This chapter explores the trajectory of social policy development in Switzerland and its interactions with state-building and military conflict from the Franco-Prussian war of the early 1870s to the end of the Cold War. This analysis confirms that, despite the fact that Switzerland has remained untouched by war for more than 150 years, military preparation and the world wars have had a crucial impact in the shaping of the distinctive public–private mix that distinguishes the Swiss welfare state from its immediate neighbours. Periods of war thus coincided not only with an expansion of state social insurance but also witnessed the consolidation of existing private social provision. The chapter also highlights how Switzerland’s distinctive militia-based conscription contributed to forge a male-centred social citizenship that lasted for decades after 1945.

The aim of this editorial is to explore, conceptualize, and research the need to internalize both animals and ecosystems in our understanding of social citizenship and social policy. This editorial should be seen as a brief overview of the themes that should be covered in the contributions to the Special Issue, “Internalizing Animals and Ecosystems in Social Citizenship and Social Policy: From Political Community to Political Country”. This Special Issue argues the importance of integrating animals and ecosystems as a way to re-politicize humans’ social relation with both animals and our ecosystem as in sustainable development and social policy. If environmental policy becomes social policy, we would re-construct social citizenship to include consideration for animals and ecosystems as integral part of social policy. This expansion in scope is a progression from seeing humans as part of a political community to becoming more involved in their political country. This aligns with the concept of Country—an all-encompassing term in Australia, involving a people’s territory, land, water, biological resources, the complex obligations and relationships involved.

This chapter investigates the relationship between far-right populism and social policy. The chapter argues that an approach anchored in framing and policy narratives will yield new understandings of how far-right populist discourses have come to challenge social democratic and neoliberal welfare narratives. The new narrative challenges and denigrates the economic and political elite as self-serving and corrupt, claiming to represent the interest of the ‘people’ instead. In defining ‘people’, the interests of certain societal groups are prioritised on the bases of culture or ethnicity. Importantly for social policy, this chapter argues, in this universal social rights and social citizenship are reframed in ethno-nationalist and welfare chauvinist terms. The chapter draws upon the case of Sweden in order to briefly exemplify the discursive strategies at play.

The common legal and economic framework of the European Union (EU) has turned the vast socio-economic differences within Europe into virulent problems of social inequality – issues that it attempts to tackle within its limited resources. The article takes the EU’s self-expressed social commitment as a starting point and analyses its approaches to social policy from a social-rights perspective. It first discusses why Marshall’s social-citizenship concept provides a useful analytical tool to assess the social policies enacted so far at the European level and then presents an institutional analysis of the EU’s four major social-policy activities: harmonising, funding, coordination and cooperation. This analysis focuses on the horizontal and vertical relationships and the addressees of these policies to determine how these policies measure up against social-rights standards. The findings point to the poor development of transnational social citizenship given the special nature of EU social policies. The only social rights that exist at the European level are in the field of social-security coordination. And even those are marked by a double selectivity that excludes citizens who are not transnationally active and those who are but lack the necessary means to provide for themselves.

AbstractUrban–rural harmonisation has risen to prominence in recent social security reform in China. This article offers an account of the changing welfare institutions and social citizenship configurations unfolded by this particular policy approach. As social activism gained substantial weight as part of the regional developmental strategies of local governments, harmonisation efforts have led to a boundary shift of social citizenship largely defined by the within–without criterion rather than the urban–rural divide. In places where urban–rural harmonisation takes hold, the pivotal criterion for claiming social benefits is the possession of local resident status, regardless of whether this status is urban or rural. The heterogeneity of regional social security developments resulting from social decentralisation also calls attention to the ‘variable geometry’ of institutional change, i.e. various social policy domains manifest diverse degrees of institutional dynamics towards harmonisation. In this light, urban–rural harmonisation is likely to trigger competitive solidarity in terms of regional competition and emulation in economic development and social provision, leading to regional disparities that will shape the future contours of social policy and social citizenship in China.

This themed section focuses on the political and social policy discourses of resurgent welfare chauvinism and identity politics in contemporary Europe. The populist radical right, in particular, has utilised these discourses to great effect, reframing social policy and social citizenship through a heady mix of arguments evoking the nation state and ethnicity, often contemporaneously. Although the explanations for the outcome of the referendum on the withdrawal of the United Kingdom from the European Union, or Brexit, cannot be distilled to any single issue or cause, it is also impossible to deny the relevance of social policy to the outcome. For example, vote choice in the referendum was influenced by factors such as education levels and levels of labour market vulnerability (Hobolt, 2016), ultimately dovetailing with the well-known thesis about globalisation's ‘winners’ and ‘losers’ (Kitschelt & McGann, 1995; Mudde, 2007; Rydgren, 2007; Kriesi et al., 2012) and the structural failures of post-industrial economies to stop growing inequality.

This article offers a reflection on how integrating fiscal welfare into welfare state research can shed light on some subtle, yet important, transformations of welfare states and social citizenship in Europe. We begin by clarifying the concepts of fiscal welfare and social tax expenditures (STEs), by reviewing and critically assessing the various related concepts found in the literature. We also map out the empirical knowledge currently available, highlighting the limitations in the available data. Then, drawing on both existing knowledge (developed especially in the context of the US welfare state) and the emerging literature on fiscal welfare in Europe, we identify a number of trends and set out some hypotheses as to why tax expenditures have become a privileged instrument in the field of social policy: not only do STEs appear as a useful instrument to build consensus across party lines in a context of budgetary austerity and strong control of public expenditures, they also enable the discreet privatization of social insurance schemes. Fiscal welfare also allows for a new mode of governing social policy through incentives, which entails a different mode of redistribution than traditional social policy instruments. Finally, we identify the remaining empirical and theoretical gaps to guide future research on the subject.
