<p><em>Problems faced by students in understanding the subject of Educational Policy Analysis are: difficulties in identifying the strategic educational issues and low understanding of material. There are two problems in this research, they are: first, how to design Educational Policy Analysis module; second, can using the module improve student learning. This study uses Research and Developement (R&amp;D) method. The subjects of this study are students who take the subject of Educational Policy Analysis. The techniques of data collecting used are observation, questionnaire and interview. Data analysis technique used quantitative and qualitative description by the expert judgment. The result shows that using module in learning can improve the quality of student learning. Based on the validation, using the Educational Policy Analysis module improves the quality of learning. Based on the results of t test, t count&gt;t table (3.426&gt; 2.021), with an error rate of  0,000%.</em></p><p><em><br /></em></p><p><strong>Abstrak</strong></p><p>Masalah yang dihadapi para mahasiswa dalam memahami mata kuliah Analisis Kebijakan Pendidikan yaitu kesulitan menentukan isu-isu strategis dalam pendidikan dan rendahnya daya serap mahasiswa terhadap materi. Penelitian ini mempunyai dua tujuan, pertama: bagaimana desain modul Analisis Kebijakan Pendidikan, <em>kedua:</em> apakah belajar dengan modul dapat meningkatkan kualitas belajar mahasiswa. Penelitian ini menggunakan metode <em>Research and developement (R&amp;D)</em>. Subjek penelitiannya ialah mahasiswa yang mengambil mata kuliah Analisis Kebijakan Pendidikan. Teknik pengumpulan data menggunakan observasi, kuisioner dan wawancara. Teknik analisis menggunakan deskripsi ahli validasi. Hasil penelitian menunjukkan bahwa pembelajaran dengan modul dapat meningkatkan kualitas belajar siswa. Berdasarkan hasil validasi, modul Analisis Kebijakan Pendidikan dapat meningkatkan kualitas pembelajaran. Berdasarkan hasil uji t, diketahui t hitung &gt;t tabel (3,426 &gt;2,021), dengan margin eror 0,000%.</p>

In this paper, guest editors Gutierrez and Waitoller introduce the special issue, Restructuring and Resisting Education Reforms in Chicago’s Public Schools. As a pioneer of neoliberal education reforms, the city of Chicago and its public school system offers a rich context for critical policy scholarship on the dialectic between education restructuring and community resistance against these reforms. First, the authors contextualize Chicago education reforms within the larger neoliberal project by providing an overview of the policies driving the closures of traditional public schools and expansion of charter schools that the contributors to this special issue examine. The authors also address the co-constitutive nature of race and neoliberalism in education policy, and the disproportionate impact these policies have on low-income communities of color. Next, the authors discuss the significance of this collection of papers for educational policy analysis and call for more research that situates examinations of urban educational reforms in their specific socio-historical, political, and economic contexts. The paper concludes with a summary of the articles included in the special issue.

In this article the authors argue that the researcher reflective journal is a critical interpretive tool for conducting educational policy analysis. The idea for this research grew from the experiences of a doctoral candidate (Ruth) in pursuit of a policy focused dissertation and a series of on-going conversations with her qualitative methodologist (Valerie). The structure of the paper takes a dialogue form on the topic of policy analysis and the various uses of the journal, including found data poetry and photographic representations of the self as a research instrument, which may expand the findings and increase options for data presentation. Sections of the paper include a discussion on journal writing as a creative process, the reflective role of the researcher when examining policies, and the challenges of constructing a well-designed methodological framework.
