On the basis of defining the concept of rural highway project performance, the necessity of the project performance evaluation of rural highway is analyzed. According to the theories of government's public function, fiduciary responsibilities accountability and public finance, the relation between rural highway and public finance are made researches on. Furthermore,with the application of the demand level theory of Maslow, the interrelationship among objects of the rural highway project performance evaluation is made an analysis of, and on top of that, combined with SWOT analysis method, the demand and goal of rural highway project performance evaluation are put forward.

The aim of this article is to study the budget structure of the Karsava municipality and to analyse the results. Taking into account the importance of using different types of methods and approaches to assess the efficiency of public finance management, the SWOT analysis method can be successfully applied to the analysis of the budget of Karsava district municipality. The SWOT analysis method is traditionally used in strategic planning.

Abstrak. Desa Trusmi merupakan sentra batik sekaligus kuliner di Kabupaten Cirebon. Banyaknya pemegang usaha di bidang produksi batik mengakibatkan persaingan dagang diwilayah tersebut. Penelitian ini bertujuan untuk menganalisis SWOT (Strength, Weakness, Opportunities, Threats)  di salah satu usaha batik milik H. Edi Baredi atau sering dikenal dengan EB Batik Tradisional melalui inkuri terbimbing. Analisis meliputi profil usaha, aspek produksi, aspek tenaga kerja, aspek pemasaran dan aspek keuangan. Jenis penelitian ini menggunakan pendekatan kualitatif dengan metode deskripstif analisis. Berdasarkan analisis internal dan eksternal analisis SWOT, strategi yang  dilakukan oleh EB Batik Tradisional yaitu menghindari kehilangan penjualan dan profit yang disebabkan banyaknya persaingan dagang di kawasan sentra batik Trusmi dengan munculnya inovasi baru. Penguatan karakter pada produksi batiknya dapat mengatasi pesaingan dagang dan menambah daya tarik pembeli. Kata Kunci: SWOT, Inkuiri Terbimbing, dan Kegiatan Ekonomi Abstract. Trusmi village is a center of batik as well as culinary in Cirebon Regency. A large number of business holders in the field of batik production has resulted in trade competition in the region. This study aims to analyze SWOT (Strength, Weakness, Opportunities, Threats) in one of the batik business owned by H. Edi Baredi or often known as EB Traditional Batik through guided injury. The analysis includes the business profile, production aspects, labor aspects, marketing aspects, and financial aspects. This type of research uses a qualitative approach with descriptive analysis method. Based on internal and external analysis of the SWOT analysis, the strategy carried out by EB Traditional Batik is to avoid losing sales and profits due to the high level of trade competition in the Trusmi batik center area with the emergence of innovations. Strengthening the character of batik production can overcome trade competition and increase the attractiveness of buyers. Keywords: SWOT, Guided Inquiry, and Economic Activities

Public agencies generally let construction contracts to the lowest responsible, responsive bidder. In following this practice, agencies recognize there are higher risks of cost growth in awarding to either unusually low bids or to certain “claim-conscious” bidders. Despite this awareness, there are few documented studies supporting or quantifying the presence of these perceived competitive procurement risks. This research undertakes that specific task. First, bids and bidders on a sample of Alabama highway projects are grouped into risk categories by information available at the project bid opening—well in advance of any potential contract award— and without considering actual project performance data. Second, the cost growth experiences of these projects are statistically analyzed based upon these risk groupings. The results indicate that cost growth on Alabama highway projects is significantly more likely when projects are awarded to unusually low bids or to certain bidder types. A similar study performed earlier on Texas highway projects provides nearly identical results. This type of analysis and the derived information can be used by public agencies to amend the procurement process and objectively disqualify unusually low bids or questionable bidders without abandoning competitive procurement principles.

A performance evaluation system of finance transportation projects is mainly researched, in which the sub-module of the highway projects evaluation, waterway projects evaluation, Passenger stations projects evaluation, Energy saving projects evaluation are incorporated. In addition, the expert knowledge are inserted in the system, the multi-layer neural network and fuzzy-set theory are used to implement Performance Evaluation system of Finance invest Transportation Projects, and the feasibility and effectiveness of the evaluation system are finally verified by practice.

The aim of being able to see what development strategies are suitable for mangrove tourism in Kampung Sejahtera on Baai Island, Bengkulu City. The research objective was to see the strategy for developing mangrove tourism in Kampung Sejahtera on Baai Island, Bengkulu City with a SWOT analysis. The data collection used was a questionnaire method with a list of questions to the respondents. The analysis method used is a SWOT analysis to see internal factors and external factors, which will then be entered into the SWOT matrix. The research results obtained from the analysis of internal factors and external factors. The result of the internal factor is a strength (strength) of 2.75 while the weakness (weakness) is 1.46, so the value of the internal factor is 2.75-1.46 = 1.29 while from the external factor the opportunity (opportunity) is 2 , 52 and for the threat (threat) is 1.58, the value of the external factor is 2.52-1.58 = 0.94. Based on the analysis diagram, the SWOT strategy is in the Cell (quadrant) I position. This shows that the SO strategy in the SWOT matrix is an aggressive strategy. This strategy explains that Kampung Sejahtera mangrove tourism can take advantage of the surrounding environment. The environment around mangrove tourism is still natural so that it is very likely for the community to add stages such as trading, opening food stalls, and lodging businesses around the mangrove tourism of Kampung Sejahtera on Baai Island, Bengkulu City, and Utilizing mangrove forests so as not to abrasion around mangrove tourism Kampung Sejahtera on Baai Island, Bengkulu City, which makes the tourist area safe and tourists who visit are comfortable and not worried about abrasion

Purpose Modeling represents the art of translating problems from an application area into tractable mathematical formulations whose theoretical and numerical analysis provides insight, answers and guidance useful for the originating application. The purpose of this paper is to determine the causal causes of schedule overrun and cost escalation of highway projects in Egypt in order to be used as independents variables in mathematical models for predicting the percentages of schedule overrun and cost escalation of such projects in Egypt. Design/methodology/approach A survey of a randomly selected samples yielded responses from 40 owners, 15 consultants and 56 contractors. The survey includes 38 schedule overrun factors and 26 cost escalation factors. The effectiveness degree of the identified factors has been identified by the triangle fuzzy approach. Findings The results of the survey show that “contractor’s technical staff is insufficient and ineligible to accomplish the project” is the most important cause of schedule overrun, while the major cause of cost escalation is inadequate preparation of the project concerning planning and execution. Originality/value The main contribution of this study is predicting the percentages of schedule overrun and cost escalation of highway projects in Egypt. Through the application of the linear regression analysis method and statistical fuzzy theory, four predictive models have been developed and it has been noted that the linear regression-based model shows prediction accuracy better than statistical fuzzy-based model in predicting percentages of schedule overrun and cost escalation.
