The 1993 Environmental Action Programme for Central and Eastern Europe presented a series of recommendations for integrating environmental objectives into the process of economic and democratic reform in Central and Eastern European countries (CEEC) and the New Independent States of the former Soviet Union (NIS). In this paper, on the basis of findings of a recent OECD study, we look at progress across the region in light of these recommendations. In several CEEC, there has been a synergy among economic reforms, democratic development, and environmental improvement. These countries have seen important improvements in environmental conditions but now face a variety of challenges, many tied to the process of accession to the EU and the need to deepen integration between environment and sectoral policies, such as those for agriculture and transport. In other countries, and in particular many NIS, pollution reductions have mainly resulted from declines in economic production. Many of these countries face ongoing crisis in terms of establishing economic reform, stable societies, and environmental protection. In several areas of the former Soviet Union, environmental problems—in particular poor access to safe drinking water—pose serious threats to human health. Addressing these problems presents a difficult challenge both for national governments and for international cooperation agencies.

It is known the WWI has drastically altered the map of Central and Eastern Europe. The peoples of the newly formed states had to choose the most optimum way of their social development and political system. The direction of their subsequent historical development substantially depended on the solution of this task.  We know that the new independent states of the Central and Eastern Europe made a choice in favor the Western socio-political model. It is represented to analyse an actual scientific problem: how natural and justified there was this choice, and whose choice it was - of the peoples or of the elites? The democratic reforms along Western lines began in the countries of this region. However, the period of democratization and modernization was minimized by a number of reasons such as monarchism, government centralism, tough social control, corporativism, clericalism, commitment to social stability and order, negative attitude to innovations, traditionalism. Nationalism also had negative and destructive impact on the fate of democracy in the countries of Central and Eastern Europe. The idea of my paper is to show that imperial legacy (in fact, the legacy of agrarian, or traditional, society) and nationalism were the major reasons that have caused the evolution of their political system from democracy to authoritarian dictatorships in the interwar period. AbstractIntegrated coastal management (ICM) programmes are being planned, formulated and implemented in coastal States all over the world. To date, however, ICM has been seen as more in the realm of policy-makers, managers, scientists, coastal resource economists, and others, rather than in the realm of lawyers. This article reveals how law and lawyers should play an absolutely essential role at all stages of the ICM process. Ideally, ICM legal consultants will have a broad range of knowledge and experience in both international legal treaties as well as in certain fundamental national law principles, so that coastal zone policies will be designed and carried out with a critical understanding of the laws and institutions needed for the long-term success of an integrated coastal management programme.

UK higher education, in partnership with UK industry, contributes positively to the training of managers and entrepreneurs from Central and Eastern Europe (CEE), the New Independent States and Russia. Since 1992, the University of Luton has delivered management training courses in CEE and the former Soviet Union (FSU), developing expertise to assist both UK companies and CEE/FSU managers to understand the different attitudes and experiences that will help to overcome potential partnership problems and encourage East-West industries to take full advantage of the increasing trading opportunities. This case study analyses the management training programmes, and details pre- and post-training insights.
