In the upcoming era of new technologies, a transport system is expected to be ‘more sustainable,’ ‘safer,’ and ‘more efficient.’ However, to what extent is this true? Based on the results of a series of stakeholder engagement workshops, the paper explores the vision of different stakeholders about urban freight of the future. A Participatory Approach was used to allow stakeholders to identify the problem and co-design a set of solutions. Potential impacts of innovative urban deliveries on economy, environment, and society were analysed. Methodology and results were then compared with those of a city stakeholder engagement workshop delivered in Newcastle upon-Tyne in 2014. Stakeholders considered that an “engaging” and “easy to use” process was needed to facilitate the process and it encouraged participants to find solutions for a ‘common good.’ The participatory approach proposed in this process would support transport planners and policy-makers to design and implement a consistent policy framework for future sustainable urban freight systems.

Various stakeholders from science, policy and practice aspire to shape public policy. What are the engagement spaces they operate in, and what are the characteristics of these spaces and the implications for effective policy making? The literature on the public policy formulation process in developing countries is sparse, and this study attempts to bridge this gap. We analyzed India's recent environmental policy making engagements using the lens of 'policy spaces'. We found that strong civil society coalitions have successfully 'claimed' the policy making space. Conventional policy making operating in 'closed' and 'invited' spaces is yet to accept this change, resulting in frequent standoffs. However, when policies emanated from the 'deliberative' space, there have been successes as well. The policy development space has consequently become contested, with nature conservation, forest-based livelihoods and corporate interests all staking their claim. To break this impasse, we recommend a graduation from confrontational and authoritative engagement approaches to deliberative arenas.

A growing number of expert organizations aim to provide knowledge for global environmental policy-making. Recently, there have also been explicit calls for stakeholder engagement at the global level to make scientific knowledge relevant and usable on the ground. The newly established Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES) is one of the first international expert organizations to have systematically developed a strategy for stakeholder engagement in its own right. In this article, we analyze the emergence of this strategy. Employing the concept “politics of legitimation,” we examine how and for what reasons stakeholder engagement was introduced, justified, and finally endorsed, as well as its effects. The article explores the process of institutionalizing stakeholder engagement, as well as reconstructing the contestation of the operative norms (membership, tasks, and accountability) regulating the rules for this engagement. We conclude by discussing the broader importance of the findings for IPBES, as well as for international expert organizations in general.

The article examines the main concepts of modern institutional theory and the ways its tools and concepts could be applied in the real policy-making. In particular, the authors focus on behavioral assumptions of the theory that allow them to explain the imperfection of economic agents’ behavior as a reason for rules and institutions to emerge. Problems of institutional design are also discussed.
