Island ecosystems have distinct and unique vulnerabilities that place them at risk from threats to their ecology and socioeconomics. Spatially exhibiting the fragmentation process of island landscapes and identifying their driving factors are the fundamental prerequisites for the maintenance of island ecosystems and the rational utilization of islands. Haitan Island was chosen as a case study for understanding landscape fragmentation on urbanizing Islands. Based on remote sensing technology, three Landsat images from 2000 to 2020, landscape pattern index, transect gradient analysis, and moving window method were used in this study. The results showed that from 2000 to 2020, impervious land increased by 462.57%. In 2000, the predominant landscape was cropland (46.34%), which shifted to impervious land (35.20%) and forest (32.90%) in 2020. Combining the moving window method and Semivariogram, 1050 m was considered to be the best scale to reflect the landscape fragmentation of Haitan Island. Under this scale, it was found that the landscape fragmentation of Haitan Island generally increased with time and had obvious spatial heterogeneity. We set up sampling bands along the coastline and found that the degree of landscape fragmentation, advancing from the coast inland, was decreasing. Transects analysis showed the fragmentation intensity of the coastal zone: the north-western and southern wooded zones decreased, while the concentration of urban farmland in the north-central and southern areas increased. The implementation of a comprehensive experimental area plan on Haitan Island has disturbed the landscape considerably. In 2000, landscape fragmentation was mainly influenced by topography and agricultural production. The critical infrastructure construction, reclamation and development of landscape resources have greatly contributed to the urbanisation and tourism of Haitan Island, and landscape fragmentation in 2013 was at its highest. Due to China’s “Grain for Green Project” and the Comprehensive Territorial Spatial Planning policy (especially the protection of ecological control lines), the fragmentation of Haitan Island was slowing. This study investigated the optimal spatial scale for analyzing spatiotemporal changes in landscape fragmentation on Haitan Island from 2000 to 2020, and the essential influencing factors in urban islands from the perspective of natural environment and social development, which could provide a basis for land use management and ecological planning on the island.

Abstract In different areas across the U.S., there are utility poles and other critical infrastructure that are vulnerable to flooding damage. The goal of this multidisciplinary research is to assess and minimize the probability of utility pole failure through conventional hydrological, hydrostatic, and geotechnical calculations embedded to a unique mixed-integer linear programming (MILP) optimization framework. Once the flow rates that cause utility pole overturn are determined, the most cost-efficient subterranean pipe network configuration can be created that will allow for flood waters to be redirected from vulnerable infrastructure elements. The optimization framework was simulated using the Julia scientific programming language, for which the JuMP interface and Gurobi solver package were employed to solve a minimum cost network flow objective function given the numerous decision variables and constraints across the network. We implemented our optimization framework in three different watersheds across the U.S. These watersheds are located near Whittier, NC; Leadville, CO; and London, AR. The implementation of a minimum cost network flow optimization model within these watersheds produced results demonstrating that the necessary amount of flood waters could be conveyed away from utility poles to prevent failure by flooding.

Summary China’s Belt and Road Initiative (BRI), designed to build critical infrastructure and coordinate economic growth, is the most significant development initiative in modern history. The BRI has a documented vision for sustainability, including environmental impact assessments and responsibility tenets. Despite this, a growing body of literature has found adverse effects of BRI projects on protected land and species. To understand corporate responsibility and regulations for companies participating in the BRI, we gathered information on 260 BRI companies using the Refinitiv Eikon BRI Connect database and the China Global Investment Tracker. The results revealed a significant gap in corporate responsibility reporting for biodiversity impacts, environmental restoration, environmental project financing and the United Nations’ Sustainable Development Goals (SDG) 14 ‘Life below Water’ and 15 ‘Life on Land’. The modest fraction of companies that we found to report biodiversity accountability highlights the need to restructure and incentivize the reporting of environmental and biodiversity risks. The current evidence of limited adherence to responsibility measures highlights a clear opportunity to align BRI development with the BRI’s vision for sustainability, and to strengthen links for policy engagement within Chinese regulatory frameworks and international obligations at the United Nations within its SDG framework.

The Domain Name System - DNS is regarded as one of the critical infrastructure component of the global Internet because a large-scale DNS outage would effectively take a typical user offline. Therefore, the Internet community should ensure that critical components of the DNS ecosystem - that is, root name servers, top-level domain registrars and registries, authoritative name servers, and recursive resolvers - function smoothly. To this end, the community should monitor them periodically and provide public alerts about abnormal behavior. The authors propose a novel quantitative approach for evaluating the health of authoritative name servers – a critical, core, and a large component of the DNS ecosystem. The performance is typically measured in terms of response time, reliability, and throughput for most of the Internet components. This research work proposes a novel list of parameters specifically for determining the health of authoritative name servers: DNS attack permeability, latency comparison, and DNSSEC validation.

Threat and Risk Assessment is an important area in cybersecurity. It covers multiple systems and organizations where cybersecurity is significant, such as banking, industry, SCADA, Energy Management System, among many others. The chapter presents a method to help assessing threats and risks associated with computer and networks systems. It integrates the Framework for Improving Critical Infrastructure Cybersecurity—developed by the National Institute of Standards and Technology—with a quantitative method based on the use of a Continuous Logic, the Logic Scoring of Preference (LSP) method. LSP is a method suitable for decision making that provides the guidelines to produce a model to assist the expert in the process of assessing how much a product or system satisfy a number of requirements, in this case associated to the identification, protection, detection, response and recovery of threat and risks in an organization.
