Purpose – The application of business process methods in the domain of disaster response management (DRM) is seen as promising approach due to the similarity of business processes and disaster response processes at the general structure and goals. But up to now only a few approaches were able to handle the special characteristics of the DRM domain. Thus, the purpose of this paper is to identify the existing approaches and analyze them for the discussion of general requirements for applying methods and tools from business process management to DRM. Design/methodology/approach – A structured literature review covering a wide field of information system-related publications (conferences and journals) is used to identify and classify general requirements discussed as the state of the art. Findings – The work in this paper resulted in a suitable classification of requirements for the development of process-oriented DRM approaches deduced from the existing work. This was used to outline and analyze the current research landscape of this topic and identify research gaps as well as existing limitations. Research limitations/implications – Although the review of the state of the art is based on a wide set of publication databases, there may exist relevant research papers which have not been taken into consideration. Originality/value – The elaborated requirements provide value for both the research community and practitioners. They can be considered to develop new or improve existing DRM systems and, thus, to exploit the potentials of process-oriented IT in supporting DRM in the case of disaster.

As cell phone usage becomes a norm in our daily lives, analysis and application of the data has become part of various research fields. This study focuses on the application of cell phone usage data to disaster response management. Cell phones work as a communication link between emergency responders and victims during and after a major disaster. This study recognizes that there are two kinds of disasters, one with an advance warning, and one without an advance warning. Different movement distance between a day with a blizzard (advanced warning) and a normal weather day was identified. In the scenario of a day with an extreme event without advanced warning (earthquake), factors that alter the phone users' movements were analyzed. Lastly, combining both cases, a conceptual model of human movement factors is proposed. Human movements consist of four factors that are push factors, movement-altering factors, derived attributes and constraint factors. Considering each category of factors in case of emergency, it should be necessary that we prepare different kinds of emergency response plans depending on the characteristics of a disaster.

This chapter provides readers with an overview of how social media has enhanced large-scale natural disaster response at the Department of Homeland Security and its partners. The authors of this chapter present the history of the Federal Emergency Management Agency and how its successes and failures have shaped how the Department of Homeland Security has managed trends in increased community participation and information technology. Concepts from Systems Engineering frame the discussion around resilience engineering, network analysis, information systems, and human systems integration as they pertain to how social media can be integrated more effectively in large-scale disaster response. Examples of social media in disaster response are presented including a more in-depth case study on the use of social media during the 2012 Hurricane Sandy response. The chapter concludes with a proposed framework of a decision support system which integrates the benefits of social media while mitigating its risks.
