Abstract Groundwater governance uses modeling to support decision making. Therefore, data science techniques are essential. Specific difficulties arise because variables must be used that cannot be directly measured, such as aquifer recharge and groundwater flow. However, such techniques involve dealing with (often not very explicitly stated) ethical questions. To support groundwater governance, these ethical questions cannot be solved straightforward. In this study, we propose an approach called “open-minded roadmap” to guide data analytics and modeling for groundwater governance decision making. To frame the ethical questions, we use the concept of geoethical thinking, a method to combine geoscience-expertise and societal responsibility of the geoscientist. We present a case study in groundwater monitoring modeling experiment using data analytics methods in southeast Brazil. A model based on fuzzy logic (with high expert intervention) and three data-driven models (with low expert intervention) are tested and evaluated for aquifer recharge in watersheds. The roadmap approach consists of three issues: (a) data acquisition, (b) modeling and (c) the open-minded (geo)ethical attitude. The level of expert intervention in the modeling stage and model validation are discussed. A search for gaps in the model use is made, anticipating issues through the development of application scenarios, to reach a final decision. When the model is validated in one watershed and then extrapolated to neighboring watersheds, we found large asymmetries in the recharge estimatives. Hence, we can show that more information (data, expertise etc.) is needed to improve the models’ predictability-skill. In the resulting iterative approach, new questions will arise (as new information comes available), and therefore, steady recourse to the open-minded roadmap is recommended. Graphic abstract

The growth of groundwater irrigation poses opportunities and challenges, particularly in Africa where substantial potential exists for increased groundwater irrigation but has been constrained by limited access to energy, technology for pumps and drilling, markets, and other factors. Conventional groundwater governance concepts for state-led regulation or co-management are problematic for conditions where state capacity or political support for regulation to reconcile conflicting interests is limited. Experience in Africa and elsewhere does offer examples that may help recognize feasible patterns for collective action that can influence the equity, efficiency, and sustainability of groundwater development. An extended ladder of participation helps look beyond state-led water governance and co-management to a more diverse range of opportunities for supporting local autonomy and initiative to expand opportunities and solve problems in groundwater development. Collective action in groundwater governance can include well spacing; sharing of wells, pumps, and pipes; protecting domestic water sources; crop coordination; groundwater recharge; water imports; and aquifer management. Even where non-state organizations and collective action play primary roles in water governance, they may still be empowered by, receive advice from, or share information with government agencies and other actors. Polycentric groundwater governance can be supported by improving information, facilitating cooperation, endorsing standards, providing a legal framework for resolving conflicts and constituting governance agreements, and through polycentric social learning. Polycentric institutional artisanship by water users and their organizations can help find feasible solutions for improving groundwater governance.

Acknowledging academic research on water and conflict is largely focused on surface waters in shared river basins, this chapter is to provides insights into some of the political dimensions of groundwater and its use and overuse in the Middle East and North Africa (MENA) region. First, it provides an overview of current knowledge of groundwater resources, highlighting the rapid transformation in the way groundwater data and information is collected and shared outside of traditional official channels. Next, the chapter discusses the domestic political implications of groundwater overuse for food security and food price stability, and the additional challenges created when aquifers, or the rivers which feed them, are transboundary in nature. While the chapter recognizes the possibilities for technology to provide new data and information for groundwater decision making, it also acknowledges that groundwater governance and management is problematic worldwide. The chapter thus ends not with a vague call for “better” groundwater governance, policy, and management, but rather explores options for reducing the negative impacts of continued overuse.
