Abstract The problem of the concept of ecological and environmental economics and the relationship between them is the vital research problem in modern economics. The presentation of disputes in this respect is the subject of the presented article. For obvious, substantive and non-substantive reasons, the scientific views of Professor Tomasz Żylicz will be the central axis. The purpose of the topic presented in this paper analysis is not to settle the controversy but to present the dispute using the views of some discussion participants, especially the comments formulated by Professor Tomasz Żylicz. The research method is based on a critical analysis of the literature and desktop research. Conclusion 1: The problem of understanding ecological and environmental economics is just one of the many important issues that can be found in the works of Professor Tomasz Żylicz. Conclusion 2: This problem is connected with very interesting theoretical, cognitive and terminological issues and practical issues related to the implemented environmental policies or sustainable development strategies at their various levels.

Several approaches to solving pollution reduction problems have been published in the 40 years history of environmental economics. Some of these serve as a theoretical basis for the creation of systems of practical environmental policies. In the 1990's, a new trend in environmental policies seems to be developing. It is the voluntary participation of business (as one of most important polluters) in pollution problem solving. So-called environmental management system principles and standards are being developed and certified in many countries. A reasonable number of corporations have already introduced this system. Voluntary agreements between industry and authorities have occurred and have achieved benefits that are significant to both parties. This article contributes to the development of theories that could promote further progress in the field of business participation. It describes a relatively new approach to pollution reduction problem solving - negotiation between polluters and authorities - and discusses some possibilities for practical applications.

Social norms affect environmental quality. But what exactly is a social norm? Environmental economists studying the topic draw on diverse scholarly traditions and may not have the same phenomenon in mind when using the concept. For example, social norms may refer to common, but not necessarily socially approved, behaviors; to internalized ethical rules; or to one of several equilibria in a coordination game. I first discuss some of the definitions used in the environmental economics literature. Then, I outline a simple framework for analysis of voluntary contributions to public goods. Using this framework, I illustrate differences and similarities between altruism, moral norms, and social norms and discuss implications for environmental policies. In particular, when a social norm represents one of several stable equilibria, policy can potentially invoke abrupt and dramatic behavioral changes.

The economic field in China has experienced its own growth and transition process. Over more than three decades of economic reform and transition, Chinese economists have learnt from the West, from similar countries undergoing economic reform and transition and, more importantly, from the lessons and experiences in China's unique reform process, and have grown to be an increasingly strong force behind policy change and national development. The paper considers monitoring of environmental change as the central element of environmental regulation. Monitoring, as each kind of principalagent relations, easily gives rise to corruptive behavior. In the paper we analyze economic models of environmental monitoring with high costs, incomplete information and corruption. These models should be the elements of environmental economics and are needed to create an effective system of nature protection measures.

It is now widely acknowledged that global environmental problems raise pressing social and political issues, but relatively little philosophical attention has been paid to their bearing on the concept of liberty. This must surprise us, because the question of whether environmental policies are at odds with individual liberty is bound to be controversial in the political arena. First, this article explains why a thorough philosophical debate about the relation between liberty and environmental constraints is needed. Second, based on Philip Pettit’s typology of liberty, it assesses how different conceptions of liberty fare in a context of stringent ecological limits. Indeed, a simple conceptual analysis shows that some conceptions of liberty are more compatible than others with such limits, and with the policies necessary to avoid overshooting them. The article concludes that Pettit’s conception of liberty as non-domination is more compatible with the existence of stringent ecological limits than the two alternatives considered.
