PurposeQualitative methods are not suitable to process high volumes of policy texts for exploring policy evolution. Therefore, it is hard to use qualitative methods to systematically analyze the characteristics of complex policy networks. So the authors propose a bibliometric research study for exploring policy evolution from time–agency–theme perspectives to excavate the rules and existing problems of China's medical informatization policy and to provide suggestions for formulating and improving the future medical informatization policies.Design/methodology/approachInitially, 615 valid samples are obtained by retrieving related China's medical informatization policy documents, and the joint policy-making agency network and the co-occurrence network models of medical informatization policies are defined, and then the authors research China's medical informatization policies from single-dimension and multi-dimension view.FindingsThe analysis results reveal that China's medical informatization policy process can be divided into four stages; the policy-making agencies are divided into four subgroups by community detection analysis according to the fast unfolding algorithm; the core policy theme keywords are identified based on the eigenvector centrality of the nodes in those networks; the focuses of theme terms are varied in different stages and the correlations between agencies and themes are gradually decentralized.Practical implicationsThese findings provide experience and evidence on leveraging informatics in the medical and healthcare field of China. Also, they can help scholars and practitioners better understand the current status and future directions of medical and healthcare informatics development in China and provide a reference to formulate and improve China's future medical informatization policies.Originality/valueThis study proposes a quantitative bibliometric-based research framework to describe transitions and trends of China's medical informatization policy.

Oceans are governed by multiple policies at international, regional and national levels. National level policies have traditionally been sector-based, covering fisheries, tourism, environment etc. Recently more integrated and holistic National Ocean Policies (NOP) have been promulgated. The Pacific Ocean also has well-developed regional ocean-related policies spanning decades. The work presented here uses lexicometric analysis to map the interlinkages between regional and national policies to determine if they are evolving synergistically. Focusing on the Solomon Islands, due to its reliance on the ocean and producing a NOP in 2018, 13,622 expressions were extracted from the corpus of 8 national and 10 regional ocean-related policies. Network analysis displayed limited differentiation between the NOP, national sector-based policies and regional policies. Clustering of policies showed progressive splitting of policies from a single cluster, rather than by formation of a number of separate clusters. This behaviour reflects the thematic interlocking of policies: all share many themes, and the more integrative policies add a few additional sectoral themes. The themes rarely addressed in the corpus include energy, agriculture, pollution and education. The NOP was predominantly built on existing national or regional policies and their main themes rather than setting a new direction in ocean governance. The benefit of the NOP may be less about its content itself, but the creation of allied cross-ministerial architecture. With the intense pressure on the oceans and its resources in present times, there will be a growing need for more substantive policy evolution.

The culmination of the European Central Bank’s (ECB) policy evolution was the ‘combined arms strategy’ that started taking shape in 2014–2015. In this chapter, we review how four unconventional measures—negative interest rates, asset purchases, targeted lending operations, and forward guidance—were progressively combined into a unified policy package. We recount the sequence of ‘recalibrations’ of these tools that took place between December 2015 and June 2018 and the internal debates that informed them. We then conduct an impact analysis where we seek to isolate and examine the contribution of the policy package to financial conditions and macroeconomic outcomes. The novelty of our analysis lies both in its methodological approach and in its diagnostics, which allows us to disentangle the respective contribution of each instrument and assess counterfactual scenarios in which they were not combined. We end by considering some of the side effects of our unconventional policies with a focus on the banking sector.

This paper presents pertinent aspects of the foreign aid policy of the State of Qatar as a Muslim emerging donor with rising soft power. The study traces and explains the evolution of Qatar’s Foreign Aid Policy (QFAP) and identifies the various critical milestones of the policy that has been successfully transformed from a small Gulf Emirate into one of the leading players on both regional and global issues including aid giving. Although, Qatar’s motivation for aid giving is quite similar to the global setting, the country’s sociocultural background and values play a vital in shaping and inspiring its aid policy. As QFAP is closely tied to the country’s active foreign policy agenda, political and security motives are heavily reflected in the country’s aid practices. In collecting both primary and secondary data this study used various qualitative methods such as face-to-face interviews with key Qatari officials and scrutinized official state documents and quoted speeches, particularly of past and present Emirs as well as other archival sources.
