Abstract Background National forest inventory and forest monitoring systems are more important than ever considering continued global degradation of trees and forests. These systems are especially important in a country like Bangladesh, which is characterised by a large population density, climate change vulnerability and dependence on natural resources. With the aim of supporting the Government’s actions towards sustainable forest management through reliable information, the Bangladesh Forest Inventory (BFI) was designed and implemented through three components: biophysical inventory, socio-economic survey and remote sensing-based land cover mapping. This article documents the approach undertaken by the Forest Department under the Ministry of Environment, Forests and Climate Change to establish the BFI as a multipurpose, efficient, accurate and replicable national forest assessment. The design, operationalization and some key results of the process are presented. Methods The BFI takes advantage of the latest and most well-accepted technological and methodological approaches. Importantly, it was designed through a collaborative process which drew from the experience and knowledge of multiple national and international entities. Overall, 1781 field plots were visited, 6400 households were surveyed, and a national land cover map for the year 2015 was produced. Innovative technological enhancements include a semi-automated segmentation approach for developing the wall-to-wall land cover map, an object-based national land characterisation system, consistent estimates between sample-based and mapped land cover areas, use of mobile apps for tree species identification and data collection, and use of differential global positioning system for referencing plot centres. Results Seven criteria, and multiple associated indicators, were developed for monitoring progress towards sustainable forest management goals, informing management decisions, and national and international reporting needs. A wide range of biophysical and socioeconomic data were collected, and in some cases integrated, for estimating the indicators. Conclusions The BFI is a new information source tool for helping guide Bangladesh towards a sustainable future. Reliable information on the status of tree and forest resources, as well as land use, empowers evidence-based decision making across multiple stakeholders and at different levels for protecting natural resources. The integrated socio-economic data collected provides information about the interactions between people and their tree and forest resources, and the valuation of ecosystem services. The BFI is designed to be a permanent assessment of these resources, and future data collection will enable monitoring of trends against the current baseline. However, additional institutional support as well as continuation of collaboration among national partners is crucial for sustaining the BFI process in future.

Maintenance is a key component of managing a forest road network. Forest road networks in North America are managed to provide economic access to forest resources while minimizing the environmental impacts of those roads. While managers understand the importantance of road maintenance, there is a considerable backlog in the maintenance required on most forest road networks. This article reviews challenges across North America in forest road maintenance. Challenges reviewed include those associated with climate change, changing land use and intermingled ownerships, legacy roads, decision support, and financial barriers.

Climate change poses a significant threat to Africa, and deforestation rates have increased in recent years. Mitigation initiatives such as REDD+ are widely considered as potentially efficient ways to generate emission reductions (or removals), conserve or sustainably manage forests, and bring benefits to communities, but effective implementation models are lacking. This paper presents the case of Ghana's Community Resource Management Area (CREMA) mechanism, an innovative natural resource governance and landscape-level planning tool that authorizes communities to manage their natural resources for economic and livelihood benefits. This paper argues that while the CREMA was originally developed to facilitate community-based wildlife management and habitat protection, it offers a promising community-based structure and process for managing African forest resources for REDD+. At a theoretical level, it conforms to the ecological, socio-cultural and economic factors that drive resource-users’ decision process and practices. And from a practical mitigation standpoint, the CREMA has the potential to help solve many of the key challenges for REDD+ in Africa, including definition of boundaries, smallholder aggregation, free prior and informed consent, ensuring permanence, preventing leakage, clarifying land tenure and carbon rights, as well as enabling equitable benefit-sharing arrangements. Ultimately, CREMA's potential as a forest management and climate change mitigation strategy that generates livelihood benefits for smallholder farmers and forest users will depend upon the willingness of African governments to support the mechanism and give it full legislative backing, and the motivation of communities to adopt the CREMA and integrate democratic decision-making and planning with their traditional values and natural resource management systems.

In the Durban climate change conference of UNFCCC in 2011 new accounting rules were agreed for forest sector in Annex I countries to provide incentives for forest management and emission mitigation. There was also pressure to modify accounting rules to avoid giving credits for sequestration which would occur naturally. New accounting rules are based on reference levels against which greenhouse gas emissions and sinks resulting from forest management are compared during the second commitment period (2013–2020) of the Kyoto Protocol. In this study we investigate the timber market impacts and the effectiveness of the reference level policy in promoting forest management actions in the EU countries. We also study how setting of caps for policy-based gains affects the effectiveness of the policy. We found that the policy enhances carbon sequestration, if it is implemented in such a way that it affects harvests. The market impacts and the effects on forest sinks can be substantial in countries where non-LULUCF sector emissions are high relative to the potential of forest resources to act as sinks. In smaller countries with relatively large forest resources, the effectiveness of the policy is dampened by upper limits imposed on the emission compensations. The results of our study can be used to improve the effectiveness of policies in climate change negotiations.

The increase in tobacco production while ameliorating the condition of the participant households has caused challenges to stakeholders particularly those in the governance of forest resources upon which the sector is hinged. Massive deforestation has proceeded at an alarmingly high level, in a way that threatens the long term viability of the tobacco sector and sustainability of natural forest resources. The entrance of previously disadvantaged majority into the once minority-dominated tobacco sector (and economy) in a quest to improving their livelihoods, is driving forest landscape changes that pose inherent environmental challenges including climate change. This article adopts institutional and landscape approaches to explore and explain the drivers, nexus and implications of smallholder tobacco as a livelihood strategy to the forest landscape changes and the subsequent imperative for governance of the sustainable utilization of forest resources in Zimbabwe. Drawing on documentary evidence the paper concludes that this situation poses a dilemma to forest and livelihood policies, hence the need to examine new institutional and livelihood initiatives.

Zimbabwe’s agro-based economy is dominated by the country’s majority population who live in rural areas and practice smallholder agriculture. While ameliorating the condition of the participant households, current practices of smallholder agriculture have caused challenges to the governance of land, water and forest resources. Massive deforestation has proceeded at an alarmingly high level, in a way that has threatened the long-term viability of smallholder agriculture and the sustainability of natural forest resources. So, smallholder agriculture has driven forest landscape changes that pose inherent environmental challenges including climate change. This chapter blends institutional and landscape approaches to explain how the integration of agroforestry, as a livelihood strategy, can be a tool for climate change resilience and mitigation in Zimbabwe. Drawing on documentary evidence, the chapter concludes that alternative institutional and livelihood initiatives anchored on agroforestry can transform smallholder agriculture and lead to climate change resilience and mitigation.
