Factors Preventing Technical Colleges and Universities from Cultivating Foreign Language Talents

This article discusses about the cultivation of foreign language talents, through which it can be appreciated that the emphasis is to be laid on improving their comprehensive qualities. Only in this way can foreign language talents adapt to the needs of the market, integrate into the ranks of technical personnel in the field of engineering, and be warmly welcomed by employers or employing units. Nevertheless, in order to achieve this aim, three factors should be overcome to avoid the hindrance faced by technical colleges and universities from cultivating foreign language talents with comprehensive qualities. This article probes into the three negative factors: first, students are not fluent in their mother tongue; second, foreign language majors lack basic knowledge of science and technology so much so that they are not able to do well in such translation; third, they lack the ability to perform simultaneous interpretation Simultaneous interpreting. In regard to those factors, this article then provides several suggestions as countermeasures to those three negative factors, so as to cultivate talents that can satisfy the needs of the market.

KOMPETENSI APARATUR DALAM UPAYA MELAYANI PERIZINAN ELEKTRONIK DI DINAS PENANAMAN MODAL DAN PELAYANAN TERPADU SATU PINTU KABUPATEN BARITO UTARA PROVINSI KALIMANTAN TENGAH

ABSTRAK Salah satu kebijakan strategis pemerintah dalam bidang penanaman modal dan investasi adalah dengan menyelenggarakan layanan perizinan melalui suatu sistem yang terintegrasi secara elektronik (online). Penerapan layanan perizinan yang baik, salah satunya didukung oleh kompetensi aparatur sebagai pelaksana pelayanan. Tujuan penelitian adalah menganalisis dan mendeskripsikan kompetensi aparatur dalam melayani perizinan elektronik, hambatan dan upaya mengatasinya. Metode yang digunakan adalah deskriptif kualitatif. Dalam hal ini dilakukan analisis Kompetensi Aparatur dengan aspek yang diteliti, antara lain: Motives, Traits, Self Concept, Knowledge dan Skills. Penelitian ini memperoleh hasil bahwa kompetensi aparatur dalam upaya melayani perizinan elektronik dinilai cukup baik, namun masih memerlukan peningkatan dalam aspek Knowledge(pengetahuan) dan Skills(keterampilan). Hambatan Kompetensi Aparatur dalam melayani perizinan elektronik, yaitu: (1) keterbatasan anggaran, (2) Masih terbatasnya pemberian kuota peserta Diklat dan Bimtek, (3) keterbatasan jumlah tenaga teknis, (4) kurang memadainya sarana dan prasarana yang tersedia. Upaya mengatasi hambatan kompetensi aparatur, yaitu: (1) Menyiapkan anggaran khusus untuk Diklat dan Bimtek, (2) Memberikan rekomendasi izin belajar bagi pegawai, (3) Mengajukan usul pengadaan formasi tenaga teknis, (4) Menambah sarana dan prasarana yang dibutuhkan.Saran dari penelitian: (1) Perlunya pemaksimalan ajuan anggaran dalam kegiatan Diklat dan Bimtek, (2) Perlunya diadakan kegiatan Diklat dan Bimtek yang bersifat kontinu. (3) Perlunya sosialisasi kepada masyarakat mengenai tahapan prosedur sistem perizinan berbasis elektronik (4) Perlunya pengoptimalan pemeliharaan sarana dan prasarana yang telah ada. The implementation of good licensing services, one of which is supported by the competence of the apparatus as service implementers. The purpose of the study is to analyze and describe the competence of the apparatus in serving electronic licensing, obstacles and efforts to overcome them. The method used is descriptive qualitative. In this case, an analysis of Apparatus Competence is carried out with the aspects studied, including: Motives, Traits, Self Concepts, Knowledge and Skills. This study obtained the results that the competence of the apparatus in an effort to serve electronic licensing was considered quite good, but still needed improvements in the aspects of Knowledge (knowledge) and Skills (skills). Barriers to Apparatus Competence in serving electronic licensing, namely: (1) budget constraints, (2) still limited quotas for training and technical guidance participants, (3) limited number of technical personnel, (4) inadequate facilities and infrastructure available. Efforts to overcome obstacles to the competence of the apparatus, namely: (1) Proposing additional budgets, (2) Providing recommendations for study permits for employees, (3) Proposing the procurement of technical personnel formations, (4) Adding and replacing facilities and infrastructure that are no longer functioning. Suggestions from the research: (1) The need for maximizing budget proposals in training and technical guidance activities, (2) the need for continuous training and technical guidance activities. (3) The need for socialization to the public regarding the stages of the electronic-based licensing system procedure (4) The need for optimizing the maintenance of existing facilities and infrastructure. Developing Organizational Workforce by Successfully Facing and Overcoming Current Challenges

During the year 2018, an operator evaluated the career paths and professional development of its technical personnel, extending its evaluation to how the contracting department acquired such training, which wasn't consistent with regard to a training provider, training topics, course agendas or training delivery. Some of the main challenges in providing training are the engineers’ availability to attend classes and the scheduling constraints throughout the operator's five field locations. As an example, planning a class in the current organization might not reach the entire intended audience within the desired time frame because that class may only be scheduled in one of the five locations, and the engineers from the other four locations would need to travel to attend it. The impact of this may be that without the advantage of travelling to attend a specific training, the engineer may not be able to achieve all the promotional requirements for the next step in his/her career path.

Virtual reality as a tool for training specialists in the field of radiation non-destructive testing

Organizational, technical and methodological approaches to the creation and application of virtual reality in additional education are considered. Particularly for use and development of a digital radiography simulator in non-destructive testing of products and materials. It is noted that virtual reality technologies are most widely used in training and knowledge testing of engineering and technical personnel and workers in production, as well as in technological preparation during complex and exacting operations, including products and materials testing. The pilot solutions obtained and tested to date allow us to evaluate the results of complex scientific research. The prospects of expanding the applicability range of software and hardware virtual reality solutions, including those based on network interfaces, protocols and telecommunications solutions, are determined.

REGULATORY AND INFORMATION SUPPORT FOR DESIGN AND OPERATION OF ASPIRATION SYSTEMS IN WOODWORKING

The report reflects the results of the analysis of the state of technical regulation of the design and operation of aspiration systems in woodworking, the presence of problems in ensuring their functional, energy efficiency and safety, the practice of training technical personnel and engineering personnel. The information on the direction of research of the properties of crushed wood, the operation of equipment, the development of technical regulatory legal acts of the Republic of Belarus, the implementation of the results in the educational process. National, foreign regulatory and technical documents and sources of information, materials of conferences held abroad were used.

Using Denotational Mathematics for the Formal Description of Home UbiHealth Decision-Support Systems With Knowledge Flow

Home UbiHealth applications require support from decision-making and decision-support components. The decision process must possess a holistic perspective about the individual's healthcare condition and needs at home. Also, it shall consider and evaluate the available data, producing cognitive intelligence through appropriate processing. The present work describes a model for decision-making and decision-support in UbiHealth environments based on denotational mathematics. The decision-making component of the model provides the necessary actions to handle the connected devices. The decision-support component suggests actions to the user (physician). The decisions are drawn from a simulated operation of cooperating and co-existing semantic networks. The model is thoroughly described, and its positive impact is explained for all participating stakeholders including medical professionals, patients, information technology scientists, and technical personnel.

Discussion on the Course Teaching of Textile Economics

Textile economics is a discipline that uses the basic principles and methods of economics to study textile production, sales and international trade. Learning the course is conducive to training applied senior engineering and technical personnel who understand both technology and management. There are problems such as students have no foundation in economics, students have no enthusiasm for studying textile economics, not enough teachers in textile economics, unreasonable textbook layout, single teaching methods and means, lack of teaching experience, teaching resources and teaching conditions, etc. Therefore, the teaching of textile economics is in urgent need of reform.

VIRTUAL REALITY USAGE IN THE RADIOGRAPHY SIMULATOR DEVELOPMENT FOR NON-DESTRUCTIVE TESTING PERSONNEL TRAINING

Organizational, technical and methodological approaches to the creation and virtual reality usage in the development and implementation in additional education of a digital radiography simulator for non-destructive testing of products and materials are considered. It is noted that the most widespread virtual reality technologies are used for training and testing the knowledge of engineering and technical personnel and workers directly involved in production, as well as within the technological preparation of production during complex and responsible operations, including the control of products and materials. The pilot solutions obtained to date and tested allow us to judge the results of complex scientific research. Prospects of expanding the range of applicability of software and hardware solutions of virtual reality, including those based on network protocols and telecommunications solutions, are determined.

Development of the "Technical Service" Program for Enterprises Working with the GLONASS System and Containing a Large Vehicle Fleet

Представлена разработанная программа «Технический сервис», обменивающаяся информацией с базой данных систем ГЛОНАСС/GPS. Данная программа работает по сети и позволяет оповещать технический персонал, занимающийся обслуживанием, ремонтом и выпуском на линию или в рейс автотранспорта, напоминая ему о времени наступления прохождения технического обслуживания (ТО) для каждой единицы техники предприятия. При этом идёт информирование о количестве заменяемых жидкостей, марок и кодов фильтров, с краткой историей о неисправностях и ДТП техники, а также дублированием всей информации с системы ГЛОНАСС: расход топлива, пробег, скорость, марки и госномера техники. Разработанная программа имеет следующие возможности: хранит список техники с государственными номерами, постоянно обновляя данные о пробегах автотранспорта; хранит для каждой единицы техники необходимую информацию для проведения ТО автотранспорта, краткую историю о крупных неисправностях, проведённых капитальных ремонтах и ДТП автотранспорта. Данную информацию можно распечатать или сохранить на компьютер. Вовремя проведённое ТО является основой и залогом безотказной работы автотранспорта, что сказывается на успешном ведении бизнеса. The developed program "Technical Service" is presented, exchanging information with the database of GLONASS/GPS systems. This program works on the network and allows you to notify technical personnel engaged in service, repair and release on the road or on a motor vehicle trip, reminding them of the time of receipt of maintenance operation (MOT) for each unit of the enterprise equipment. At the same time, there is information about the number of liquids, grades and filter codes to be replaced with a short history of equipment malfunctions and accidents of vehicles, as well as duplication of all information from the GLONASS system: fuel consumption, mileage, speed, brands and license plates of vehicles. The developed program has the following capabilities: stores a list of vehicles with license plates, constantly updating data on vehicle mileage, and stores for each unit of equipment the necessary information for maintenance operation of vehicles, a short history of major malfunctions, major repairs and accidents of vehicles. This information can be printed or saved to a computer. Timely maintenance operation is the basis and key to the failure-free operation of vehicles, which affects the successful conduct of business.
