Since Doi Moi (Reform) policy in 1986, Vietnam has experienced rapid urbanization and economic growth. Urbanization has resulted in increasingly high housing demand in the urban areas but this has largely unmet, especially housing for low-income people. Development of social housing for low-income and under-privileged people in cities has been seen as an urgent and important task of the government to pursue stable social and economic development. Low-income people are most vulnerable to environmental impacts and in need of energy-efficient houses to reduce their cost of living. Eco-social housing is seen as a solution to protect the natural environment as well as to boost local economy, improve living conditions particularly for low income people. Through preliminary assessments of three social buildings at three distinct regions of Vietnam, this paper found that despite many challenges, eco-social housing is a solution to Vietnam's needs in providing houses with adequate living conditions to low-income people while protecting the environment and achieving sustainable eco-social development in the long run.

Social housing represents a part of the whole building stock with a high risk of energy poverty, and it should be treated as a priority in renovation strategies, due to its potential for improvement and the need to fight that risk. Renovation actions are currently designed based on patterns that have been shown to be disparate from the reality of social housing. Thereby, a monitoring study is essential for the evaluation of the actual conditions. An in-depth characterization of a social housing neighborhood, located in the North of Portugal, was carried out. Indoor hygrothermal conditions were analyzed through a monitoring campaign. It was possible to identify the differences in indoor conditions of the dwellings and understand the influence of occupancy density and occupants’ behavior. In order to identify the actual occupancy and the type of use, a social survey was performed. A renovation action will soon take place, and a monitoring and survey plan is proposed for the post-renovation period, based on a previous evaluation of the renovation impact, using DesignBuilder software and the real occupancy profiles. In social housing context, since energy consumption for heating and cooling is punctual or non-existent, the focus of low energy renovation should be based on passive strategies that reduce the energy demand. The remaining energy needs should be supplied by renewable energy sources, reducing energy poverty, and enhancing quality of life.

Abstract This paper analyses the results of a pilot deep energy retrofit (DER) implementation including the financial perspectives of the stakeholders with the aim of assisting DER policy development. The Multiple Beneficiary Analysis (MBA) provides technical and energetic details for a recent 12-unit DER social housing project and quantifies the multiple direct and indirect benefits – e.g. financial, economic and societal to enable a stakeholder (beneficiary) analysis. The analysis is apposite given the urgent need for effective policy development in order to enable the achievement of the low-energy retrofit mandated by the EU. The MBA finds that the stakeholder who benefits most (the tenant) makes no financial contribution to the higher standards and while the Central Exchequer also benefits significantly, the stakeholder who makes the upgrade decision (landlord) is financially dis-incentivised. Given the significant benefits which accrue to the Central Exchequer, there is an opportunity for strategic investment by the government to unlock the benefits of low energy dwellings. This would simultaneously realise ongoing financial benefits, “seed” the capability within industry and crucially increase the knowledge and understanding of low energy dwellings which is necessary to enable widespread adoption. The key finding is that despite potential returns of approximately twice the investment, and the urgent need to retrofit existing buildings, the required DER uptake is unlikely as the decision-makers require financial support to unleash the multiple benefits of energy efficient dwellings. A self-financing support is suggested for the case study for consideration.

In the last twenty years, a significant amount of work has been done in the theoretical understanding of grain boundaries. The various proposed grain boundary models suggest the existence of coincidence site lattice (CSL) boundaries at specific misorientations where a periodic structure representing a local minimum of energy exists between the two crystals. In general, the boundary energy depends not only upon the density of CSL sites but also upon the boundary plane, so that different facets of the same boundary have different energy. Here we describe TEM observations of the dissociation of a Σ=27 boundary in silicon in order to reduce its surface energy and attain a low energy configuration.The boundary was identified as near CSL Σ=27 {255} having a misorientation of (38.7±0.2)°/[011] by standard Kikuchi pattern, electron diffraction and trace analysis techniques. Although the boundary appeared planar, in the TEM it was found to be dissociated in some regions into a Σ=3 {111} and a Σ=9 {122} boundary, as shown in Fig. 1.
