Background: Dual-level stochastic programming is a technique that allows modelling uncertainty at two different levels, even when the time granularity differs vastly between the levels. In this paper we study the problem of determining the optimal fleet size and mix of vessels performing maintenance operations at offshore wind farms. In this problem the strategic planning spans decades, while operational planning is performed on a day-to-day basis. Since the operational planning level must somehow be taken into account when making strategic plans, and since uncertainty is present at both levels, dual-level stochastic programming is suitable. Methods: We present a heuristic solution method for the problem based on the greedy randomized adaptive search procedure (GRASP). To evaluate the operational costs of a given fleet, a novel fleet deployment heuristic (FDH) is embedded into the GRASP. Results: Computational experiments show that the FDH produces near optimal solutions to the operational day-to-day fleet deployment problem. Comparing the GRASP to exact methods, it produces near optimal solutions for small instances, while significantly improving the primal solutions for larger instances, where the exact methods do not converge. Conclusions: The proposed heuristic is suitable for solving realistic instances, and produces near optimal solution in less than 2 h.

This work investigates the problem of vessel fleet deployment for liner shipping. The objective is to minimize the total cost, i.e., the sum of vessel chartering cost and vessel-route operating cost. In the considered problem, the shipment demand for each route is uncertain and its distribution is unknown. Due to lacking historical data, we use the moment-based ambiguity set to characterize the unknown distributions of demands. We then introduce a distributionally robust model and propose a new approximation approach to solve this problem. Finally, numerical experiments are conducted to demonstrate the performance of our approximation approach.

This paper provides an integrated planning methodology for the optimization of port rotation direction and fleet deployment for container liner shipping routes with consideration of demand uncertainty. We first consider a special case that demand is deterministic. A multicommodity flow network model is developed via minimizing the total network-wide cost. Its decisions are the selection of port rotation direction and fleet deployment and container routings in the shipping network. Afterward, we address the generic case that uncertain demand is considered, which is represented by potentially realizable demand scenarios. We develop a minimax regret model to procure the least maximum regret across all the demand scenarios. The proposed models are applied to an Asia-Europe-Oceania liner shipping network with 46 ports and 12 ship routes. Results could provide the liner company with a comprehensive decision tool to simultaneously determine port rotation direction and fleet deployment when tackling uncertain demand.

In recent years, low energy consumption has become the common choice of economic development in the world. In order to control energy consumption, shipping line speed optimization has become strategically important. to reduce fuel consumption, this study optimizes the container ship fleet deployment problem by adopting the strategy of adjusting each leg of each route’s sailing speed. To calculate fuel consumption more accurately, both sailing speed and the ship's payload are considered. A multi-objective mixed integer nonlinear programming model is established to optimize the allocation of liner routes with multiple ship types on multiple routes. A linear outer-approximation algorithm and an improved piecewise linear approximation algorithm are used for linearization. If segments of an interval increase, the results will be more accurate but will take more time to compute. As fuel prices increase, to make trade-offs among economic and environmental considerations, the shipping company is adopting the “adding ship and slow down its speed” strategy, which verifies the validity and applicability of the established model.

Following the bike-sharing system, the shared e-bike becomes increasingly popular due to the advantage in speed, trip distance, and so forth. However, limited research has investigated the impact of the introduction of shared e-bikes on the existing bike-sharing systems. This paper aims to study the effect of shared e-bikes on the traditional bike-sharing system and determine the optimal fleet deployment strategy under a bimodal transportation system. A stochastic multiperiod optimisation model is formulated to capture the demand uncertainty of travelers. The branch-and-bound algorithm is applied to solve problem. A 15-station numerical example is applied to examine the validity of the model and the effectiveness of the solution algorithm. The performance of integrated e-bike and bike-sharing system has been compared with the traditional bike-sharing system. The impacts of the charging efficiency, fleet size, and pricing strategy of e-bike-sharing system on the traditional bike-sharing system have been examined.
