Constructing Performance Measurement Indicators in the Government’ Information Unit in Taiwan: Using Balanced Scorecard and Fuzzy Analytic Hierarchy Process

The performance evaluation of the government venture capital guiding fund (GVCGF) has come into focus in the field of venture capital. Most of the existing studies, such as whether the GVCGF has guided social capital to start-up enterprises and has played its due role in the process of enterprise growth and innovation, are all based on relevant work under the framework of econometric analysis. Unlike in these existing studies, we construct the performance analysis model of the GVCGF from four dimensions, including the standardization development of the guidance fund, the risk control ability, and the leverage and the support effects under the framework of a multi-attribute decision-making analysis. Taking a GVCGF project in Ningbo City, China, as an example, we comprehensively evaluate the development performance of the GVCGF using the intuitionistic fuzzy analytic hierarchy process (IFAHP). The results show that the development performance of the GVCGF is at a “relatively high” level. Compared with the traditional analytic hierarchy process (AHP), the IFAHP effectively avoids the false, enlarged influence caused by data subjectivity and evaluation uncertainty. This study provides a feasible analytical framework for the application of the IFAHP in other project performance evaluations.

In today’s increasing competitive global market, large and successful manufacturing enterprises have implemented the system of key performance indicators (KPIs) which drives the performance toward the business objectives; however, this is not the case for small-medium sized enterprises (SMEs) which have been increasingly important for any national economy, especially in manufacturing sector. Although the KPIs can ideally be constructed in accordance with the concept of SMART (Specific, Measureable, Attainable, Realistic, Time-related) or balanced scorecard, but SMEs that are lack of limited resources and expertise could rarely afford to build such systems with the appropriate definition and measurement of KPIs. Therefore, the paper aimed to provide systematically the system of KPIs adaptable to SMEs, to prioritize the importance of each proposed KPI with the application of a fuzzy analytic hierarchy process (FAHP), and to instruct the comprehensive deployment of the SMEs’ manufacturing performance system.

Decisions usually involve the getting the best solution, selecting the suitable experiments, most appropriate judgments, taking the quality results etc., using some techniques.  Every decision making can be considered as the choice from the set of alternatives based on a set of criteria.  The fuzzy analytic hierarchy process is a multi-criteria decision making and is dealing with decision making problems through pairwise comparisons mode [10].  The weight vectors from this comparison model are obtained by using extent analysis method.  This paper concern with an alternate method of finding the weight vectors from the original fuzzy AHP decision model (moderate fuzzy AHP model), that has the same rank as obtained in original fuzzy AHP and ideal fuzzy AHP decision models.
