The theoretical aspects of inter-strategic cooperation on the implementation of the EU macro-regional strategies are studied. It is emphasized that the need to develop macro-regional strategies is due to the complex problems of territorial communities, to solve which the traditional methods of the sectoral and territorial management are insufficient and the area of distribution of territorial problems does not coincide with economic and administrative zoning. It is noted that Ukraine’s participation in the process of development and further implementation of the EU macro-regional strategies opens the chance to join the implementation of an important initiative of the European Commission, as well as to practically confirm the European integration aspirations. The focus is on the EU Strategy for the Danube Region. The main directions of development of the Danube macro-region are determined. It is substantiated that Ukraine’s active participation in this EU Strategy will contribute to increasing the competitiveness of its regions, accelerating European integration processes and bringing the living standards of the population of border regions closer to the average European level. A conceptual vision of the implementation of the macro-regional strategy for the Danube region in Ukraine in the context of globalization challenges is formed. Attention is focused on the need for close cooperation between Ukraine and other participating countries in identifying and coordinating joint priority projects (resuming the work of the joint presidential commission, intensifying the dialogue within the existing Euro-regions, etc.). The authors emphasize the advisability of adapting the national planning system to the European principles, the need to harmonize the goals system of the national and regional strategies with the action plan and projects for the implementation of macro-regional strategies in the territories covered by the sphere of influence of the latter, and the importance of correlating the system of strategic measures with the EU policies. The key components on which the strategic planning for the development of Ukraine’s part of the Danube region should be based are identified. Priorities of Ukraine’s active participation in the implementation of the EU macro-regional Strategy for the Danube region are determined.

Although the EU structural funds aim to alleviate disparities through supporting regional development, their impact on local economies and societies is considered as uneven. As existing studies explore the absorption rate of the EU share of contribution as a point-in-time indicator at the end of the policy cycle, evidence about regional co-finance and the factors dynamically affecting absorption performance is lacking. To that end, this paper aims to provide a new longitudinal investigation of the absorption time series and develop an original indicator, supported by a statistical error analysis, for offering a transparent view of the total funds’ absorption. The analysis highlights that undesired regional strategies due to low administrative capacity may increase the absorption rate, though without supporting regional growth. The proposed approach could further facilitate the equitable allocation of political accountability regarding the structural funds’ absorption to the EU and the regions. Overall, it is anticipated that this research will support the EU in monitoring actual regional performance for prompting local managing authorities to improve their administrative capacity.

In recent years, European states have been repeatedly subjected to deadly terrorist attacks. The threat faced by EU Member States is multifaceted: from the return of foreign terrorist fighters from conflict zones to the extremist activities of homegrown terrorists and «lone wolves». In order to prevent terrorist attacks and combat terrorism, EU authorities and national states develop counter-terrorism policies and legislation. Based on the long-term activities of the UN in this area and on its own experience, the European Union adopts a large number of political and regulatory legal documents. The EU’s anti-terrorism policy and legislation are becoming more effective and realistic year after year, and intergovernmental cooperation mechanisms are being developed in the form of international treaties or politically binding recommendations and guidelines. In recent years, a number of new legal and other standards have been developed, which, together with existing international and regional strategies, conventions, recommendations and agreements, form the basis for current and future work in the field of combating terrorism and preventing radicalization and extremism leading to terrorism. The article examines some key documents of the EU and the Council of Europe adopted after September 11, 2001, including the EU Counter-Terrorism Strategy of 2005, updated in 2016, as well as new directions and measures to combat terrorism in the last three years (2018-2020). Based on the legal databases of the Council of the EU, the European Commission, the European Parliament, and the Council of Europe, a quantitative sample and an approximate count of anti-terrorist and related regulatory legal and individual acts adopted in 2018-2020 were made. The proposals of scientists and experts, including those expressed at the forums of international organizations, on improving the EU Counter-Terrorism Strategy are summarized.

The wider interpretation of the mountain policy notion is outlined. The entities and objects of domestic mountain policy, its forming principles, objectives and tasks are defined. Analysis of parameters of economic development level of mountain regions in Lviv oblast is performed and their negative dynamics is determined. Conclusions are made on low efficiency of mountain policy instruments applied in Ukraine and necessity of their improvement, including through implementation of the best European practices. The mechanisms of mountain territories’ development maintenance applied in European countries are studied. In particular, attention is paid to opportunities for Ukraine to use the instruments of territorial development that encompass not only the EU member states but the neighboring ones as well. In this context the peculiarities of application of new European instrument of countries’ and regions’ cooperation – macro-regional strategies – are shown. The initiative on development with Ukraine’s participation and adoption by the EU authorities of the Carpathian Macro-regional Strategy (MRS) is emphasized. Spatial limits of Carpathian MRS are presented and its priority spheres, most important objectives and tasks are revealed. The issues of introduction of special investment activity regime at Ukraine’s mountain territories are addressed as well. On this basis the attraction of investment into priority economic activity types compatible with ecological features of mountain territories, their natural and resources basis and economic traditions are promoted. Conclusions confirm the necessity to develop and implement modern policy of mountain territories’ development in Ukraine, based on economic support, increased competitiveness, prevention of depopulation, preserving the ecological function and ethno-cultural heritage of mountain regions.

This study analyzes 25,516 cases of violation of the European Union law by 28 Member States from 1993 to 2018. I strive to outline the national level determinants of differentiation in the pool of member countries by the total number of the EU law violations. As a key method of analysis, logistic regression is used, where factors of GDP per capita (PPP), polarization of the parliament, fragmentation of the party system, regional strategies and quality of governance are used as country attributes. The analysis demonstrates that all country attributes are significantly related to all four quartiles of the outcome, which rank member states depending on the number of violations during the period under review: from the smallest share of violated directives (Q1) to the largest share of violated directives (Q4). The results of the study demonstrate the empirical relevance of the theoretical perspective of “worlds of compliance” formulated by G. Falkner et al. (2007) for the categorization of EU member states in their reactions to the compliance efforts of the EU.

The article aims to study the international experience of smart specialization in regions and develop ways to improve it.The work uses methods of systematization, morphological analysis, graphic and empirical research.The authors investigated the essence, features and possibilities of smart specialization and schematically depicted it. The authors identified five principles of smart specialization, analyzed the foreign experience of smart specialization of regions. Based on the conducted studies of the European policy of unity and regional policy of the EU, they substantiated the expediency of introducing a model of smart specialization of regions to ensure sustainable regional development on an innovative basis and improve the living conditions of households.Based on the studied theoretical and methodological material, the authors developed ways to improve the smart specialization of regions, namely, an algorithm for substantiation of potential areas of smart specialization in the regions and the conceptual approach to the choice of strategic priorities for innovative regional development, taking into account the principles of "smart specialization".Recommendations are proposed for improving the processes of forming innovative regional strategies, taking into account the principles of the concept of "smart specialization", and the necessity of forming a map of unique, innovative competencies of regions and clusters of the country is substantiated.To visually reflect the state of smart specialization of regions, the authors proposed the use of two maps that neutralize each other's shortcomings and help make more balanced management decisions.

Transformations of the tourism market structure in a pandemic necessitate a study of the extent to which EU countries can provide their citizens with tourism products to minimize the negative impact of the pandemic and, consequently, the negative impact on economic development. This article aimed to develop recommendations for minimizing the negative impact of reducing regional tourism on economic development through the support of domestic tourism. This research uses a quantitative methodology based on indicators of growth of tourist external and internal flows in the regions, the growth rate of economic regions of the EU for 2015-2019. The following countries were selected for correlation analysis: Belgium, Bulgaria, Czech Republic, Germany, Estonia, Greece, Spain, and Italy. The analysis of the impact of regional tourism on economic development in the EU for 2015-2019 indicates the need to develop regional strategies for smart specializations of the tourism industry based on the most attractive industries for tourists. It is determined that within the EU, economic development is less dependent on developed tourist regions due to potentially low tourist costs, as a result - short-term revenues from the industry. It is proved that regions with a high level of tourist flows can provide economic development by increasing the innovation of industries related to tourism, as such industries attract tourists. In a pandemic, businesses need to focus on promoting regional products and shift the focus to domestic consumption within the country. The theoretical value of this study is that regional tourism affects the economic development of the EU countries through the total costs of tourists, the volume of which in the short term has a negligible impact on the region's development. At the same time, the income of the tourism industry as a contribution to the economy is overestimated in the scientific literature.
