QATAR’S FOREIGN AID POLICY: EVOLUTION, MOTIVES AND VALUES

This paper presents pertinent aspects of the foreign aid policy of the State of Qatar as a Muslim emerging donor with rising soft power. The study traces and explains the evolution of Qatar’s Foreign Aid Policy (QFAP) and identifies the various critical milestones of the policy that has been successfully transformed from a small Gulf Emirate into one of the leading players on both regional and global issues including aid giving. Although, Qatar’s motivation for aid giving is quite similar to the global setting, the country’s sociocultural background and values play a vital in shaping and inspiring its aid policy. As QFAP is closely tied to the country’s active foreign policy agenda, political and security motives are heavily reflected in the country’s aid practices. In collecting both primary and secondary data this study used various qualitative methods such as face-to-face interviews with key Qatari officials and scrutinized official state documents and quoted speeches, particularly of past and present Emirs as well as other archival sources.

This chapter examines Barack Obama’s foreign policy agenda. The Obama administration referred to its foreign policy as ‘smart power’, which combines soft and hard power resources in different contexts. In sending additional troops to Afghanistan, his use of military force in support of a no-fly zone in Libya, and his use of sanctions against Iran, Obama showed that he was not afraid to use the hard components of smart power. The chapter first considers power in a global information age before discussing soft power in U.S. foreign policy. It then explains how public diplomacy came to be incorporated into American foreign policy and concludes by highlighting problems in wielding soft power.

This chapter examines China’s South–South relations and how it has been shaped by the nature of the Chinese state: a highly capable, developmental state that uses an array of instruments to promote its interests. In particular, it considers how, by means of foreign aid, economic cooperation, soft power, and trade, China aspires to be seen as a responsible global power. The chapter first looks at the history behind China’s engagement with countries of the Global South and the instruments that it has employed in this regard such as foreign investment, commercial loans, and soft power tools. It shows that Chinese ties with the developing world are shaped by long-standing foreign policy principles, including non-interference in the internal affairs of others, equality, and mutual benefit, along with its embrace of globalization and the growth of its multinational corporations. The chapter concludes with an assessment of concerns regarding China’s international engagement.

For the East Central European Countries (ECE), the membership in the European Union also meant an entry into the foreign aid donor community. To understand the international development policy change in over a decade and a policy divergence among the ECE countries that have started from relatively similar situations, this article offers the case study of Lithuania and the analysis of domestic policy actors, namely the non-governmental development organizations (NGDOs) as one of the policy change facilitating factors. It provides an empirically-rich account of how Lithuanian NGDOs participate in the national foreign aid policymaking and explains factors that affect Lithuanian NGDOs’ capacity to influence government decisions. Szent-Ivanyi’s and Lightfoot’s theoretical model guided the analysis of the Lithuanian NGDOs umbrella organisations composition and power relations, their organizational capacities, foreign donor assistance and attitudes of the state actors. The article concludes the limited, yet increasing Lithuanian NGDOs’ role in shaping Lithuanian foreign aid policies, as undermined as they are by the chronic lack of resources to fund advocacy from national sources and the dependency on the EU project-based funding. Consequently, these circumstances constrain the NGDO Platforms’ focus mostly on the EU development agenda and therefore mimic the European NGO networks’ policy agenda. The lack of capacities among the NGDOs to adapt a European policy agenda to the national foreign aid policy reality makes it of limited relevance to the policy makers domestically.

This paper presents essential aspects of the State of Qatar foreign aid policy (QFAP), which is closely tied to the wider country’s foreign policy. The study traces and explains vital foundations of the country’s foreign aid policy framework and its decision-making process, mainly the guiding documents and operative institutions. Evidently, the content and structure of these two technical elements reflect the political and socio-cultural background as well as the regional and global surrounding of the state of Qatar. Although it is an emerging donor, Qatar’s aid documents and institutions are showing radical development and prestigious institutionalizing. The technical guidance and the inclusiveness of QFAP documents and widespread operations of its institutions show that Qatar has further benefited from its partnerships and global engagements to advance its aid policy making. This research used face-to-face interviews with key Qatari officials and scrutinized the state official documents and quoted speeches and statements, in addition to other relevant academic materials. Keywords: Foreign Aid Policy, Qatar, Documents, Institutions, Policy-Making.             Abstrak Artikel ini membentangkan aspek dasar bantuan luar negeri Qatar (QFAP), yang berkait rapat dengan rangka kerja umum dasar luar negeri yang lebih luas. Kajian ini mengesan dan menerangkan 2 asas penting rangka kerja dasar bantuan asing negara dan proses membuat keputusannya; iaitu dokumen panduan dan institusi pelaksana. Melalui kajian ini, jelas menunjukkan bahawa kandungan dan struktur kedua-dua elemen teknikal ini mencerminkan latar belakang politik dan sosio-budaya serta persekitaran serantau dan global negara Qatar. Walaupun Qatar merupakan penderma yang baru menonjolkan diri dalam landskap bantuan global, namun dokumen dan institusi bantuan Qatar menunjukkan ia sebagai perkembangan positif dan institusi yang berprestij. Panduan teknikal dan keterangkuman dokumen QFAP dan operasi meluas institusinya menunjukkan bahawa Qatar telah terus mendapat manfaat daripada perkongsian dan penglibatan globalnya untuk memajukan pembentukan dasar bantuannya. Kajian ini dijalankan berdasarkan temu bual langsung dengan para pegawai Qatar dan pakar yang berkaitan, di samping menganalisis dokumen dan laporan rasmi negara, memetik ucapan dan kenyataan rasmi, serta mengambil kira sumber akademik dan saintifik lain yang berkaitan. This paper analyses international perceptions about Brazil and shows that there is a gap between the images of the nation to the rest of the world and the country’s historic aspirations to be a relevant player in global affairs. By discussing these perceptions, this article brings the study of nation branding closer to the debate of international relations constructivist theories, arguing that images do matter. It analyses secondary data about Brazil from ten different brand surveys, then discusses what it means to be a “serious country” and how that is related to foreign perceptions about the nation. The idea of Brazil as one the "coolest" nations in the world could be considered positive in terms of nation branding, but it may be in contrast with the historic foreign policy agenda of an ambitious nation that tries to project itself as an emerging power in international politics. Being “cool” is often associated with being a nation of parties and fun, which reinforces the frequent description that Brazil “is not a serious country”.

The implementation of court in Indonesia has not fulfilled as expected because any parties involving in court has a lack of capacity, consistency, and integrity to provide legal service seriously. Some people assume that court services are not still optimal. To settle the problems, the Supreme Court just has officially issued Regulation No. 1 of 2019 regarding the Administration of Cases and Legal Proceedings in Courts via Electronic Means on 8 August 2019. This regulation is believed as an appropriate solution to face those problems. To elaborate more, this study illustrates a judicial reform in Indonesia, e-court, and access to justice, the conception of e-court including the performance of e-court and its drawbacks and challenges in the digital era. The research method uses normative research by approaching legal review and literature study. The technique of primary data collection applies Supreme Court regulation while means of secondary data are collected from concept or theory as set out under bibliography. Judicial reform in Indonesia is indicated by issuing new regulation regarding e-Court and e-Litigation, the implementation e-Court itself has been attributed to 32 courts consisting of general religious, and state administrative courts. Through e-Court, access to justice more transparent and accessible. Besides, justice seekers have no worries regarding distance issues as of e-Court may allow them to fight in court without face to face. Parties have no doubt relating to the acceleration of court to settle any dispute in Indonesia.
