The Ministry of Environment of Chile is currently updating the public policies that regulate noise mainly from industrial sources. For this reason, a background record of studies that describe the benefits and socioeconomic effects of noise in the population is needed. Through a bibliographic review it was possible to identify a variety of benefits and effects in the economy, health and social ambit, as well as new investigation lines that take in consideration the mental health and non favorable socioeconomic conditions (economic inequality, racial and ethnic problems). The different works analyzed include the recent systematic reviews for the elaboration of the "Environmental noise guidelines for the European Region" of the World Health Organization, a series of works mainly of European origin and two Latin American economic studies. Finally, due to the low regulation in Latin American countries regarding noise, it is possible that these problems are greater than those reported in developed countries and therefore their study is of interest to create or apply other public policies in the region to a greater extent.

Although Quebec has gone through a period of strong economic growth, it is now struggling with a new labour shortage caused by the shrinking labor pool. Ironically, many foreign-educated immigrants face difficulties associated with entering the labour market and integrating into the workforce. Specifically, recent immigrants from African, Asian, and Latin American countries, who are considered part of visible minority groups, have faced barriers to entry. This paper focuses on the Latin American economic immigrant group and argues that the gap on human and social capital of minority group immigrants and majority group Quebecers cannot be explained simply by analyzing racially motivated actions. Rather, Quebec as a White colonial settler society plays a much more important role in making it very difficult for skilled immigrants to get equal levels of income. By analyzing postcolonial concepts, this document underlines how language politics, notions of citizenship and global neoliberal capitalism have shaped a harsh labour market that contributes to structural causes for inequality among skilled Latin American immigrants in Quebec.

By focusing on a half-century of recent Latin American economic history, this book presents a multidisciplinary approach to examining the relentless pursuit of development in the Global South and aims to revitalise the academic debate on whether having abundant natural resources is a blessing or a curse. Its pioneering diachronic comparative approach of analysing two Ecuadorian oil booms, those in 1972–1980 and 2003–2014, reveals processes of continuity and change in the capacity of this peripheral state to intervene in its national development process and the consequences of this on its social formation, framed by the contemporary trends of global capitalism and the irruption of environmental thinking into development policymaking.

It highlights the ideological characteristics of Latin American economic thought whose parameters are the process of capital accumulation in central countries. It is based on Marx and his dialectical historical materialism, whose analysis considers that social reality and its dynamics do not exist in a vacuum but in their historicity and concreteness, in order to demonstrate the inconsistency and insufficiency of economic theories to understand the process of economic development in Latin America, and in Brazil. Keywords: Capital accumulation. Development. Ideology.

PurposeThrough the Belt and Road Initiative (BRI), China has built bilateral relations with Latin American states. The purpose of this article is to explore the potential for using the Pacific Alliance (PA) as a negotiating frame as regards the Belt and Road Initiative.Design/methodology/approachWe use a descriptive and analytical methodology to recapitulate and analyze the factual and normative background of Latin American economic integration during the last three decades, a process that so far has culminated in the Pacific Alliance (PA) and an emphasis on the Asia–Pacific region.FindingsWe contend that the PA has been a learning process in terms of economic cooperation. In addition, it is a Latin American economic integration project that emphasizes its focus on the Asia–Pacific region. Considering the nature of BRI projects, as well as Latin American states’ and China’s interests, we contend that it would be beneficial if Chile, Colombia, Mexico, and Peru, the members of the PA, and China channeled their BRI relations through the PA. Thus, the PA should be China’s negotiating partner.Originality/valueSo far, the Belt and Road Initiative (BRI) in Latin America has been built upon bilateral relations. This article explores the possibility of developing the BRI through the Pacific Alliance (PA).
