China is currently the major foreign direct investment (FDI) destination arising from her open door policies since 1978. FDI has become a large impetus to China’s economic growth. However, the geographical distribution of FDI in China is severely biased with 83% concentrated in the eastern region. This is a result of not only differences in locational advantages but also the result of the initiating policies and temporal differences of FDI inflows among the regions. This study aims to examine the determinants of FDI and examine empirically the possible coherent policies for the three regions of China (Eastern, Central and Western) using the spatial panel analysis for the data within the period of 1994 to 2008. The empirical results show that the determinants of FDI vary among the three regions, depending on the motives of the investor and the results of policy bias. The entrepreneurial nature of competition of FDI among the provinces revealed by the spatial FDI factor is a conclusion that cannot be ignored. A more coherent policy on FDI inflows into China is an urgent necessity, though the policies for each region must be, of necessity, different for each of the three regions.   Keywords: Foreign Direct Investment, China, Spatial panel model, spatial variables JEL: F14, C33

This paper considers a recently developed consumption-based carbon emissions database from which emissions calculations are made based on the domestic use of fossil fuels plus the embodied emissions from imports minus exports, to test directly for the importance of trade in national emissions. The People’s Republic of China (PRC) alone is responsible for over half the global outflows of carbon via trade. The econometric estimations—which focused on a panel of 20 Asian countries—determined that: (i) trade flows were significant for consumption-based emissions but not for territory-based emissions; and (ii) exports and imports offset each other in that exports lower consumption-based emissions, whereas imports increase them. Hence, all countries should have both an interest and a responsibility to help lower the carbon intensity of energy in countries that are particularly important for global carbon transfers—the PRC and India.

The Huang-Huai-Hai Plain is the major crop-producing region in China. Based on the climate and socio-economic data from 1995 to 2018, we analyzed the spatial–temporal characteristics in grain production and its influencing factors by using exploratory spatial data analysis, a gravity center model, a spatial panel data model, and a geographically weighted regression model. The results indicated the following: (1) The grain production of eastern and southern areas was higher, while that of western and northern areas was lower; (2) The grain production center in the Huang-Huai-Hai Plain shifted from the southeast to northwest in Tai’an, and was distributed stably at the border between Jining and Tai’an; (3) The global spatial autocorrelation experienced a changing process of “decline–growth–decline”, and the area of hot and cold spots was gradually reduced and stabilized, which indicated that the polarization of grain production in local areas gradually weakened and the spatial difference gradually decreased in the Huang-Huai-Hai Plain; (4) The impact of socio-economic factors has been continuously enhanced while the role of climate factors in grain production has been gradually weakened. The ratio of the effective irrigated area, the amount of fertilizer applied per unit sown area, and the average per capita annual income of rural residents were conducive to the increase in grain production in the Huang-Huai-Hai Plain; however, the effect of the annual precipitation on grain production has become weaker. More importantly, the association between the three factors and grain production was found to be spatially heterogeneous at the local geographic level.
