National Policy Framework Development for Workplace-Based Learning in South Africa

Tensions in South African universities have traditionally centred around equity (particularly access and affordability), historical legacies (such as apartheid and colonialism), and the shape and structure of the higher education system. What has not received sufficient attention, is the contribution of the university to place-based development. This volume is the first in South Africa to engage seriously with the place-based developmental role of universities. In the international literature and policy there has been an increasing integration of the university with place-based development, especially in cities. This volume weighs in on the debate by drawing attention to the place-based roles and agency of South African universities in their local towns and cities. It acknowledges that universities were given specific development roles in regions, homelands and towns under apartheid, and comments on why sub-national, place-based development has not been a key theme in post-apartheid, higher education planning. Given the developmental crisis in the country, universities could be expected to play a more constructive and meaningful role in the development of their own precincts, cities and regions. But what should that role be? Is there evidence that this is already occurring in South Africa, despite the lack of a national policy framework? What plans and programmes are in place, and what is needed to expand the development agency of universities at the local level? Who and what might be involved? Where should the focus lie, and who might benefit most, and why? Is there a need perhaps to approach the challenges of college towns, secondary cities and metropolitan centers differently? This book poses some of these questions as it considers the experiences of a number of South African universities, including Wits, Pretoria, Nelson Mandela University and especially Fort Hare as one of its post-centenary challenges.

In South Africa many people suffer from serious, incurable health conditions that may render them incapacitated and/or terminally ill. Such persons may inevitably require holistic care such as palliative care. The adoption in 2017 of the National Policy Framework and Strategy on Palliative Care 2017‒2022 (NPFSPC) in line with the Health Assembly Resolution 67.19 “Strengthening of Palliative Care as a Component of Comprehensive Care Throughout the Life Course” thus marked a significant milestone for advocates of palliative care, as well as for persons affected by terminal illness. Despite this positive step towards the fulfilment of the right to access healthcare, terminally ill persons who are inmates in South African correctional centres are not sufficiently protected by the NPFSPC. While the policy may be lauded for its detailed provisions aimed at affording appropriate care to free persons, it makes but a few fleeting references to inmates who are terminally ill – a very vulnerable group, given the often appalling conditions in correctional centres, the limited resources generally available to inmates and the stigma attached to them. It is therefore submitted that palliative care should be available to all inmates diagnosed with a terminal illness from the moment they are diagnosed. This article also analyses the stated purpose of the NPFSPC in relation to correctional settings, as well as the impact of disease on correctional centres, and the importance of fostering partnerships.

A significant development in the area of gender quota legislation is driven by South Africa’s latest National Policy Framework for Women Empowerment and Gender Equality (WEGE) legislation. This legislation expands on the values and principles that need to be integrated into policies, practices and programs of the private sector and government to ensure gender equality and quotas. The legislation strives for 50 per cent female representation on the executive bodies of all organisations. Another unique feature of diversity in South Africa is achieved through the Black Economic Empowerment (BEE) Program. South Africa’s BEE Scorecard Policies and Empowerment Strategies are unique, affecting quota decisions and behaviour.

Background:Poor medical waste management has been implicated in an increase in the number of epidemics and waste-related diseases in the past years. South Africa is resource-constrained in the management of medical waste.Objectives:A review of studies regarding medical waste management in South Africa in the past decade was undertaken to explore the practices of medical waste management and the challenges being faced by stakeholders.Method:Published articles, South African government documents, reports of hospital surveys, unpublished theses and dissertations were consulted, analysed and synthesised. The studies employed quantitative, qualitative and mixed research methods and documented comparable results from all provinces.Results:The absence of a national policy to guide the medical waste management practice in the provinces was identified as the principal problem. Poor practices were reported across the country from the point of medical waste generation to disposal, as well as non-enforcement of guidelines in the provinces where they exit. The authorized disposal sites nationally are currently unable to cope with the enormous amount of the medical waste being generated and illegal dumping of the waste in unapproved sites have been reported. The challenges range from lack of adequate facilities for temporary storage of waste to final disposal.Conclusion:These challenges must be addressed and the practices corrected to forestall the adverse effects of poorly managed medical waste on the country. There is a need to develop a medical waste policy to assist in the management of such waste.

The water and wastewater sector is an important lifeline upon which other economic sectors depend. Securing the sector’s critical infrastructure is therefore important for any country’s economy. Like many other nations, South Africa has an overarching national cybersecurity strategy aimed at addressing cyber terrorism, cybercriminal activities, cyber vandalism, and cyber sabotage. The aim of this study is to contextualise the water and wastewater sector’s cybersecurity responsibilities within the national cybersecurity legislative and policy environment. This is achieved by conducting a detailed analysis of the international, national and sector cybersecurity stakeholders; legislation and policies; and challenges pertaining to the protection of the water and wastewater sector. The study found some concerning challenges and improvement gaps regarding the complex manner in which the national government is implementing the cybersecurity strategy. The study also found that, along with the National Cybersecurity Policy Framework (the national cybersecurity strategy of South Africa), the Electronic Communications and Transactions Act, Critical Infrastructure Protection Act, and other supporting legislation and policies make provision for the water and wastewater sector’s computer security incidents response team to be established without the need to propose any new laws or amend existing ones. This is conducive for the immediate development of the sector-specific cybersecurity governance framework and resilience strategy to protect the water and wastewater assets.

There is considerable public interest across the UK in whether distinctive economic and social policies will emerge from the Scottish National Party's election victory in 2007. The SNP manifesto did not have very much to say about poverty and inequality, but early in 2008 the new Government published a discussion paper, Tackling Poverty, Inequality and Deprivation in Scotland (TPID), laying the basis for a national policy framework due at the end of 2008. At a time when there are tentative signs of poverty moving up the political agenda across Britain, TPID offers the first indication of how the SNP Government views the problem and what it might do to make a difference.

Chapter 4 unpicks the different moments of teaching and learning regimes, illustrating them through two case studies. One concerns a merged university in South Africa dealing with difficult issues around merging disciplines and curricula in a context of continuing structured disadvantage. The second centres on a Danish university in which discourses were shifting in line with an increasingly dominant neo-liberal ideology permeating national policy-making. As well as illustrating the different moments of teaching and learning regimes in transition, these case studies are used to enrich the depiction of social practices as both bundled and nested. This is very significant both conceptually and for understanding and enacting change processes.
