Abstract. The article examines the features of sustainable development processes in Ukraine. In particular, the works of scientists on the issues of sustainable transformations of the economy, the problems of establishing a mechanism for the transition to the use of renewable energy sources and reducing carbon dioxide emissions are analyzed. The basic principles of legislative regulation of the processes of sustainable transformation in the context of Ukraine’s integration into the international model of sustainable development according to the UN Framework Convention on Climate Change are studied. The research objective is to study the mechanism of implementation of sustainable transformations in the economy of Ukraine, identification of the main problems of low-carbon strategy establishment in the context of harmonization of international and state legislation and identification of effective mechanisms for financing sustainable development processes. During the research, methods were used, such as: the dialectical method and methods of analysis and synthesis — to carry out a comparative analysis of legislation that regulates the processes of sustainable development, ways to implement a low-carbon strategy, study trends in carbon emissions in Ukraine; statistical method — to analyse the targets for changing the greenhouse gas emissions of Ukraine in 2020—2030 and the proposed target for 2050; structural and logical analysis — to study effective mechanisms of financing the processes of sustainable development in Ukraine, identify the ways of sustainable development projects funding. In general, the article reveals a number of problems that Ukraine faces as a signatory to the Kyoto Protocol. The main tools of the country’s transition to a low-carbon strategy have been identified. The economic mechanisms to ensure the fulfillment of the country’s obligations under the Kyoto Protocol have been studied. Possible ways of financing the processes of sustainable transformation are considered, among which, in particular, we can highlight the scheme of «green» investments. This chapter sets the scene for future chapters covering a range of low carbon technologies from renewables through to nuclear. It reviews how the evidence base for climate change is building up, what the impacts of climate change might be, and how we are beginning to explore the policies and measures which will be needed to make the transition to a low carbon economy. The year 2005 will go down in history as the beginnings of a broad, politically backed consensus that man’s activity is influencing our climate. In February 2005, the Kyoto Protocol came into force—binding over 170 countries in action to reduce carbon dioxide emissions, accepted by most informed commentators to be the principal cause of anthropogenically forced climate change. In the same year, the G8 group of countries at Gleneagles, Scotland, considered climate change as a key agenda item. Significantly, it set up a forum for discussion with other countries and the emerging economies. The forum, known as the ‘Dialogue on Climate Change, Clean Energy and Sustainable Development’ met for the first time in November 2005. However, the value of the Kyoto protocol is not universally acknowledged. Some argue that although the science underpinning the existence of climate change and the link with carbon dioxide emissions has become unequivocal, the Kyoto protocol is not appropriate for them. A group of these countries, including the US, China, and India (huge emitters of carbon dioxide in their own right) has agreed the need to tackle climate change. Their approach is to promote clean technology development initiatives; though how exactly that partnership will evolve and deliver new low carbon technologies is not, at the time of writing, clear. Nevertheless, whether via the formalized Kyoto Protocol with carbon dioxide emission reduction targets or via other initiatives, a start has been made on the long, uncertain road to a low carbon world. Slowly, but surely, global action on climate change is gathering momentum. The term ‘greenhouse effect’ was first coined by the French mathematician Jean Baptiste Joseph Fourier in 1827. It enables and sustains a broad balance between solar radiation received and Earth’ s radiation emitted or reflected.

Clean Development Mechanism (CDM) is an international cooperation mechanisms based on the "Kyoto Protocol". Through CDM, developed and developing countries can reach a win-win in achieving sustainable development and reduce greenhouse gas emissions. There is no doubt low-carbon economy has brought new opportunities for CDM projects. Through CDM theory, this paper studied on the feasibility of small hydropower CDM projects, the benefits of small hydropower CDM projects, as well as development procedures of small hydropower CDM project.

In advocating the principle of sustainable development, urban development calls for reducing the carbon dioxide emissions to promote low carbon economy. Low-carbon design is the foundation and effective method of low-carbon economy development. By analyzing the principles of low-carbon urban development, methods of low-carbon design were discussed so as to guide people's low carbon consumption and reduce carbon footprint. Low-carbon design process was proposed at last. In this way, the development of low-carbon urban could be carried out by starting from the source.

Climate change is a global issue that all governments have to encounter nowadays. In recent years, many governments are aware of the environmental issues necessary to agenda setting in their development objectives. Sustainable Development Goals (SDGs) conducted by the United Nations gives guidelines for the governments to integrate both economic and environmental issues in a sustainable development framework. Meanwhile, the rural development has also become a global agenda in reducing the disparity between urban and rural areas. Many governments have conducted development strategies for ensuring economic prosperity along with ecological sustainability, yet for generating rural-urban equality as well. Low Carbon Green Growth Program is one of the strategies aimed to meet those objectives. The main purpose of the program is to reduce carbon dioxide emission to minimize the effects of greenhouse gasses (GHGs) as the main cause of climate change and global warming. An immediate action useful to implement the program is managing and utilizing biochar in agricultural process. Previous studies have proved that the biochar reduces CO2 emission and also restores soil fertility. One of the best applicable Low Carbon Green Growth Programs might be the pilot project conducted in Kameoka City of Japan called The Carbon Minus Project. The project’s main purpose is to reduce carbon emission by promoting a low-carbon lifestyle, yet economically profitable. Nganjuk Regency generates abundant biomass from agriculture products, livestock, plantation, and forestry. The solid biomass can be converted into biochar through a pyrolysis process. The result of this study is expected to be taken into consideration by the local governments to promote low carbon lifestyle, to combat climate change, and yet to reduce the rural-urban disparity.

In recent years, severe climate disasters around the world have become increasingly frequent, so climate change has become the foucus of international society and sustainable development has become the hot topic again. To copy with climate change, all countries have reached consensus on the development of low carbon economy. Developing low carbon economy is the necessary choice for Chia to be a big responsible country and realize peaceful rise and sustainable development. On the basis of the connotation and characteristics of low carbon economy, the paper focuses on the challenges and strategies of low-carbon economy development.

Dünya kamuoyu bugünlerde uluslararası iklim değişimi rejiminin, sera gazlarının salımına kısıtlamalar getiren Kyoto Protokolü’nün sona ereceği 2012 yılı sonrasını ve emisyon azaltımı adına net hedefler ortaya koymayan Kopenhag Uzlaşması’nın sonuçlarını tartışmaktadır. Düşük karbon ekonomisi modelinin temellerini oluşturan ve serbest piyasa ekonomisi mekanizması içerisinde çözüm arayan Temiz Kalkınma Mekanizması (CDM), Ortak Uygulama (JI) ve Emisyon Ticareti (ET) gibi Kyoto Protokolü uygulamalarının 2012 sonrasındaki durumu da belirsizdir. Kyoto Protokolü, iklim değişimi ile mücadelenin ve düşük karbon ekonomisine geçişin yollarını devlet müdahaleciliğinden çok serbest piyasa ekonomisi mekanizması içerisinde aramaktadır ve sorunun global boyutuna vurgu yapmaktadır. Sürdürülebilir ekonomik kalkınma sürecinin sağlıklı bir şekilde geliştirilmesi ve yürütülmesi gelişmekte olan ülkeler arasında yer alan Türkiye için de önem arz etmektedir ancak ülkemizin bu konuda yeterli gelişmeyi gösterdiği söylenemez. Bu çalışmada Kyoto Protokolü’nün piyasa temelli finansman kaynakları incelenmiş ve Türkiye’de düşük karbon ekonomisi modeline geçiş sürecinin durumu ve bu süreçte ilgili finansman kaynaklarının yeri araştırılmıştır. Ayrıca iklim değişikliği rejiminin 2012 yılında sona erecek ilk yükümlülük dönemi sonrası alacağı şekle ilişkin işleyen süreçte gelişmekte olan ülkelerin de emisyon indiriminden sorumlu tutulması gerektiğine ve bu yolla karbon piyasalarında işlem hacminin artması gerektiği sonucuna ulaşılmıştır. Low Carbon Economy and Financial Sources of The Kyoto Protocol for Sustainable Development In Turkey The World public opinion currently discusses uncertainty of the Post - Kyoto negotiations because The Copenhagen Summit held to talk about Post-Kyoto period on December 2009 still has no clear targets about reduction of green gas emissions. Also the future of economic mechanisms of the protocol such as Joint Implementation (JI), Clean Development Mechanism (CDM) and Emission Trading System (ETS) is still unknown situation. Kyoto Protocol tries to solve problem of global warming and climate change in the frame of free market mechanism and emphasizes the dimension of the problem in world wide. To sustainable development the protocol suggests the low carbon economy but no worldwide consensus has existed yet. The developing countries have no carbon emission reduction responsibility and this situation lead to objection of some developed countries. In this study, the financial sources of Kyoto Protocol Mechanisms are examined and Turkey’s situation in the frame of low carbon economy is tried to evaluate. Also the negotiations of Post Kyoto period researched and commented about the future about Copenhagen Summit’s unclear results. As a result, Turkey will have to get responsible about emission reduction like other developing countries and should progress macro policies to adopt the low carbon economy and carbon finance markets can accelerate this process.

Global climate change and resources and environmental problems have great impacts on the sustainable development of human beings. The development of low-carbon economy has become an important way for countries to cope with climate change and change the way of economic and social development. Under the background of low-carbon economy, low-carbon tourism has become the response of tourism industry to low-carbon economy. The low-carbon development of eco-tourism areas is the inevitable choice of the tourism industry to achieve sustainable development. Taking Qinghai Lake, the world-famous eco-tourism destination of plateau lakes as an example, this paper discusses the significance of the low-carbon development of eco-tourism areas. It analyzes the main problems of low-carbon development in the Qinghai Lake eco-tourism area from the aspects of tourism development and construction, operation and management and tourists’ behaviors respectively. The author holds that scientifically planning and constructing tourism areas, operating and managing them in an environmentally friendly way, strengthening the environmental education and management of tourists, as well as competing for policy support from the government are the main countermeasures for low-carbon development in the eco-tourism areas.

Global warming, climate change is now affecting the world. The effort of the leaders to achieving the sustainable development is from New Urban Agenda (NUA), Sustainable Development Goals (SDG’s) and local level is local authorities.  SDG’s goal number 13 takes urgent action to combat climate change and its impact also SDG’s number 11 to sustainable cities and communities. The gap of this paper  Different cities face different challenges and issues. Local authorities will play a significant role in undertaking policy initiatives to combat carbon emissions of the city. Low Carbon Cities (LCC) is to reduce carbon emissions in all human activities in cities.  The objective of this paper is by applying the LCCF Checklist in planning permission for sustainable development. The methodology of this research is a mixed-method, namely quantitative and qualitative approach. The survey methods are by interview, questionnaire, and observation. Town planners are the subject matter expert in managing the planning permission submission for the development control of their areas. Descriptive statistical analysis will be used to show the willingness of the stakeholders, namely the developers and planning consultants in implementing of the LCCF. The contribution of this research will gauge readiness at the local authorities level. The findings of the LCCF checklist are identified as important in planning permission into the development control process. Surprisingly, that challenges and issues exist in multifaceted policy implementation the LCCF Checklist in a local authority. Finally based on Subang Jaya Municipal Councils, the existing approach in the application of the LCCF Checklist in the development control process will be useful for development control in a local authority towards sustainable development.

Many players have supported infrastructure development in the Mekong Subregion, bridging the missing links in Southeast Asia. While the influx of energy-related infrastructure development investments to the region has improved the livelihoods of millions of people on the one hand, it has brought about a myriad of challenges to the wider region in guiding investments for quality infrastructure and for promoting a low-carbon economy, and energy access and affordability, on the other hand. Besides reviewing key regional initiatives for infrastructure investment and development, this paper examines energy demand and supply, and forecasts energy consumption in the subregion during 2017–2050 using energy modeling scenario analysis. The study found that to satisfy growing energy demand in the subregion, huge power generation infrastructure investment, estimated at around USD 190 billion–220 billion, is necessary between 2017 and 2050 and that such an investment will need to be guided by appropriate policy. We argue that without redesigning energy policy towards high-quality energy infrastructure, it is very likely that the increasing use of coal upon which the region greatly depends will lead to the widespread construction of coal-fired power plants, which could result in increased greenhouse gas and carbon dioxide emissions.
