Pengukuran kinerja dapat digunakan sebagai dasar untuk menilai keberhasilan dan kegagalan pelaksanaan program/kegiatan sesuai dengan sasaran dan tujuan yang telah ditetapkan dalam rangka mewujudkan visi dan misi. Penelitian ini membahas tentang evaluasi penyusunan indikator kinerja Dinas Pendidikan Nasional Kabupaten Sumbawa dengan pendekatan Ongoing Performance Measurement and Management (OPM&M). Tujuan penelitian ini untuk mengetahui kesesuaian indikator kinerja Dinas Pendidikan Nasional Kabupaten Sumbawa serta menjelaskan indikator kinerja program/kegiatan dalam mendukung pencapaian kinerja Dinas Pendidikan Nasional Kabupaten Sumbawa dengan pendekatan OPM&M.Pendekatan OPM&M dapat digunakan untuk mengukur kualitas indikator kinerja yang disusun dan dilaporkan oleh Dinas Pendidikan Nasional Kabupaten Sumbawa dengan menggunakan dua alat yakni Logic Model dan analisis empat kuadran Friedman. Metode penelitian dilakukan dengan menganalisis data dan mengkonfirmasikannya melalui wawancara.Hasil penelitian menunjukan bahwa indikator kinerja Dinas Pendidikan Nasional Kabupaten Sumbawa telah menunjukkan kesesuaian informasi yang logis dari dokumen perencanaan hingga pelaporannya. Analisis dengan model cetak biru kinerja menunjukkan bahwa sebagian besar indikator kinerja program utama/kegiatan Dinas Pendidikan Nasional Kabupaten Sumbawa berorientasi output/aktivitas (service-delivery outcome) dan belum berorientasi hasil/manfaat yang dapat dirasakan oleh masyarakat (Community Outcome).

Some of the factors that have been attributed to the global increase of Foreign Land Deals (FLDs) include the three Fs (food, fuel, and finance) crises, among others. However, most of the empirical evidence stems from the assessment of a broad set of countries. An analysis on the main determinants across host communities within a country presents specificity and closer reality. This chapter contributes by examining the community factors that could exert significant influence on determining whether or not a community receives FLDs in East African Community (EAC), focusing on Uganda. Uganda is an interesting case to investigate because the country is one of the destinations of FLDs in EAC, apart from Kenya and Tanzania. Taking it one step further, the chapter investigates the possible implications of FLDs on the host communities in terms of improvement (or deterioration) on selected community outcome variables: the quality and services relating to education, road, water, and health facilities.

AbstractRecent reports suggest that cognition is relatively preserved in some schizophrenia patients. However, little is known about the functional advantage these patients may demonstrate. The purpose of this study was to identify cognitively normal patients with a recently developed test battery and to determine the functional benefit of this normality relative to cognitively impaired patients. Average-range cognitive ability was defined by the Measurement and Treatment Research to Improve Cognition in Schizophrenia (MATRICS) Consensus Cognitive Battery (MCCB) composite score (T≥40) and applied to 100 patients with schizophrenia or schizoaffective disorder and to 81 non-psychiatric research participants. With group assignment adjusted for demographic variables, this procedure yielded 14 cognitively normal patients, 21 cognitively impaired patients, and 21 healthy adults with normal-range MCCB scores. Cognitively normal patients were indistinguishable from controls across all MCCB scales. Furthermore, their performance was superior to impaired patients on all scales except Social Cognition. Cognitively normal patients were also superior to impaired patients on a summary index of simulated life skills and functional competence. Nevertheless, both patient groups were equally disadvantaged relative to controls in independent community living. These findings suggest that normal-range cognition exists in schizophrenia, but fails to translate into enhanced community outcome. (JINS, 2014, 20, 1–7)

This article introduces a powerful and effective approach to facilitating and documenting positive change that may be new to many in the Yoga therapy community: outcome-based standards and practices. Outcome-based methods are efficient, effective, and conform to both modern medical practices and to third-party reimbursement requirements. At the same time, outcome-based approaches maintain the spirit and identity of the Yogic approach to change and are thus superior to strictly evidence-based therapies. Outcome-based therapy is a middle way between a reductionist, allopathic medical model approach and a free-wheeling, forever spontaneous philosophy that eschews research and evidence. Sample measurement tools are provided.
