Abstract This article introduces a billing method of pre-paid and post-paid transportation satellite short message service. It aims to solve the problem that the handheld transportation satellite equipment in China cannot use the SMS service due to the two staged dial prepaid system can’t charge and bill. The billing platform is connected with the SMS billing of the post-paid business support system, and uses the time series prediction algorithm Prophet to capture and early warning of abnormal SMS entries.

The review is compiled on the basis of the results of the operation of the total ozone (TO) monitoring over the CIS and Baltic countries functioning in the operational mode at the Central Aerological Observatory (CAO). The monitoring system uses data from the national network equipped with M-124 filter ozonometers that is under the methodological supervision of the Main Geophysical Observatory. The quality of the functioning of the entire system is operationally controlled at CAO by the comparison with the OMI satellite equipment observations (NASA, USA). Basic TO observation data are generalized for each month of the second quarter of 2021 and for the second quarter. Data of routine observations of surface ozone values in the Moscow region are also considered.

The possibility of transmitting non-navigation information in AIS messages led first to channel congestion and then to upgrading of the AIS to a complete data exchange system with a signaling and data channels, that includes ground and satellite segments. The characteristics of currently developing VHF Data Exchange System (VDES) are reviewed. The satellite equipment requirements to implement the necessary functionality are assessed. The analysis of the planned marine services and satellite channel demands for each of them showed the relevance of placing the system transceivers on satellite. The development of the satellite segment of the VDES has reputational prospects for the state as well as great potential for the fishing fleet since both vessel location monitoring, electronic fishing logs transmission, and receiving of data from the coastal services can be carried out within one system.

This article proposes an evolutionary multiagent framework of the co-operative co-evolutionary multiobjective model (CCMO-EMAS), specifically for equipment layout optimization in engineering. In this framework, each agent is set in a multiobjective cooperative co-evolutionary mode along with the algorithms and corresponding settings. In each iteration, agents are executed in turn, and each agent optimizes a subpopulation from system decomposition. Additionally, the collaboration mechanism is addressed to build complete solutions and evaluate individuals in the co-operative co-evolutionary algorithm. Each subpopulation is optimized once, and the corresponding agent is evaluated based on the improvement of the system memory. Moreover, the agent team is also evolved through an elite genetic algorithm. Finally, the proposed CCMO-EMAS framework is verified in a multimodule satellite equipment layout problem.

The matter of reduction of the spatial rectangular coordinates X, Y, Z, measured by satellite equipment, related to the geometric center of the receiver of satellite measurements (CPSI), to by the coordinates of the mark of geodetic points Xp, Yp, Zp is quite topical. In this paper we consider the simplest case of spatial rectangular coordinates reduction, when the satellite receiver is installed above the mark of the point. This paper develops a new dual-system cooperative co-evolutionary algorithm for multi-modules (or multi-bearing plate) satellite equipment layout optimization problem, based upon the Potter’s cooperative co-evolutionary framework. Firstly, a new dual-system framework based on the Potter’s cooperative co-evolutionary is constructed and then, corresponding system decomposition rule, matrix analysis method and coordination mechanism are presented. Finally, the way of matching algorithms (e.g. evolutionary algorithms and swarm intelligence algorithms) with systems A and B in the dual system is presented. The purpose is to enhance the computational accuracy and robustness of the developed algorithm for satellite equipment layout optimization problem. The experimental results show that the developed algorithm has better computational accuracy and robustness (computational success ratio and standard deviation) as compared with four dual-system algorithms and two single-system algorithms based upon Potter’s cooperative co-evolutionary.

The paper reviews studies of the dynamics of relativistic electrons in the geosynchronous region. It lists the physical processes that lead to the acceleration of electrons filling the outer radiation belt. As one of the space weather factors, high-energy electron fluxes pose a serious threat to the operation of satellite equipment in one of the most populated orbital regions. Necessity is emphasized for efforts to develop methods of forecasting the situation in this part of the magneto-sphere, possible predictors are listed, and their classifi-cation is given. An example of a predictive model for forecasting relativistic electron flux with a lead time of 1–2 days is proposed. Some questions of practical or-ganization of prediction are discussed; the main objec-tives of short-term, medium-term, and long-term fore-casts are listed.
