On November 5, 2004, the Russian Federation ratified the Kyoto Protocol to the United Nations Framework Convention on Climate Change, effectively saving the treaty. Battling domestic interests, in which a majority of pro-Kyoto voices were countered by a small but powerful minority of Kyoto opponents, had little influence on the decision due to the centralized institutional environment in Russia which allows the President great autonomy in foreign policy. President Putin ratified the treaty because Russia would likely gain leverage in other international negotiations and contribute to an image of itself as a good member of the club of advanced industrialized states. He delayed ratification to clarify evidence about gains versus losses from Kyoto provisions and to secure concessions from other Kyoto ratifiers in other international negotiations. Existing implementation efforts are slow but indicate that Russia's strategy will emphasize maximizing profits through treaty mechanisms over maximizing emissions reductions.

The reconvened sixth session of the Conference of the Parties (COP-6bis) to the UN Framework Convention on Climate Change (FCCC) took place in Bonn from July 16 to 27, 2001, under the presidency of Jan Pronk, Netherlands minister of housing, spatial planning, and the environment. The meeting was noteworthy as the occasion for adopting the Bonn Agreements on the Kyoto Protocol rules, a crucial juncture for entry into force of the principal international instrument for reducing emissions of greenhouse gases. The rules were adopted in final form as the Marrakesh Accords at the seventh session of the Conference of the Parties (COP-7), held in Marrakesh, Morocco, from October 29 to November 9, 2001.

Abstract. The article examines the features of sustainable development processes in Ukraine. In particular, the works of scientists on the issues of sustainable transformations of the economy, the problems of establishing a mechanism for the transition to the use of renewable energy sources and reducing carbon dioxide emissions are analyzed. The basic principles of legislative regulation of the processes of sustainable transformation in the context of Ukraine’s integration into the international model of sustainable development according to the UN Framework Convention on Climate Change are studied. The research objective is to study the mechanism of implementation of sustainable transformations in the economy of Ukraine, identification of the main problems of low-carbon strategy establishment in the context of harmonization of international and state legislation and identification of effective mechanisms for financing sustainable development processes. During the research, methods were used, such as: the dialectical method and methods of analysis and synthesis — to carry out a comparative analysis of legislation that regulates the processes of sustainable development, ways to implement a low-carbon strategy, study trends in carbon emissions in Ukraine; statistical method — to analyse the targets for changing the greenhouse gas emissions of Ukraine in 2020—2030 and the proposed target for 2050; structural and logical analysis — to study effective mechanisms of financing the processes of sustainable development in Ukraine, identify the ways of sustainable development projects funding. In general, the article reveals a number of problems that Ukraine faces as a signatory to the Kyoto Protocol. The main tools of the country’s transition to a low-carbon strategy have been identified. The economic mechanisms to ensure the fulfillment of the country’s obligations under the Kyoto Protocol have been studied. Possible ways of financing the processes of sustainable transformation are considered, among which, in particular, we can highlight the scheme of «green» investments. The Kyoto Protocol defines new emissions standards to be met by the international community in respect of greenhouse gases, the aim of which is to curb the present trend of adverse climate change. The specific responses of ratifying governments to bring about the desired changes will significantly impact citizenry and industry alike. This article addresses the issues surrounding emissions trading systems as market-based policy instruments that may ultimately contribute to Canada s legislative response to the Kyoto standards. Central to this question is the need to familiarize legal practitioners with the implications of climate change and the range of policy responses available to government in the context of emissions trading systems. The author examines responses open to the governments of Canada and Alberta through a review of the international reaction to climate change, the role of emissions trading in environmental regulation generally and the anticipated use of emissions trading to comply with the Kyoto Protocol in the future. The author presents an in-depth analysis of the principles underlying the design of domestic emissions trading systems, of the legislative authority surrounding their implementation and of the need for affected businesses to strategically plan for ensuing changes. The author concludes that while Canada has not yet adopted a policy on domestic emissions trading systems in respect of the Kyoto Protocol, the potential impact of emission standards on domestic sources is pronounced, meriting an inspection of the design features that may form a pan of such trading schemes.

Chapter Five assesses to what extent multilateral actors enable the three demands of justice developed in Part I of the book. Taking each demand of justice in turn, the chapter focuses on normative commitments made in the Convention as well as assessing the policies set out in the Kyoto Protocol and examining what has been achieved so far by multilateral actors. Finally, the chapter assesses to what extent the Paris Agreement presents a shift from existing policies. In this way, the chapter provides a historical overview of multilateral climate change action, as well as looking to the future. Chapter Five puts forward that although there has been some progress made, none of the demands of justice come close to being met, and that there is an urgent need for change in the multilateral regime.
