The state of Ceará is the major Brazilian cashew producer and highlights the social and economical feature of its agribusiness, capable of generating wealth and assisting in people's settlement in the countryside. Despite the support of several organizations which compose the local innovation system, seeking generation, adaptation and diffusion of innovations, the productive chain of cashew agribusiness lacks of innovations. In that context, it is assumed that the "sustainable innovation" would appear from the social-environmental management, stimulating, consequently, the local system. Based on this discussion, this paper contributes on the identification of innovation possibilities through the introduction of the Cleaner Production approach, contemplating on the mobilization of local system of Ceará's cashew agribusiness. The qualitative methodology is based on the documental compilation and in interviews/debates with a group constituted by specialists who work in the sector. The analysis was performed using the Thematic Analysis technique, which belongs to the Analysis of Content techniques group. It was verified that the local system mobilization includes the increasing of interactions among participant agents, facilitating the spread of sustainable innovations from the complete use of cashew, enlarging, consequently, the economical spaces with new business and market opportunities.

This paper explores and explains the relationship between interorganizational sustainable innovation processes and the elements of a national sustainable innovation system in building. The literature proposes that this relationship is characterized by mutual reinforcement. This paper integrates the interorganizational innovation process- and the national innovation systems-approach into a new model. A case research project, that covers a sixteen-year period of sustainable innovations in the Dutch residential building industry, investigates the interplay between process and systematic sustainable innovation within the structure of the model. The research project indicates, illustrates, and explains how interorganizational sustainable innovation processes and a national sustainable innovation system in building co-develop in an interactive and mutually reinforcing process. In this process, the national system for sustainable innovation in building provides the structure in which the interorganizational sustainable innovative building processes develop. Simultaneously, the interorganizational sustainable innovative building processes stimulate the development of a national system of sustainable building innovation.

The article analyzes modern theory that explains the specificity of relationships among government, science and business in innovation systems - the "triple helix" concept. Factors that determine the appearance of new theory are systematized. The peculiarities of formation of "triple helix" in Russia are described, including the development of science, business and the system of government regulation in innovation sphere. The conclusion is made that currently in Russia only double linkages are formed.

Subject. This article discusses the issues related to the creation of a technology of modeling and optimization of economic, financial, information, and logistics cluster-cluster cooperation within a federal district. Objectives. The article aims to propose a model for determining the optimal center of industrial agglomeration for innovation and industry clusters located in a federal district. Methods. For the study, we used the ant colony optimization algorithm. Results. The article proposes an original model of cluster-cluster cooperation, showing the best version of industrial agglomeration, the cities of Samara, Ulyanovsk, and Dimitrovgrad, for the Volga Federal District as a case study. Conclusions. If the industrial agglomeration center is located in these three cities, the cutting of the overall transportation costs and natural population decline in the Volga Federal District will make it possible to qualitatively improve the foresight of evolution of the large innovation system of the district under study.
