Sometimes, the evacuation measure may seem to be the best choice as an emergency response. To enable an efficiency evacuation, a network optimization model which integrates lane-based reversal design and routing with intersection crossing conflict elimination for evacuation is constructed. The proposed bilevel model minimizes the total evacuation time to leave the evacuation zone. A tabu search algorithm is applied to find an optimal lane reversal plan in the upper-level. The lower-level utilizes a simulated annealing algorithm to get two types of “a single arc for an intersection approach” and “multiple arcs for an intersection approach” lane-based route plans with intersection crossing conflict elimination. An experiment of a nine-intersection evacuation zone illustrates the validity of the model and the algorithm. A field case with network topology of Jianye District around the Nanjing Olympics Sports Center is studied to show the applicability of this algorithm.

In order to study the optimal network of feeder bus lines for rail stations, this paper established an optimization model with the objective of minimizing the consume time and operating costs of unit traveler, and proposed an iterative algorithm to solve the model and then used an example to describe the practicality of the model and the algorithm.

The primary goal of this paper is to save logistics cost and reach optimizing configuration of import crude oil transportation network. An optimization model is put forward with an objective function of minimum logistics expense. It is carried out by Genetic Algorithm (GA) and MATLAB with original data of 2012 and predicted data of 2017. Results indicate that large VLCC of 260000-320000 tons is the main tanker type in import crude oil transportation network. And crude oil logistics bases will be formed which are represented by Qingdao, Dalian, Tianjin, Ningbo-Zhoushan, Zhanjiang and Huizhou in coastal areas.

Water resource managers need to implement precise and efficient water management methods particularly in the context of low flow water management. The management objectives are complex because managers must satisfy both water demands for human activities and environmental goals. More often the flow objectives are defined at specific strategic points in which hydrometric stations are based. In order to allow the manager to better understand the hydrographical network behavior, in particular for inter-basin water transfer, these strategic hydrometric stations must be reinforced by some intermediate hydrometric stations, by modeling the network behavior, and by introducing weather forecast data in order to simulate the evolution in time and space of the river. For an efficient management, it is essential that the data collected and the output of the models (the natural flow and the withdrawals) must be reliable. For this purpose, a network optimization model was developed for analyzing the consistency of the available data set (measurements and model outputs) on a hydraulic system. Herein, a reconstruction of hydrometric data using this network optimization model is applied to the Arrats watershed management.
