AbstractThis study, which aims to investigate some potential effects derived from the adoption of performance-oriented funding in the higher education system, is focused on competitive allocative mechanism to provide universities with the staff recruitment budget in the Italian Higher Education System using panel data spanning the period 2012–2018 for 58 public universities. Results show that the geographical area in which universities operate influences their capacity to increase performance and thus financial resources. Indeed, universities located in Northern areas, the wealthier part of Italy, received a higher amount of resources than those located in the rest of the country. These findings reveal the key role played by external factors, which are beyond the control of management, in universities’ capacity to achieve better performance. Results also suggest that policy-makers should identify the correct trade-off between the quest for higher performance within the Italian Higher Education System and equity in resource allocation.

Abstract   The major purposes of this paper is to firstly explore the relationship among three variables namely professional development of faculty members, teachers’ performance and quality of higher education, and secondly to provide solution to perceived issues and challenges faced by higher education system with the help of comprehensive model. Authors have deeply reviewed previous research studies conducted by researchers and have elaborated their views in connection with the current debate. This paper is purely qualitative in nature and authors have formulated comprehensive model that can be helpful for the policy makers and administrators of the higher education system. This comprehensive model clearly explains that if teachers are equipped with proper and well organized pedagogical as well as administrative training programs then their performance can be greatly improved which can further enhance the quality of education delivered to the students. Both pre-service and in-service professional development programs should be organized for faculty members that will improve their knowledge, skills and abilities, which in turn will further improve their academic, pedagogical and administrative job performance resulting the improvement of overall quality education. Moreover the relation that has been explored can be used to minimize many emerging problems, and perceived issues and challenges faced by higher education system. The model proposed by authors will be useful for policy makers who can then make better policies and can design improved procedures to enhance quality of education. Besides all this, the model is also helpful for management/administrators of higher education system to train and develop their faculty members on specified patterns to inculcate healthy learning among their students. Эффективность решения проблем социально-экономического развития России вообще, да и любого региона страны во многом зависит от наличия и использования интеллектуального потенциала общества, значительная часть которого сосредоточена в системе образования. Опыт развитых государств подтверждает мнение, что чем выше уровень образованности их населения, тем выше уровень социально-экономического развития государства. Именно поэтому развитые страны направляют финансовые ресурсы на поддержку и обеспечение развития высшего образования. Отметим, что от образовательного уровня в государстве зависит уровень кадрового потенциала, тогда как от качества человеческих ресурсов зависит уровень развития региона, поэтому анализ состояния и закономерностей развития образовательных учреждений в современных условиях является весьма актуальной темой. В условиях реформирования высшей школы внимание ученых, политических и общественных деятелей к этой проблеме вполне очевидна. Финансирование высших учебных заведений должно быть нацелено на определенные цели. Они реализуются с помощью бюджетного финансирования, которое осуществляется в системе управления экономикой в целом и с помощью создания условий хозяйствования в сфере образования, согласно задачам экономической политики государства в этой области на соответствующем этапе развития. Политика финансирования должна быть целенаправленной, стабильной и прозрачной. Очень важным является совершенствование механизмов финансирования, направленных на развитие системы высшего образования в России. The effectiveness of solving the problems of socio-economic development of Russia in general, and indeed of any region of the country, largely depends on the availability and use of the intellectual potential of society, a significant part of which is concentrated in the education system. The experience of developed countries confirms the opinion that the higher the level of education of their population, the higher the level of socio-economic development of the state. That is why developed countries direct financial resources to support and ensure the development of higher education. It should be noted that the level of human potential depends on the educational level in the state, while the level of development of the region depends on the quality of human resources, so the analysis of the state and patterns of development of educational institutions in modern conditions is a very relevant topic. In the context of the reform of higher education, the attention of scientists, political and public figures to this problem is quite obvious. The financing of higher education institutions should be aimed at certain goals. They are implemented with the help of budget financing, which is carried out in the management system of the economy as a whole and by creating economic conditions in the field of education, according to the tasks of the state's economic policy in this area at the appropriate stage of development. The financing policy should be targeted, stable and transparent. It is very important to improve the financing mechanisms aimed at the development of the higher education system in Russia.

After first surveying the development of academic studies of Islam within the modern Turkish higher education system, this essay provides an inventory of material that has been translated from Western languages into Turkish. It is inevitable that orientalist studies will have a place of tremendous importance in this analysis. However, approaches to the Qur'an and its exegesis which have been developed under the influence of the Western scientific and cultural world encompass a larger range of literature that includes not only the orientalist studies themselves but also the criticisms directed against these studies. Particular attention is paid to the work of Fazlur Rahman and Arab scholars influenced by Western methods, and an assessment of the various issues related to the critique of orientalist works is provided.

Subject .This article discusses the need to bring into line with the future activities of specialists the content of their preparation, the formation of a system model of higher education, which takes into account today's and prospective requirements of the labor market. Objectives. The article aims to research the labor market in four regions of the Volga Federal District of the Russian Federation: the Republic of Tatarstan, Mari El Republic, Chuvash Republic, and the Ulyanovsk oblast, as well as discuss problems and prospects of interaction of universities with enterprises and organizations of these regions. Methods. For the study, I used the methods of logical and statistical analyses, and in-depth expert survey. Results. The article analyzes the state of regional labor markets, presents the results of the expert survey of labor market representatives and heads of the regional education system, and it defines possible ways of harmonizing the interaction of universities with the labor market. Conclusions. The article notes that although the number of employed with higher education is growing, at the same time there is a shortage of highly qualified personnel in certain professions, on the one hand, and unskilled workers, on the other. Also, the article says that the universities do not prepare the necessary for the regions specialists in a number of professions or they provide a set of competencies different from the requirements of the labor market, so it is necessary to form and develop effective directions of cooperation between educational institutions and employers.
