AbstractThis paper analyzes North-South negotiations over climate change abatement. We consider that northern countries have an incentive to negotiate over a transfer to the southern countries in exchange for their abatement efforts rather than reducing their emissions at home. We study the incentives for northern and southern countries to form negotiation-coalitions at each side of the bargaining table and the impact of these negotiation-coalitions on the final outcome. We show that the incentives can be separated into direct efficiency gains, as fixed costs savings, and indirect bargaining power gains. Depending on the relative values of these gains, we determine the equilibrium of the game. We also show that bargaining power gains encourage southern countries to negotiate separately while they encourage northern countries to unite, and that this hinders the formation of the grand coalition.

This chapter is about what glaciers—and particularly what glacial and periglacial melt—mean to people and communities around the world. We often don’t realize that people interact daily with glaciers. Some go to visit and hike on glaciers or to photograph them for their magnificent beauty. Some ski on glaciers. Others extract water from glaciers for personal and industrial use. Others fear glaciers for their potent fury and destruction. People and communities are adapting to climate change and its impacts on glaciers, sometimes without even knowing it. Others are very aware of glacier vulnerability and are taking measures to address the changing cryosphere. They are mitigating circumstances and are adapting to impacts. In this chapter, we share stories and facts about glaciers and periglacial environments, which most people are probably unfamiliar with, and we explain how lives in these environments are changing due to climate change. Few people have heard of glacier tsunamis, but they exist, they’re real, they’re ferocious, and they can kill. Scientists call them glacier lake outburst floods (GLOFs). And as climate change deepens, more and more GLOF phenomena can be expected. Imagine you live at the foot of a mountain range like the Rocky Mountains, the Himalayas, or the Central Andes. On a nice sunny day, you can see the snow-capped mountains in the distance, maybe 20 or 30 km (12–18 mi) out, maybe even more. You are sitting at home when all of a sudden you feel shaking and hear a rumble. People start screaming. You look out the window and see people running frantically and erratically about. Then a woman yells, “The mountain! It’s coming! Run!” Imagine a large glacier the size of a dozen or so city blocks, perched atop a mountain. It’s 180 meters thick (600 ft), which is as tall as a sixty-story building. Below it, time and climate have formed a lake, a glacier lake occupying the same spot where the glacier once rested, pushing rock and earth out and forward as the glacier flowed downhill when it was solidly frozen and healthy.

Climate change is resulting in heatwaves that are more frequent, severe, and longer lasting, which is projected to double-to-triple the heat-related mortality in Boston, MA if adequate climate change mitigation and adaptation strategies are not implemented. A case-only analysis was used to examine subject and small-area neighborhood characteristics that modified the association between hot days and mortality. Deaths of Boston, Massachusetts residents that occurred from 2000–2015 were analyzed in relation to the daily temperature and heat index during the warm season as part of the case-only analysis. The modification by small-area (census tract, CT) social, and environmental (natural and built) factors was assessed. At-home mortality on hot days was driven by both social and environmental factors, differentially across the City of Boston census tracts, with a greater proportion of low-to-no income individuals or those with limited English proficiency being more highly represented among those who died during the study period; but small-area built environment features, like street trees and enhanced energy efficiency, were able to reduce the relative odds of death within and outside the home. At temperatures below current local thresholds used for heat warnings and advisories, there was increased relative odds of death from substance abuse and assault-related altercations. Geographic weighted regression analyses were used to examine these relationships spatially within a subset of at-home deaths with high-resolution temperature and humidity data. This revealed spatially heterogeneous associations between at-home mortality and social and environmental vulnerability factors.

AbstractCost-effective and equitable climate change mitigation requires the transfer of resources from developed to developing countries. In two behavioral experiments, we demonstrate that American subjects act according to a strong home preference, by making private donations and writing letters in support of public spending more often for mitigation programs located at home versus those overseas. We attempt to overcome the preference to act at home by randomly informing some subjects that foreign programs are more cost-effective than domestic programs. Home preference is mitigated only in the case of private donations. From a separate experimental treatment, we show that the preference against foreign programs is exacerbated when the co-benefits of mitigation programs are made salient. Importantly, home preference crosses party lines, indicating that it is a deep-seeded, affective preference. These findings highlight significant political obstacles to international cooperation on climate change that relies on transfers.
