The article substantiates the need for the formation and implementation of the socio-economic development strategy of the country as a basis for sustainable and dynamic development. International and domestic experience, formation and approval of the strategy are analyzed. Based on the study and analysis of the situation, the author proposed a mechanism for determining the priorities of the strategy, the application of criteria of relevance and feasibility as a basis for setting priorities. Relevance criteria are divided into critical, important and desirable, where a critical priority is the event that must be carried out at a certain time despite the necessary resources; an important priority is one that has a positive effect on efficiency, but is determined by the resource limit, and a desirable priority is one that can have a positive effect on efficiency, but resources and deadlines depend on their availability after the implementation of other measures. The implementation criterion is divided into political, technical and financial. Political implementation involves the support of the government and the parliament in the adoption of relevant laws, regulations and more. The technical implementation of the strategy is based on the appropriate infrastructure, potential, complexity, timing, as well as the sequence of implementation of certain activities. The financial criterion is based on financial needs, capital and other expenditures, the need to increase efficiency or mobilize additional financial resources. The need to prepare an operational plan, which should be holistic, clear, specific, flexible, clear, controlled, easy to manage and interrelated with the budget, is justified. The operational plan should encourage executors to act without confusion or misinterpretation of what should be done, how and when.


The improved edition of conventional wireless networks provides a mobile temporary network (MANET), which is extremely appropriate for urgent situations. However, in a similar instance, its infra-low and resource limit creates many challenges in its performance. The growing security risks are probable to take place due to dynamic behavior and the absolute communication cycle which are based on unnoticed nodes, which dropped packets as they desire. Reliable and trusted nodes can reduce communications overhead and many past security schemes have suggested that high turnover can be achieved. Several security studies are expected to be trustworthy and less expensive. This paper aims to propose a self-assured approach (SAA) based on trust assessment for secure routing to secure high-security constancy and security for reliable database delivery based probability assessment. The assessment will be evaluated and the node maintains and identifies among random momentary errors and deliberate malicious actions and asses a node total trustworthiness to have secure and safe communication.

The Classical MUSIC algorithm points out that in order to distinguish N waves from different directions,an N element array is needed. Therefore, in order to distinguish multi-detect signal simultaneously, an array is needed ,the payload of satellite and reconnaissance aircraft platform is limited , large array antenna can’t be placed, and application of MUSIC algorithm is restricted on these platform. In this paper a MUSIC algorithm with single antenna is proposed using movement of single antenna, the resource-demanding disadvantage of classical is improved.This algorithm can be used on resource limit satellite and aircraft platform.This algorithm is verified efficacious in the paper by simulation.

Using a teleological perspective and an analytical categorization of the history of water institutions in Morocco, this paper aims to review and evaluate the institutional reforms in the country in the light of the results and hypotheses presented in some recent literature on the subject. The review suggests that considering their overall thrust and direction, the institutional reforms undertaken in Morocco are truly remarkable. While these reforms have paved a solid institutional foundation for promoting an economically responsive water sector, there are still serious reform gaps, especially in areas such as groundwater regulation and supportive institutions for irrigated agriculture. The evaluation of the reform process suggests that Morocco has exploited well the political contexts of resource limit and economic crisis, path dependent opportunities provided by existing institutions and earlier reforms, and the synergetic influences of the countrywide economic reforms and changing political conditions. Clearly, the reform experience of Morocco indicates that although undertaking initial reform can be difficult, subsequent reforms are relatively easier when the political opportunities for reforms provided by both endogenous and exogenous factors are well exploited.
