The Chiang Mai Process as a Case Study of Financial Cooperation in Pacific Asia: Institutional Issues and Experiences

In recent years there has been a proliferation of projects aiming to integrate human development needs with conservation objectives, and to establish mutually beneficial relationships for the management of natural resources between rural communities and the state. This paper presents data from a case study of human-wildlife interactions in villages along the northern boundary of the Selous Game Reserve in south-east Tanzania. Since 1989, this area has been the site of a project working to promote community wildlife management (CWM). Questionnaire survey data were used to examine villagers' conservation attitudes towards wildlife, the Game Reserve, and the activities of the CWM project and state wildlife management authority. Despite local support for the conservation of wildlife, many respondents were either unaware or held negative views of the activities of the wildlife management institutions. Logistic regression analyses show that while access to game meat from the CWM project has had a positive influence on perceptions of wildlife benefits and awareness of the project's activities, it has had no significant effect on local perceptions of the Game Reserve and the activities of the state wildlife management authority. The factors underlying the observed pattern of conservation attitudes were identified as the inequitable distribution of benefits from the CWM project, and the limited nature of community participation in wildlife management. The importance of institutional issues for the future progress of participatory approaches to conservation with development is emphasized.

E-commerce offers an enormous range of solutions to payment and settlements problems. However it also poses a myriad of regulatory issues. Understanding the technical, taxation and institutional issues posed by e-commerce that impact the ability to provide such services aids in comprehending the vast integrity and security issues surrounding this innovation. In this chapter the effect of this technological innovation is examined in the light of theories of regulation that postulate a struggle process between attempts to control innovation and further innovation and regulation. To understand how regulation of e-commerce may be counterproductive, a case study of the evolution of regulation of derivatives is used to test a hypothesis concerning social and avoidance costs. A comparative case study of regulation of e-commerce is then examined to suggest a policy approach of a private sector solution within a public policy matrix similar to private deposit insurance.

The morphological variations of a cosmopolitan moss, Hyophila involuta (Hook.) A. Jaeger, are reported here using t-test to distinguish 2 distinct forms of ecotypes (humid and arid forms). Three replicates each from 145 collections from 27 places in Doi Inthanon National Park, Doi Suthep-Pui National Park, and Chiang Dao Wildlife Sanctuary, Chiang Mai province, northern Thailand were examined. Eleven gametophytic characters were measured such as stem height, branching, stem diameter, leaf size, leaf blade thickness, size of median and basal laminal cells, length of innermost perichaetial leaf, and length of archegonia. Of these, 10 characters, viz. stem height, leaf size, stem diameter, branching, length of basal laminal cells, length of innermost perichaetial leaf, and length of archegonia were significantly different among populations. Other additional features of the two different ecotypes of H. involuta were recorded and discussed including leaf apices, innermost perichaetial leaf apices, marginal teeth, hyaline nodules, and number of cortical and medullary central strand cells.
