The economic and health shocks of 2020 have had a negative impact on the quality of life and livelihoods of millions of households, disrupted business activities, and an indescribable global economic recession. In this article, the author investigates the influencing factors on the rebirth of the competitiveness of the national economy, which suffered from the pandemic, not only in our country but also in the world. Now all countries are facing new conditions and are looking for ways to revive both social and economic. Therefore, economic competitiveness may be the process that would lead to post-pandemic economic recovery. All that remains is for each country to select those strong factors that would lead to the rebirth of the competitiveness of the national economy. The Republic of Moldova, in order to start the process of rebirth of economic competitiveness, must invest in the renewal of the education system, the health system and new methods of motivation must be developed in order to maintain and attract the talents gone abroad, back to the country

This article addresses the trends of digitalisation for public administration and the need for its continuous improvement as a first demand in an environment that is driven by rapid changes that operate on a global scale. Public administrations, as organizations, need to adapt to this environment. Lifelong learning and capacity building are essental to meet today’s economic, social or demographic challenges, using sustainable, smart and inclusive development. Public administration, as a social organization, is not indifferent to the social and technological transformations observed, since the early 80 of the last century, which have brought a change in both its functions and in the way people are approached. Thus, new public management models have been implemented, more oriented towards the relationship of serving citizens. Thus, the use of information and communication technologies has spread widely in the administrative system.

A new concept has been introduced in public administration - good governance. The term good governance is difficult to define. But in the 1980s, researchers have been working hard to achieve the lofty ideal of good governance, and by the turn of the 21st century, the concept of good governance has become an integral part of public administration. Good governance is considered today as a paradigm of public administration, because it is committed to regulating political power, to supporting governance aimed at ensuring the general well-being of citizens and less so of representatives of political parties. The term has broader implications and includes both the activities of government and other organizations, public or private. The premise is that public policies and objectives require cooperation actions between different actors.It is mentioned that the current era (21st century) can be aptly called an era of good governance. Thus, this article examines the essence of the concept of good governance, the principles, characteristics and limitations of good governance in democratic societies.

The article presents an analytical revision of the neo-Marxist concept of the “political spectacle”, in which the main position of political neo-Marxism is formed.There is a possibility of political choice within the framework of the real absence of a political alternative (the political alternative is illusory) in the Western political process. The revision is carried out in two stages: a theoretical revision of the concept (a postpositivist check for falsifiability and a proposal for ways of theoretical development) and an empirical revision of the concept (a positivist check for verifiability). Verification of the neo-Marxist concept of “political spectacle” is carried out on the material of political forces in European Parliament. The verification method is the content analysis of the program documents of the “European Parties”.The article proves that the neo-Marxist concept of “political spectacle” is not theoretically correct enough and does not correspond to the current empirical material. First, the concept proceeds from the normativist view of the manipulative domination of capitalism and thus does not take into account the coordinated functioning of the modern bourgeoisie and the proletariat. Secondly, the example of the 2019 European Parliament elections shows that anti-capitalist forces are present in the Western electoral process and politics. The author concludes that it is necessary to update the neo-Marxist concept of the “political spectacle” on new theoretical grounds. The starting point of the updated concept is the following: the “political spectacle” of capitalism begins after the anti-capitalist forces become the structural elements of the reproduction of capitalist hegemony. On new theoretical grounds, the potential of the concept of “political spectacle” can be directed not to fix the political alienation of Western society, but to explain the capitalist political space as a system that can adaptively accumulate its own systemic deviations (fluctuations).

This article contains an analysis in the field of human resources management, especially of the relations between managers and employees of public and private organizations in the Republic of Moldova. The need for analysis and empirical research of these relationships is imposed by the conceptual hypothesis, which is the set of general and specific activities for ensuring, maintaining and efficient use of staff and involves continuous improvement of activities of all employees in order to achieve mission and organizational objectives. in order to promote a strategic quality management. The purpose of our research is to study and reflect on the social and emotional behaviors of employees in relation to some actions of managers and determine the resulting impact.The research methodology derives from the object, purpose and tasks of the research and is based on observation and case study - as a research experiment and finding by applying the differentiated questionnaire to respondents employed in the field of work, depending on their status in the organization: leaders or subordinates.

There is a saying that a talented person is talented in everything. This statement refers entirely to the doctor habilitatus in philosophy, the university professor Grigore Vasilescu, who reached the beautiful jubilee of his life and activity, with significant achievements on multiple levels. The paths of professional development and civic activity of Mr Vasilescu are fully described by his scientific articles, edited monographs and collections, developed conferences and international research projects, implemented social and civic activities, as well as by his PhD students who have defended their doctoral theses and today are his colleagues and by students, who, being guided by the Professor discover the most attractive secrets of the “international relations” profession and study new horizons in the field of political sciences, global processes and issues, European studies and regional processes. In all these fields, during the past decades, is highlighted the Professor with vocation, the Scientist, the Human, the Citizen and the Patriot, the doctor habilitatus in philosophy, the university professor Grigore VASILESCU, who his whole life is being delighted by everything that is beautiful, by poetry, music, painting and love for the people.

Projects have become a reality of our times, with such a tool more and more challenges of various kinds are being solved - social, economic, cultural, educational, scientific, etc. Within them, regardless of the field of implementation, certain similarities are outlined regarding the stages of the projects development. Among these common challenges we mention project risk management, as an indispensable part of an efficient and qualitative project management, to ensure the achievement of the planned objectives. It is from this reality that the widespread dissemination of the working method through projects derives the topicality of the research carried out. In this context, the purpose of this article is to investigate the essence and particularities of project risk, the challenges they pose to the project team, and the components of their effective management as an integral part of project quality management. The research methodology focused on studying the existing scientific approaches in the researched field, especially the analysis of bibliographic sources through methods of analysis and synthesis, induction and deduction, the comparative research method, etc. At the end of the paper, the author comes with the generalization of some conclusions regarding the approached problem.

In the modern world, under the influence of global factors, there are opposite changes in ethnic and national identity: on the one hand, the number of sources of self-identification is growing, individual identity becomes more complex and changeable, up to its disappearance, on the other hand, there is a revival and restoration of ethnic groups within the framework of transnational associations. Against the background of the aforementioned effects of globalization, the Republic of Moldova is experiencing a deep crisis of civic identity, one of the reasons for which is that ethnic minorities are exposed to numerous external influences and, as a result, are more prone building their identity within their own or kindred ethnic groups. The article presented to the reader is devoted to the study of some examples of the impact of countries such as Romania, Russia, Turkey, Ukraine, Bulgaria and other international actors on the ethnic minorities of Moldova, in order to determine the trends, approaches and nature of their impact on ethnic minorities in the country. Given the fact that ethnic minorities make up about 25 percent of the population of the Republic of Moldova, the problems of their comprehensive integration are an extremely important aspect of stable development, as they are directly related to the prospects for the formation of the identity of the Moldovan people and the success of the state’s domestic and foreign policies.

The subject of settlement of the Transnistrian conflict is consistently promoted in the context of bilateral contacts with international actors involved in the settlement process – the OSCE, the Russia, the Ukraine, the EU and its member states, as well as the US. In this regard, the immediate and unconditional withdrawal from the territory of the Republic of Moldova of ammunition belonging to the Russian Federation and the foreign military forces that provide their security is likely to stimulate the process of political settlement of the Transnistrian problem. The authorities of the Republic of Moldova focus attention both on obtaining the support of external partners for the reintegration policy promoted by the state, as well as on ensuring common approaches between international actors. Inthe scientific research is mentioned and the institutional framework underlying the system that make up the national security sector of the Republic of Moldova. This sector includes state institutions with a mandate of force for the implementation of the tasks on operational level and on administrative level.

This article is an analysis of the correlation between the administrative decision and the reforms carried out in the last decade in the Republic of Moldova. The author identified the place of the administrative act in the complex restructuring process, analyzing also the relationship between the notions of decision and reform. It is noted that the term reform includes, in addition to the traditional meanings of “modernization” and “improvement”, specific to the public sector, meanings such as “transformation” and “reinvention”. At the same time, the term reform implies not only a simple change, but a beneficial change, it involves a deliberate move from a less desirable state to a desired one, taking into account the needs, expectations and desires of citizens. The article also reflects the essential role of the administrative decision in the governing process and represents the act of transition from thinking to action. It aims to find the most rational ways to ensure maximum efficiency of actions. The process of continuously increasing the efficiency of government actions in the process of carrying out reforms requires that any decision taken has a solid foundation. The achievements, but also the failures registered in the process of reforms in 2010-2020 were due to the elaborated and applied decisions, which contributed to the increase of the qualitative level and administrative capacities of the public administration in the Republic of Moldova
