This paper presents a simple hydrogen fuel cell vehicle (HFCV) energy consumption model. Simple fuel/energy consumption models have been developed and employed to estimate the energy and environmental impacts of various transportation projects for internal combustion engine vehicles (ICEVs), battery electric vehicles (BEVs), and hybrid electric vehicles (HEVs). However, there are few published results on HFCV energy models that can be simply implemented in transportation applications. The proposed HFCV energy model computes instantaneous energy consumption utilizing instantaneous vehicle speed, acceleration, and roadway grade as input variables. The mode accurately estimates energy consumption, generating errors of 0.86% and 2.17% relative to laboratory data for the fuel cell estimation and the total energy estimation, respectively. Furthermore, this work validated the proposed model against independent data and found that the new model accurately estimated the energy consumption, producing an error of 1.9% and 1.0% relative to empirical data for the fuel cell and the total energy estimation, respectively. The results demonstrate that transportation engineers, policy makers, automakers, and environmental engineers can use the proposed model to evaluate the energy consumption effects of transportation projects and connected and automated vehicle (CAV) transportation applications within microscopic traffic simulation models.

State departments of transportation (DOTs) increasingly use visualization and modeling technologies for delivering transportation projects across the United States. Advanced and innovative technologies have the ability to improve various construction processes and tasks while making the construction process more efficient and productive. Visualization and modeling technologies, which include building information modeling for infrastructure, light detection and ranging, virtual reality, and augmented reality, are becoming more commonplace in transportation construction. Yet, the use of these technologies varies among state DOTs. The intent of this study is to investigate the use of visualization and modeling technologies for transportation construction. This study employed a triangulation research methodology including an extensive literature review, survey questionnaire of DOTs, and seven case studies. Results of the study show that 92% of state DOTs use visualization and modeling technologies for construction. Then, 81% of DOTs use visualization and modeling technologies for constructability reviews, 38% use them for documentation of as-builts and simulating bridge and structure construction, and 35% use them for quality management, inspections, and monitoring progress of work. The main barriers to using visualization and modeling technologies include legal concerns with using digital models as contract documents, incompatibilities in software and hardware between the DOTs and contracted parties, and the appropriate knowledge, skills, and abilities required to use visualization and modeling technologies for construction. The findings from this study provides valuable information for state DOTs to approach their implementation and use of visualization and modeling technologies for transportation construction delivery.

The European Union (EU) and Azerbaijan high-level transport dialogue is the continuation of the long period of cooperation between the EU and Azerbaijan in the area of transport since the early 1990s. The geopolitical and geo-economic maps of Eurasia, the South Caucasus, and the regions around have significantly changed since then thanks to rise of China, India, and other regional actors. These actors in their turn began to initiate competitive logistical and transportation projects to define terms and conditions of the making of Eurasian transport and trade routes. The ultimate goal is to have a share in controlling global flows passing through the strategic spots of Eurasian landmass. The EU’s recent transport dialogue with Azerbaijan reflects and is reaction to those changes that happened in the wider Europe, in Eurasia, and in the globe. This paper tries to place the EU and Azerbaijan transport dialogue to a broader picture to find out what changes conditioned and necessitated the upgraded dialogue between the EU and Azerbaijan. To do so, it traces the EU and Azerbaijan’s transport policies and cooperation since the early 1990s.

Transportation projects can affect health through multiple pathways—for example, by degrading air quality or encouraging active transportation. There is a need to incorporate health considerations in transportation decision-making to achieve health-related community goals. This paper presents highway project scoring criteria that allow for capturing the impact of transportation projects on health. These scoring criteria are organized into five groups—air quality, accessibility, equity, physical activity, and safety—to capture the multiple pathways that transportation interacts with health. The focus of this study was on updating the Massachusetts Department of Transportation Highway Division project scoresheet to incorporate health-related criteria. Evidence base, standards, and data needs based on which each criterion is assessed, as well as limitations, are summarized for each of the proposed criteria. The paper concludes with a discussion on the outcomes of the proposed changes as well as the transferability potential of the proposed criteria.
