Global momentum for drug law reform is building. But how might such reform be achieved? Many argue that human rights offer a possible normative framework for guiding such reform. There has been very little research on whether human rights processes can actually achieve such aims, however. This paper responds to this knowledge gap. It explores how one human rights mechanism—the “parliamentary rights scrutiny process”—deals with alcohol and other drugs. We consider how four Australian parliaments scrutinized proposed new laws that would deal with alcohol and other drugs for their human rights “compatibility.” We find that laws that would limit the rights of people who use alcohol and other drugs were routinely seen as justifiable on the basis that alcohol and other drugs were inherently “unsafe.” Crucially, safety was conceptualized in a gender-neutral way, without regard to the potential role of gender, including specific masculinities, in the production of phenomena such as family violence and sexual violence and other public safety problems. Instead, such problems were regularly constituted as consequences, simply, of alcohol or other drug consumption. In making this argument, we build on the pioneering work of David Moore and colleagues (e.g., 2020). Their work asks important questions about how the causes of violence are constituted across different settings, including research and policy. Drawing on ideas from scholars such as Carol Bacchi and John Law, they identify “gendering practices” and “collateral realities” in research and policy on violence, in which the role of men and masculinities are routinely obscured, displaced or rendered invisible. We find similar problems underway within human rights law. In highlighting these gendering practices and collateral realities, we aim to draw attention to the limitations of some human rights processes and the need for more work in this area.

<p>To date, men as gendered beings have largely remained absent from the international literature on armed conflict and peacebuilding. In general, the literature omits men‘s gendered experiences as civilians, non-combatants and peacebuilders and instead, men remain confined by stereotypes of violence, soldiering and war-making. In this thesis, I aim to break these silences by producing a qualitative analysis of discourses of men and masculinities within semi-structured interviews conducted with fourteen Palestinian peacebuilders in the West Bank. This analysis explores the impacts of the ongoing occupation and armed conflict on non-combat related Palestinian masculinities, and further, how men and masculinities are thought to interact with local peacebuilding initiatives. Through the use of feminist critical discourse analysis, this study has uncovered a number of key themes relevant to gender and peacebuilding theory and practice. Firstly, it found that the ongoing conflict has resulted in a 'thwarting' of West Bank masculinities in which men are understood as finding it increasingly difficult to live up to social expectations of their traditional roles and identities. Secondly, this study found that men and masculinities have become somewhat estranged from civil society, informal peacebuilding schemes. Based on my findings, these initiatives seem to centre around feminised narratives that emphasise women's peacebuilding capacities, while masculinities and the peacebuilding roles of men are overlooked. Nevertheless, this thesis also presents the notion that men are actively involved in the nonviolent resistance movement within the West Bank, which opens up room for a novel, alternative understanding of 'masculinised' peacebuilding in Palestine. In sum, this study articulates the need to 'take masculinities seriously' in the pursuit of more inclusive and effective peacebuilding and post-conflict development practice.</p>

Sex and sexuality are deemed “sensitive” issues in relatively conservative, predominantly Muslim countries. Men’s sex and sexualities research within such cultural contexts confronts certain challenges and raises important methodological issues. This paper reflects on some of the methodological issues and challenges encountered when carrying out a study in Bangladesh. It reports on a male researcher’s qualitative study of men’s sexual health and masculinity in Bangladesh, a predominantly Muslim country where sexuality is largely constituted as a taboo subject. The researcher faced challenges in gaining access and in discussing sex and sexuality issues in interview settings. Moreover, the interview context emerged as a site for expressing, negotiating, challenging men and masculinities. Drawing upon experiences in navigating the “field” in Bangladesh, some of the useful ways of researching “sensitive” issues such as sex, sexuality, and masculinity within these settings are suggested, highlighting what works when researching men’s sexual health and masculinity.

Although there is much feminist work that has examined the intersection of gender and neoliberalism, critical work on men and masculinities remains underdeveloped in this area. This article suggests that complexity theory is a crucial resource for a critical analysis of the ways in which masculinities contribute to the ongoing maintenance of neoliberal socio-economic systems. Critical work on neoliberalism and capitalist economics has recently been drawn to complex systems theory, as evidenced by the work of scholars such as Sylvia Walby, William Connolly and Brian Massumi. Their work produces important insights into neoliberalism, but does not develop a sustained reflection on the place of men and masculinities in this domain. In order to develop a critical account of the relation of masculinity to complexity, the article draws on the work of Judith Butler and Bonnie Mann. It suggests that Butler’s theorising on precariousness contains important resources for understanding how hegemonic masculinities are positioned in relation to the complexity of neoliberal systems, as illustrated in Mann’s concept of ‘sovereign masculinity’. Finally, drawing on two different examples of the enactment of masculinities in neoliberal contexts, the article argues that hegemonic forms of masculinity can be understood as technologies for the amelioration of the complexities and insecurities generated by neoliberal markets.

Occupational gender inequalities are an important sociological concern. Studies on men in female-dominated occupations, such as nursing, have offered rich insights to advance our understanding of gender dynamics in contemporary society. However, current theoretical and empirical accounts have been mostly dominated by Westernized discussions. Utilizing insights from critical studies on men and masculinities, alongside Chinese masculinities studies, this article seeks to enrich the discourse by examining the working experiences of 12 Chinese male nurses in a city hospital. It identifies a culturally specific stigma faced by filial Chinese men. It unravels the masculinity strategies and gender capital, and their effects, used by Chinese male nurses to defend their ability and contributions. It reveals the difficulties and paradoxes arising when men negotiate new hegemonic masculine ideals in post-socialist China. This article provides a nuanced understanding of non-Western masculinities and insights into practices that have been used to sustain male dominance in female-dominated and emotionally demanding jobs.

This introduction to Aspasia’s Special Forum on the history of men and masculinities under socialism demonstrates the interest and originality of applying critical men’s studies and the history of masculinities to state-socialist Eastern Europe. It reviews existing scholarship within this field, stresses the persisting difficulties in analyzing everyday performances of gender and masculinities in socialist societies, and argues for adopting new approaches in order to get closer to a social and cultural history of masculinities. It puts the contributions to this Special Forum in their broader historiographical context—in particular, concerning studies on work, family, violence, war, disability, and generational change and youth—and shows how they will contribute to a better understanding of the dynamics and everyday performances of gender in state-socialist societies.
