The purpose of this paper was to examine the public spending on education in Lebanon, in order to make recommendations for executives to strategize this sector. This is a desk review paper that uses secondary resources, using rigorous criteria for document selection. The paper overviews the importance of spending on education and its relationship with the overall quality of education. It highlights the different factors affecting public spending peculiar to the Lebanese context, the various challenges confronting the Lebanese K-12 public education sector, and the spending of Lebanon on it. It provides recommendations for stakeholders and policy-makers on areas that require more attention in terms of spending.

The pandemic of COVID-19 influences all sectors of the economy. It caused decreasing in produced Gross domestic product (GDP) and higher unemployment. As it is known, to overcome this negative tendency, it is possible to put in practice monetary and fiscal instruments. During the pandemic, the government tried to slow down negative economic results through public spending. With them, the government looks to be increased aggregate demand in the economy and as a result-GDP raises and unemployment reduces. The research is based on created original model for testing the impact of total public spending, capital, salary, social insurance and care, for maintenance by a consolidated fiscal program on the value of GDP. The changes of GDP measure the effectiveness of public spending. The period of research is before and during the COVID-19 crisis (2019-2020) in the case of Bulgaria. Before the pandemic the analysis shows coefficient of determination for capital spending is more significant compare with all other types of public expenditure and these cost predetermine economic growth. During the pandemic of COVID-19 public spending has used as the main instrument to overcome the negative results for the economy. For this period it found an extremely strong impact of labor costs and social care expenditure on aggregate demand. They bring more positive results to be solved health issues, but not for faster recovery of the economy.

Analyzing data related to the conditions of city streets and avenues could help to make better decisions about public spending on mobility. Generally, streets and avenues are fixed as soon as they have a citizen report or when a major incident occurs. However, it is uncommon for cities to have real-time reactive systems that detect the different problems they have to fix on the pavement. This work proposes a solution to detect anomalies in streets through state analysis using sensors within the vehicles that travel daily and connecting them to a fog-computing architecture on a V2I network. The system detects and classifies the main road problems or abnormal conditions in streets and avenues using Machine Learning Algorithms (MLA), comparing roughness against a flat reference. An instrumented vehicle obtained the reference through accelerometry sensors and then sent the data through a mid-range communication system. With these data, the system compared an Artificial Neural Network (supervised MLA) and a K-Nearest Neighbor (Supervised MLA) to select the best option to handle the acquired data. This system makes it desirable to visualize the streets’ quality and map the areas with the most significant anomalies.

The study deals with the impact of current and capital public  spending  on unemployment in Sudan during the period (1992-2018), and the importance of the study, from the fact that it deals with topics of great scientific and practical importance, and the aim of the study to know the nature of public spending in the current and capital aspects, the nature of unemployment, in addition to an alysing the relationship between these variables, and the problem of  study was that there is a steady  increase  in Current and capital  public  spending during the study period and therefore the unemployment situation in Sudan did not improve,  as the study used the descriptive and analytical approach, in addition to the standard method to know the relationship between the variables studied, and the study reached many results, the most important of which is: that there is a expulsionrelation ship with statistical significance Between current spending and the unemployment rate, there is also a morally inverse relationship between capital spending and the unemployment rate. The most important recommendations recommended by the study are to increase capital spending and direct this spending in creating and expanding the scope of productive projects, as well as to spend on vocational training centers and develop them and to transfer the experience of the countries that preceded Sudan in this area, which contributes to reducing the unemployment rate

The need to reduce public spending has led Portugal to make administrative reforms. To that end, it called on the so-called e-government, using ICT as a mechanism to increase the quality and transparency of public services while lowering costs and operationalizing new public policies. Although administrative decentralisation is enshrined in the Constitution of the Portuguese Republic, only recently has it been prioritised as one of the great objectives of the administrative reforms of the state. To this end, the transfer of the necessary financial and human resources are foreseen. This will imply the implementation of human resources management strategies and mechanisms that avoid surplus or shortage of human resources, both in Central and Local Administration. Therefore, in this chapter, the creation of the “Portal for Employees in the Public Sector” is proposed as a shared management tool.

PurposeThe present paper aims to evaluate the structural impact of exogenously induced fiscal shocks on the Moroccan economy. This entails an analysis of the effect on the GDP of COVID-19-induced fiscal shocks manifesting in terms of budgetary revenues and expenditures. A key aspect of this analysis addresses the size of the tax and fiscal multipliers.Design/methodology/approachThe study examines the structural relationship between five variables during the period between Q1 2009 and Q2 2020 using an SVAR approach that allows for a dynamic interaction between ordinary expenditures and revenues on a quarterly basis.FindingsPositive structural shocks on public spending are likely to negatively impact economic growth. Negative economic growth, in turn, will damage price levels and interest rates, mainly over the long term. However, public-revenue-multiplier-associated shocks exceed these price- and interest-rate multiplier-associated shocks. Indeed, a structural shock to ordinary revenues can have a positive but insignificant impact on the GDP stemming from the ensuing decrease in the government budget deficit that proceeds from the increase in government revenues.Originality/valueThis is one of the first studies in the Moroccan context to assess the impact of the current worldwide pandemic on public finances. In addition, this study highlights the importance of boosting economic recovery through public spending.

The article characterises selected legal solutions applied in the process of public contract award in the realities of the nationalised centrally-planned economy in the times of the Polish People’s Republic. In the study, manifestations of discrimination of private businesses in the access to public contracts are presented. Such discrimination was one of the foundations for the legislation applicable at the time. The article also highlights other features of legal acts of statutory rank governing contracts awarded by state-owned organisational units, such as the fragmented nature of their regulations, including the omission of regulations governing the procedure of reaching an agreement and executing a contract. This allowed formulating conclusions about the merely superficial role of the provisions on supplies, services, and works for state entities and the fundamental inability of these regulations to play the role attributed to public procurement in the market economy, consisting in deploying the mechanism of competition between entrepreneurs for cost-efficiencies in public spending.

Interest in the issue of public Expenditures (spending) priorities increases in times of financial and economic crisis, when restrictions on government funding grow, and financial markets stumble in providing financing channels with the necessary liquidity, as well as when paying attention to increasing the efficiency and productivity of public spending, by reducing the waste of public money and pursuing its allocation between different economic sectors to achieve the public benefit as much as possible and at the lowest possible cost. Among the discussions being raised in this regard is where the priority lies in spending is on sectors that support human development such as (education, health and public services), or the priority of spending on other sectors (which may hinder human development and delay the development of states and civil societies) such as military sectors, armaments, military industries and related sectors. Because each side has its arguments and evidence of modern economic and human experiences, it is difficult to resolve the controversy in a certain direction and ignore the opinion of the second party, but what concerns us is the situation of our country and our society and the economic and social pressures and renewed threats from time to time, and what is the most objective and credible reading of the authors of the philosophy of the Iraqi economy, and its emerging priorities developed after 2003, through the trends of the federal budget in this country. Given the financial crisis that is ravaging the global economy as a result of the Corona pandemic and the great isolation measures Great Lockdown and the repercussions of this crisis on the Iraqi economy as a result of the collapse of the world oil markets, so discussions are escalating in the field of rationalization and efficiency of government public spending, and because the general budget depends on the general revenues on oil revenues by more than 90% in most years after 2003, so an external shock or collapse in the oil market affects the revenues of the general budget, and therefore there is a situation The uncertainty of budget planners and implementers in collecting the revenues required to cover the public expenditure side, and the most important items of governing public expenditure, namely employee compensation, support for the poor and others.
