Tactical Data Link (TDL) systems are a kind of Mobile Ad Hoc NETwork (MANET) used in diverse maritime operational environments such as natural disasters, surveillance, maritime search, and rescue. A TDL network is usually composed of nodes or units representing surface ships, submarines, and aircrafts able to participate in maritime operations. A routing protocol is required to establish communication between nodes, which guarantees the route from the source node to the destination node. A TDL has been developed in the Colombian Caribbean Sea (CTDL). However, no efficient routing protocol has been implemented. This works to perform a preliminary study to implement an appropriate routing protocol for the CTDL. Local environment constraints, in addition to the chosen protocols' performance analysis, will provide preliminary alternatives for a routing protocol with acceptable efficiency. This article provides a background of ad-hoc networks routing protocols, a description of the Colombian Caribbean maritime operational environment, a comparative analysis of routing protocols, and a discussion of conclusions and future developments regarding CTDL.

Kemajuan teknologi informasi dalam medan pertempuran saat ini sudah menjadi unsur vital dalam lingkup militer. Dengan hadirnya sistem teknologi komunikasi yang dapat menunjang integrasi serta interoperabilitas seluruh elemen tempur yang beroperasi dan disebut dengan sistem Tactical Data Link (TDL) Link-16. Sistem TDL Link-16 berfungsi sebagai media komunikasi digital dalam mengolah data taktis medan pertempuran dan mendistribusikan gambaran data tersebut secara real time kepada setiap unsur alutsista, pasukan dan para pemegang keputusan yang berada pada pusat komando. Sistem TDL berfungsi guna mendukung integritas dan interoperabilitas pasukan di lapangan dengan meningkatkan situational awareness dan battlespace management setiap elemen yang beroperasi di darat, laut, udara. Tujuan dari penelitian ini adalah melihat bagaimana kehadiran sistem TDL Link-16 menjadi urgensi guna mendukung interoperabilitas Tentara Nasional Indonesia (TNI) dalam sebuah misi operasi dan mengoptimalisasikan peran dari alutsista yang dimiliki. Metode penelitian yang digunakan merupakan deskriptif dengan teknik pengumpulan data melalui studi kepustakaan. Hasil dari penelitian ini adalah meskipun Indonesia telah menandatangi salah satu syarat pengadaan sistem Link-16 namun masih terdapat beberapa kendala yang dialami oleh TNI dalam upaya menghadirkan sistem Link-16 ke dalam alutsista yang dimiliki sehingga proses integrasi dan interoperabilitas TNI masih belum dapat diimplementasikan sepenuhnya dengan matang.

Abstract An important area in the process of using and servicing tactical data transmission systems LINK-16 is a system of training operators and technicians. The article presents the results of research related to the modelling and implementation of a modular training program for technical personnel. There were determined ranges of qualification requirements for technical personnel TDL, for the first and second level of service and the possibility of flexible selection of expansion modules for the development of specific skills depending on the destination job.
