Geopolitics and Security by the Black Sea: The Strategic Options of Romania and Republic of Moldova

Subject The growing power of the Russian navy in the Black Sea region. Significance Russia's annexation of Crimea has reshaped the geopolitical environment in the Black Sea and its neighbourhood. New frigates and submarines are being acquired, and cruise missiles will provide a much extended range. With its strategic options no longer constrained by Ukrainian sovereignty over the Sevastopol base, Moscow can use naval and air forces to dominate the sea and create a forbidding environment for potential adversaries, including NATO. Impacts The deterioration in relations with Turkey could manifest itself in maritime tensions between the two states. Access to the Bosphorus may restrain both Russia and Turkey from encroaching on one another's maritime rights despite hostile rhetoric. US and European militaries will review naval capacity and may reinforce Mediterranean patrols to counter the increased Russian presence.

The collapse of the Soviet Empire and the dizzying development of new communication technologies, led to the geopolitical reconfiguration of the world, but also opened the way for the former Soviet republics to democracy and collaboration with European countries. As NATO and the EU advance towards Russia’s borders, it makes both military and ideological propaganda efforts to keep the territories of the past under its influence. Not without the competition of Russia in the countries of the “close neighborhood”- Ukraine, the Republic Of Moldova and Georgia were inspired conflicts, called to preserve military, political, ideological and economic control over these regions. A fierce battle is also waging by Russia for the strengthening of its positions in the Black Sea region, where geoprafically Ukraine, the Republic Of Moldova and Georgia are located. The article highlights the strategies, tactics and techniques applied by the Russian media in order to achieve geopolitical goals.

The paper presents the main tackled issues and results concerning the monitoring of the toxic substances (TOXs) in the network established in the frame of BSB27 MONITOX project, implemented by «Dunarea de Jos» University of Galati, Romania (Leader Partner) in partnership with Institute of Zoology, Republic of Moldova, International Hellenic University (IHU), Greece, Institute of Geology and Seismology, Republic of Moldova (IGS), and “Danube Delta” National Institute for Research and Development, Tulcea, Romania. Maps of pollution of water, sediments, soils and biota with TOXs built using ArcGIS and Q-GIS highlight their levels and spatial-temporal distribution in the target zones in the three countries: Danube River (Lower sector), Prut and Dniester Rivers, Danube Delta, Black Sea coast, Nestos River and delta and Northern Aegean Sea coast. The strategy designed and results of the interdisciplinary studies performed in the period 2018-2021 on a large range of toxic pollutants in the Black Sea Basin (including NE part of Greece) are emphasized, as well as the assessment of toxicants’ impact upon human health using a health risk calculator developed as ICT tool.

The associations and ecological conditions of the existence of modern diatoms of the North-West (Pridneprovsky), Prikerchensky and Eastern regions of the subtidal zone of the Black Sea are considered. Based on the unity of the composition of the Present and Sarmatian-Meotian diatom flora, an attempt has been made to model some of the ecological c situation of the Late Miocene Euxinian basin.
