AbstractGlobal climate models (GCMs) are critical tools for understanding and projecting climate variability and change, yet the performance of these models is notoriously weak over much of tropical Africa. To improve this situation, process-based studies of African climate dynamics and their representation in GCMs are required. Here, we focus on summer rainfall of eastern Africa (SREA), which is crucial to the Ethiopian Highlands and feeds the flow of the Blue Nile River. The SREA region is highly vulnerable to droughts, with El Niño–Southern Oscillation (ENSO) being a leading cause of interannual rainfall variability. Adequate understanding and accurate representation of climate features that influence regional variability is an important but often neglected issue when evaluating models. We perform a process-based evaluation of GCMs, focusing on the upper-troposphere tropical easterly jet (TEJ), which has been hypothesized to link ENSO to SREA. We find that most models have an ENSO–TEJ coupling similar to observed, but the models diverge in their representation of TEJ–SREA coupling. Differences in the latter explain the majority (80%) of variability in ENSO teleconnection simulation across the models. This is higher than the variance explained by rainfall coupling with the Somali jet (44%) and African easterly jet (55%). However, our diagnostics of the leading hypothesized mechanism in the models—variability in divergence in the TEJ exit region—are not consistent across models and suggest that a deeper understanding of the mechanisms of TEJ–precipitation coupling should be a priority for studies of climate variability and change in the region.

There is increasing evidence that global climate variability and change is affecting the quality and availability of water supplies. Integrated water resources development, use, and management strategies, represent an effective approach to achieve sustainable development of water resources in a changing environment with competing demands. It is also a key to achieving the Millennium Development Goals. It is critical that integrated water management strategies must incorporate the impacts of climate variability and change to reduce vulnerability of the poor, strengthen sustainable livelihoods and support national sustainable development. UNDP's strategy focuses on developing adaptation in the water governance sector as an entry point within the framework of poverty reduction and national sustainable development. This strategy aims to strengthen the capacity of governments and civil society organizations to have access to early warning systems, ability to assess the impact of climate variability and change on integrated water resources management, and developing adaptation intervention through hands-on learning by undertaking pilot activities.

<p>The study examines how farmers’ observations of climate variability and change correspond with 42 years (1970-2011) meteorological data of temperature and rainfall. It shows how farmers in the Northern Region of Ghana adjust to the changing climate and explore the various obstacles that hinder the implementation of their adaptation strategies. With the help of an extension officer, 200 farmers from 20 communities were randomly selected based on their farming records. Temperatures over the last four decades (1970-2009) increased at a rate of 0.04 (± 0.41) ˚C and 0.3(± 0.13)˚C from 2010-2011 which is consistent to the farmers (82.5%) observations. Rainfall within the districts are characterised by inter-annual and monthly variability. It experienced an increased rate of 0.66 (± 8.30) mm from 1970-2009, which was inconsistent with the farmers (81.5%) observation. It however decreased from 2010-2011 at a huge rate of -22.49 (±15.90) mm which probably was the reason majority of the respondents claim rainfall was decreasing. Only 64.5% of the respondents had adjusted their farming activities because of climate variability and change. They apply fertilizers and pesticides, practice soil and water conservation, and irrigation for communities close to dams. Respondents desire to continue their current adaptation methods but may in the future consider changing crop variety, water-harvesting techniques, change crop production to livestock keeping, and possibly migrate to urban centers. Lack of climate change education, low access to credit and agricultural inputs are some militating factors crippling the farmers’ effort to adapt to climate change.</p>
