons in 1800 –established British claims in West Africa. This work describes the circuitous route taken by the last group of free blacks who entered West Africa before the end of the slave trade in 1807.

Slavery in the British Empire was always centered in the British West Indies. To a greater degree than in the Southern Thirteen Colonies, economic life in the West Indies depended upon Negro slavery, and the population of the islands soon became predominantly Negro. With the loss of the Thirteen Colonies after 1775, slavery within the British Empire became almost entirely confined to the Caribbean colonies. Until the emancipation of the slaves in 1833, British eyes were focused upon the West Indies whenever slavery was mentioned.

This review essay explores the extent to which the phenomenon of imperial “neglect” proposed in Christopher Taylor’s Empire of Neglect: The West Indies in the Wake of British Liberalism (2018) maintains saliency in the wake of national independence throughout the British Caribbean. Through a reading of Jamaica Kincaid’s A Small Place, the essay highlights how the market logics of mid-nineteenth-century imperial liberalization continued to animate new forms of West Indian erasure well into the twentieth and twenty-first centuries. While Kincaid deploys arguments of imperial neglect, she refuses the aspirations for repair that neglect implies. By stressing the impossibility of repairing the violence of British colonial rule, her work instead asks, What new forms of thought become possible beyond argumentative frames of repair?

This review essay situates Christopher Taylor’s Empire of Neglect: The West Indies in the Wake of British Liberalism (2018) in the context of the two-decade-long debate about the emergence of a liberal imperialism during the nineteenth century. Through an examination of the political economy of emancipation in the British West Indies, Taylor recasts the problem of liberal imperialism by decentering its justificatory discourses in the metropole to examine its practical effects in the colonies. In this turn, he provides an important and missing “materialization” of liberal empire that makes the deep connections between free trade and freeing slaves legible. The practical and theoretical coincidence of these nineteenth-century developments as well as Taylor’s reconstruction of a West Indian tradition of political economy provide a new way of conceptualizing colonial economic violence elaborated as the product of a neglectful empire. It is in this tradition of critiquing and resisting a neglectful empire that we find critical and normative resources to think beyond the terms of our own entrapments within the terms of liberal political economy.

This response essay reviews the six contributions to the special section “Con-Federating the Archipelago: The Confederación Antillana and the West Indies Federation.” These key interventions on the Spanish Caribbean Confederation projects in the nineteenth century and the West Indies Federation in the twentieth century provoke the following questions: Could we call these two Caribbean confederation projects failures if their centrality in Caribbean political imaginaries suggests otherwise? What are some of the insights that these two projects could offer to Caribbean sociohistorical processes, culture, and political developments? Even though these two projects seem to share a similar political goal, they are also radically different. The author reviews the contributions to the special section in dialogue with examples from Puerto Rico in order to assess the critical intervention in theories of nationalism produced by the past projects of federation and the possible futures they give rise to.

<p>This thesis examines the port of Liverpool, its merchant community, and the growth of the raw cotton trade from its initial rise c. 1770 to the end of the Napoleonic period in 1815. By constructing a large database from Liverpool import lists published in Lancashire newspapers, combined with surviving cotton planter, merchant, and manufacturer papers, this thesis analyses: first, the rise of Liverpool as a major British cotton port and the geographical shifts in the port‘s cotton supply from the West Indies to Guyana, Brazil, and the United States; then second, the organisation of Liverpool‘s cotton trade in the Atlantic basin and at home. The port‘s cotton trade and the form of cotton procurement developed out of the pre-existing trading conditions prior to the cotton boom between Liverpool and each cotton cultivation region, and underwent major re-organisation in the early nineteenth century. Liverpool‘s cotton trade attracted new merchants who specialised in the import-export trade with one major region. Therefore, as cotton cultivation expanded from the West Indies to northern South America and the southern United States, the Liverpool market underwent a de-concentration from an oligopoly in the hands of few large cotton merchants to a more competitive market with many cotton importers. Ultimately, greater specialisation of Liverpool‘s cotton merchant and brokerage community resulted in increased efficiency in the importing, marketing, and selling of cotton on the British market, while a de-concentration of the Liverpool market provided the right market conditions to ward off artificially high prices, fostering the development of a cheap supply of raw cotton needed to sustain industrialisation of the British cotton industry in the nineteenth century.</p>

In the later eighteenth century the West Indian sugar islands were a source of conspicuous wealth for some individuals and an important addition to the resources of Great Britain. They were generally reckoned to be the most valuable of Britain’s imperial possessions, a view which Burke fully endorsed. This book examines his long involvement with the West Indies, at a personal level through the ambitions of his brother and some of his closest friends, as a politician and what contemporaries called ‘a man of business’ in the management of a great national asset and in trying to win the support of powerful West Indian interests for his political connection. He became a participant in debates about the ethics of enslavement and the slave trade. Burke deplored both slavery and the trade, but he recognized that the plantation economy of the West Indies depended on them and that therefore they played a crucial role in Britain’s immensely valuable Atlantic commerce. The policies that he advocated for the further development of the West Indian and African trades inevitably involved more enslaved Africans in the British Empire and on occasions he was drawn into implicitly endorsing the slave trade. Except for a few years from 1788 to 1791, Burke was not prepared to countenance immediate abolition of the trade, but he did devise a comprehensive plan for reforming both it and the institution of slavery, that in the very long term would make both redundant.

The West Indies Federation, like the Confederación Antillana from the nineteenth century, was structured by a tension between the dream of a future Pan-Caribbean nation and the prospect of a sovereign archipelagic political body that would exceed the scope of the nation-state. Because of this tension, even if the vocabulary of “Caribbean nationalism” appears to determine debates about the drive to anticolonial sovereignty embedded in the project of federation, veritably “un-national” forms also abound in discourses around both federation projects. This essay highlights discursive forms pertaining to the West Indies Federation that often “pass” for nationalism while exceeding its bounds, arguing that these forms, ranging between an attachment to empire and the critique of empire, resist assimilation into nationalist frameworks.

This article examines the connection between projects for shipboard ventilation and the shifting medical discourse about acclimatization in the British Empire during the eighteenth century. I argue that the design, use, and disuse of a class of shipboard “ventilators” proposed by natural philosopher Stephen Hales helps us to trace changing ideas about the ability of European bodies to acclimate, or “season,” to tropical environments. These ventilating machines appealed to British administrators because they represented an embodiment of providential and enlightened ideas that validated the expansion of overseas empire. In addition, they promised to increase labor efficiency by reducing the mortality and misery experienced by the sailors and enslaved people during long sea voyages. As skepticism about acclimatization grew in response to stubbornly high mortality rates in the West Indies, Hales’ ventilators fell out of favor – a development underscored by their dismissal as a potential solution for the appalling conditions found in the transatlantic slave trade. By examining ventilators’ nearly fifty-year career in naval and slave ships, this article will show the role of technology and the shipboard environment in the transition from enlightened optimism about acclimatization toward later attitudes of racial and environmental essentialism.
