Public agencies generally let construction contracts to the lowest responsible, responsive bidder. In following this practice, agencies recognize there are higher risks of cost growth in awarding to either unusually low bids or to certain “claim-conscious” bidders. Despite this awareness, there are few documented studies supporting or quantifying the presence of these perceived competitive procurement risks. This research undertakes that specific task. First, bids and bidders on a sample of Alabama highway projects are grouped into risk categories by information available at the project bid opening—well in advance of any potential contract award— and without considering actual project performance data. Second, the cost growth experiences of these projects are statistically analyzed based upon these risk groupings. The results indicate that cost growth on Alabama highway projects is significantly more likely when projects are awarded to unusually low bids or to certain bidder types. A similar study performed earlier on Texas highway projects provides nearly identical results. This type of analysis and the derived information can be used by public agencies to amend the procurement process and objectively disqualify unusually low bids or questionable bidders without abandoning competitive procurement principles.

A performance evaluation system of finance transportation projects is mainly researched, in which the sub-module of the highway projects evaluation, waterway projects evaluation, Passenger stations projects evaluation, Energy saving projects evaluation are incorporated. In addition, the expert knowledge are inserted in the system, the multi-layer neural network and fuzzy-set theory are used to implement Performance Evaluation system of Finance invest Transportation Projects, and the feasibility and effectiveness of the evaluation system are finally verified by practice.

On the basis of defining the concept of rural highway project performance, the necessity of the project performance evaluation of rural highway is analyzed. According to the theories of government's public function, fiduciary responsibilities accountability and public finance, the relation between rural highway and public finance are made researches on. An increasing number of state highway agencies (SHAs) are using A (cost) + B (time cost) bidding ( A + B bidding) for highway construction. The A + B bidding concept is designed to shorten the total contract time by allowing each contractor to bid the number of days in which the work can be accomplished, in addition to the traditional cost bid. The SHA is then presented with the problem of determining a reasonable range of contract time submitted by the bidders. Most SHAs do not currently restrict the range of B. However, several problems may arise from an unrestricted range of B. First, if no minimum is set for B, a bidder may inflate the cost bid and submit an unreasonably low B, using the excess cost bid to cover the disincentives charged for exceeding the time bid. Second, if no maximum is set for B, then a bidder with a high B and a low-cost bid may be awarded the job and make an unreasonable amount of money from incentive payments. This study develops a quantified model of the price-time bidding contract. A construction cost-versus-time curve is developed from Florida Department of Transportation (DOT) data. The contractor’s price-versus-time curve is then combined with the road-user cost to determine the optimum lower limit to be set on B. Finally, several projects completed by the Florida DOT will be used to illustrate this model.

Given the current momentum for public–private partnerships (PPPs), it is critical to review the experiences of PPP highway projects to see whether they succeed in serving public benefits. This article applies a goal-centered approach to evaluate the effectiveness of nine PPP highway projects in the Commonwealth of Virginia, U.S.A., that were implemented and opened to traffic between 1990 and 2016. Virginia has used highway PPPs more for financing or risk reduction than for efficiency gains. The authors examine four elements of contract agreements—PPP type, private partner selection, financial arrangements, and risk allocation—in these Virginian projects, and find that these arrangements have been effective in accessing innovative finance and preventing cost overrun, while the evidence is limited regarding shifting revenue risk or achieving efficiency gains.

While project management success focuses upon the processes and the successful accomplishments of cost and time objectives, product success deals with the quality of the final product. Recently, quality of the constructed highway has been considered highly important reason for the pavement response and its design life. The main objective of this paper is to improve the management of highway projects in Egypt by determining the most important factors influencing the quality performance of this industry. In total, 39 factors that may influence the quality of highway projects have been defined through a detailed literature review. The factors are tabulated in a questionnaire form, which is sent out to 13 owners of divided highways, 27 owners of regional roads, and 15 consultants. The analysis of the respondents’ perspectives using fuzzy triangle approach shows that the most important factors affecting the quality are availability of experienced staff in the owner’s and contractor’s teams during the project execution; efficiency of the owner’s inspection team; clarity of responsibilities and roles for each owner, consultant, and contractor; pavement which is not designed according to the regional conditions (e.g., soil type, temperature, and traffic volume); and asphalt quality and type used in the construction process.
