There has been a dramatic increase in interest in small businesses in Britain in recent years. The growing concern with the creation of employment opportunities has produced a marked shift in political philosophy, and the amount of assistance available to help small businesses has increased substantially. Apart from assistance for small firms, the pace of change in the business world has increased considerably in other directions also. New markets, materials and processes; increasing rates and taxes; volatile and more expensive labour; greater mobility of suppliers and customers — all these and more combine to present rapidly changing trading conditions. No longer can the manager rely on his own experience to arrive at optimum decisions. He must turn to sources of information and advice outside the firm. New and young firms especially are struggling to establish themselves in the market place, but even the older firms are finding conditions so changeable that new plans and products are continually needed to maintain a stable trading position. The report “Information And The Small Manufacturing Firm”, a summary of which follows, represents the results of a two-year search for answers to the following questions: (1) Are small businesses aware of the various sources of assistance, and do they receive the information they need? (2) Does the small firm have the information it needs? (3) Or is there a communication gap which places the small firm at a disadvantage? Additionally, the research produced substantive insights into the information needs of small firms.

Law and public administration schools in Russia vastly exceed in their popularity sciences and engineering. We relate such lopsided demand for higher education to the quality of institutions setting “rules of the game” in economy and society. Cross-country and Russian interregional data indicate the quality of institutions (rule of law, protection of property rights etc.) is negatively associated with the demand for education in law, and positively — in sciences and engineering. More gifted younger people are particularly sensitive to the quality of institutions in choosing their fields of study, and such selection is an important transmission channel between institutions and economic growth.

The scientific article identifies the peculiarities of appealing the decisions, actions or omissions of public administration subjects on the provision of public services at the stage of initiation and preparation for judicial review of an administrative case. The author substantiates the feasibility of improving the legal regulation of the procedure for holding a preliminary hearing before the court hearing of the case. In particular, it is considered expedient to set the terms of the preparatory meeting from the moment of receipt of the administrative claim, as well as to determine the cases when the parties are not reconciled.It is established that the preliminary stage of the court hearing often ends with the conclusion of the preliminary proceedings and the appointment of the case to trial in the field of public services. This is not against the law. However, it should be borne in mind that in accordance with Art. 121 of the CAS of Ukraine such a decision is delivered by the consequences of preparatory proceedings, not the previous court hearing. Obviously, preparatory proceedings are not limited to, and do not always end at, a previous court hearing. Preparation may continue after a preliminary hearing. Therefore, the decision to close the preliminary proceedings and assign the case to trial after the consequences of the previous court hearing can only be made if the judge has taken all the measures necessary to hear the case. If during a previous court hearing in the field of public services, to which all persons involved in the case have arrived, the issues necessary for its consideration have been resolved, then, with the written consent of these persons, a court hearing may be initiated on the same day. In this case, the termination order is also delivered.

Tourism Thematic of Level II Leadership Training and Education organized by the Agency for Human Resource Development of Bali Province is intended to improve leadership competence as the Regulation of the Head of Nasional Institut Public Administration (NIPA) Number 15 Year 2015 which also has a tourism mindset, which ultimately increases the competence of adaptive leadership. The question in this study is how is the effectiveness of the theme of tourism in improving managerial competence and adaptive leadership? By using qualitative descriptive explanatory analysis method can be concluded learning process of thematic training of tourism effective in developing competency of adaptive leadership of training participants with some things that still need to be improved. Furthermore, it can be recommended to prepare the standard implementation of Thematic Leadership Level II Training of Tourism, which provides reinforcement of substance and material insertion process of tourism into the existing curriculum according to Regulation of the Head of NIPA Number 15 Year 2015 Number 15 Year 2015. Keywords: training, tourism, adaptive leadership
