In the article there is an analysis of the impact of the LEADER approach on the social capital of rural women involved in the local action groups. The aim of the article is to characterize the features of this capital taking into consideration the capital belonging to men involved in these organizations. The question is whether the role of local action groups as far as the social capital is concerned equally applies to women and men associated in these structures. On the basis of the research carried out in 2011–2013 (on a sample of 238 women and 327 men) within the framework of the project entitled: “Structure and determinants of social capital of local action groups” (National Science Centre grant) women social capital analysis was made (with its definition by R. Putnam). In the social survey distributed surveys technique was used. The result of the analysis is a statement that women social capital differs from men social capital mainly in the area of trust component and network component.

This chapter attempts to contribute to a better understanding of the operation of the local action groups in Romania, having in view that little has been written about this so far and that it represents a new strategy of local management in the rural environment. Romania also urgently needs to elaborate and implement a national agenda for change, which should respect and overtake the regulations and the criteria of the LEADER program. The Local Action Groups (LAGs) represent a strong driving engine of progress in the rural areas, and the involvement of all factors that are part of LAG is essential for a good development. This study analyses the factors that could contribute to a harmonious development and comes with recommendations for other LAGs wishing to access the available funds through the LEADER program, starting from the case studies of LAG Tara Oltului and LAG Tara Oasului.

Abstract The LEADER approach was introduced in Poland as part of the LEADER+ Pilot Programme (implemented in the programming period 2004-2006) and, at present, it is being implemented as Axis 4 of the Rural Development Programme. Many researchers are interested in its progress. In their analyses, they use various concepts of social capital. It may be concluded on the basis of the studies published so far that local action groups are dominated by the public sector, whereas the economic sector is rather marginalised. Having taken into account the available publications, a team of sociologists from the University of Łodź conducted in 2011-2013 research devoted to the level and structure of social capital of local action groups. The study focused on organisations from 6 voivodeships which implemented scheme 2 of the LEADER+ Pilot Programme. The article presents the analyses of the most important problems of these organisations related to the condition of the components of social capital possessed by their members (partners). The researchers used the material from individual surveys completed by 573 respondents from 34 local action groups. It was proven that the surveyed organisations mainly cope with the problem of a low activity level of their members (partners), petrification of their boards and councils, marginalisation of representatives of the economic sector, high level of professionalization and low level of generalised trust among the persons who belong to these groups.
