Background: The new paradigm of government management has stimulated public organizations to establish innovative and competitive management policies through public entrepreneurship in order to provide excellent public service and to enhance public organizational performance. This research study aims to investigate the effects of government policy on organizational performance through the mediating role of public entrepreneurship of provincial administration organization in the upper northeastern region 2 in Thailand. Methods: This research employs a cross-sectional questionnaire study. Data were collected from 216 government officials through five-point Likert scale questionnaires with validity and reliability analyses. Data were analyzed by descriptive statistics and inferential statistics toward path analysis. Results: The research results reveal that government policy has a significant direct influence on organizational performance with a standardized coefficient of 0.655. Government policy has a significant indirect effect on organizational performance through the mediating role of public entrepreneurship with a standardized coefficient of 0.566. The total effects can be described with a standardized coefficient of 0.733 at a 0.05 significance level. Conclusions: The government should establish innovative and competitive public policies to support a rapid change of entrepreneurial orientation, and transform policies into action. As public entrepreneurship has a significant mediating role in enhancing organizational performance, conventional public structures of performance management are being replaced by more innovative, adaptive, and competitive public entrepreneurship in order to get the desired and effective public outcomes for a provincial administration organization.

Kewirausahaan dikenal sebagai suatu proses penciptaan nilai dengan berbagai sumberdaya tertentu untuk mengeksploitasi peluang (Lupiyoadi, 1999:10). Perkembangan konsep entrepreneurship saat ini telah banyak mewarnai administrasi publik dan pemerintah, baik di kalangan praktisi, akademisi, maupun di berbagai organisasi layanan publik di berbagai negara. Entrepreneurship dalam organisasi pemerintah dipahami sebagai suatu gaya dalam mengelola pemerintahan yang dapat dipraktekkan dengan gaya pengelolaan pemerintah lainnya. Tata kelola dari pemerintahan yang entrepreneurial ini diharapkan dapat meningkatkan kapasitas serta kualitas organisasi-organisasi publik atau lembaga-lembaga pemerintah untuk memberikan pelayanan yang efektif dan efisien. Tujuan dari penelitian ini yaitu untuk mendeskripsikan dan menganalisis bagaimana perkembangan konsep publik entrepreneurship dari awal perkembangannya sampai dengan saat ini. Metode yang digunakan dalam penelitian ini adalah literature review, yaitu sebuah pencarian literatur Internasional yang digunakan dengan menggunakan data base SCOPUS, Science, Direct, Web of Science (WOS). Literature review ini menggunakan metode teknik PRISMA. Metode ini bertujuan untuk melakukan kegiatan literatur review dan meta analisis sehingga memudahkan dalam meninjau struktur roadmap tujuan penelitian (moher et al., 2005).Kata kunci: entrepreneurship, government, public entrepreneurship,

Art and entrepreneurship both demonstrate a particular power to experiment with how the social is apprehended, organized and inhabited. How can we then understand and theorize the particular power of art understood as entrepreneurial organizing? In this paper, we develop the concept of artistic entrepreneuring. It is based on contemporary art’s wide-ranging “organizational turn”, where art becomes organization by experimenting with forms and processes of emancipatory organizing. Interweaving art theory, examples of art’s organizational turn and a processual understanding of public entrepreneurship, we conceptualize artistic entrepreneuring as fundamentally aesthetic, necessarily sited and invariably political, and we discuss the implications for entrepreneurship studies and research on the aesthetics and politics of organizing.

Die Entwicklung der öffentlichen Verwaltung in Richtung eines effizienten und effektiv geführten Unternehmens ist seit dem Aufkommen des New Public Management (NPM) ein zentrales Thema von Verwaltungsreformen. Nicht selten tritt die damit eihergehende Ökonomisierung der Verwaltung dabei in Konflikt mit den bürokratischen Strukturen und dem Amtsethos der Angestellten. Bei aller Kritik und Diskussion um diese Tendenz zur Unternehmerisierung bleibt jedoch die Frage, was unter dieser Unternehmerisierung zu verstehen sei, meist latent. Das Ziel dieses Beitrages besteht darin, genauer zu eruieren, welche Vorstellung von Unternehmerisierung in den Diskursen des NPM im Zentrum steht, und ein alternatives Verständnis für die öffentliche Verwaltung zu entwickeln. Dafür bedient sich der hiesige Beitrag Ansätzen der Entrepreneurship-Forschung, um eine inhaltliche Anreicherung der Diskussion zu befördern. Damit soll ein Wandel von einer manageriellen hin zu einer unternehmerischen Sicht der Verwaltung skizziert werden, der anschlussfähig ist für die aktuellen Diskussionen um eine innovative und agile Verwaltung.
