AbstractThe EU Water Framework Directive requires the development of management responses aimed towards improving water quality as a result of improving ecosystem health (system state). Ecosystems have potential to supply a range of services that are of fundamental importance to human well-being, health, livelihoods and survival, and their capacity to supply these services depends on the ecosystem condition (its structure and processes). According to the WFD, Programmes of Measures should be developed to improve overall water status by reducing anthropogenic catchment pressures to levels compatible with the achievement of the ecological objectives of the directive, and when designed and implemented properly should improve the ecological condition of aquatic ecosystems that the delivery of ecosystem services depends on. Monitoring and evaluation of implemented measures are crucial for assessing their effectiveness and creating the agenda for consecutive planning cycles. Considering the challenges of achieving water status improvements, and the difficulties of communicating these to the wider public, we develop a framework for the evaluation of measures cost-effectiveness that considers ecosystem services as the benefits from the reduction of pressures on water bodies. We demonstrate its application through a case study and discuss its potential to facilitate the economic analysis required by the directive, and that most European water authorities had problems with. Findings demonstrate the potential of the methodology to effectively incorporate ecosystem services in the assessment of costs and benefits of proposed actions, as well as its potential to engage stakeholders.

The high share of global energy costs to create an indoor climate has been of increasing interest to the global community for several decades and is increasingly the focus of policy. This paper analyses the energy performance gap between actual energy consumption and energy demand obtained during the dynamic energy simulation and building certification. To identify the energy performance gap, an existing office of energy efficiency class B was selected as a case study. The simulation program IDA Indoor Climate and Energy was used to create a dynamic energy model, based on the designed documentation and the actual indoor climate parameters recorded by the building management system. The results of the case study showed that the accuracy and reliability of the results presented by the dynamic energy model of the building directly depend on the assumptions. The correct values of the internal heat gains, indoor climate parameters, human behavior, air quality levels at different times of the day and season, HVAC system operation parameters and operation modes, specific fan powers of ventilation systems, the seasonal energy efficiency of cooling equipment and characteristics of sun protection measures have to be selected.

The term partnership is increasingly used by governments, industry, community organizations and schools in supporting their daily activities. Similar to the terms ICT and learning, partnerships are now ubiquitous in policy discourse. Yet, the term remains ill-defined and ambiguous. This chapter reviews and reflects on a government-led industry-school partnership initiative in the state of Queensland, Australia, to understand how the concept was applied and the consequences. PPP principles derived from the literature were used as a framework to review this initiative. The methodology of this qualitative case study involved consultations with stakeholders and an analysis of Gateway schools' policy documents, and research literature. The review suggests that despite the use of terminology akin to PPP projects in Gateway school program and policy documents, the implicit suggestion that this initiative is a public-private partnership can be interpreted as partially tenable. The majority of principles shaping a PPP have not been considered in any significant manner in the Gateway schools program. Although the review recognizes the legitimate and sincere purpose of the Gateway schools program, a more explicit adoption of a PPP framework during the design, monitoring, and evaluation stages could have strengthened the initiative in terms of outcomes, benefits, and sustainability.

This chapter presents a case scenario of lactose intolerance. Lactose intolerance is the inability to digest and absorb lactose, which is the sugar in milk, due to deficiency of the enzyme lactase. This condition commonly occurs after weaning, and it results in various gastrointestinal symptoms such as diarrhea. In addition, it may result in nutritional deficiencies. Management of lactose intolerance requires diet manipulations. This case study provides the needed information to implement the appropriate intervention such as patient's details and case history. Moreover, the case analysis section discusses in detail the disease pathophysiology and the medical nutrition therapy goals. This comprehensive analysis will allow the dietetic professional to follow the nutrition care process (NCP) framework (assessment, diagnosis, intervention, and monitoring and evaluation) to properly intervene and deal with the case. This case study will show the importance of the medical nutrition therapy for the management of lactose intolerance.

The general objective of the study was to examine effectiveness of the role of public sector monitoring and evaluation in promoting good governance in Uganda, with a focus on Ministry of Local Government. Specifically, the study sought to: examine out how effective role of M&E accountability, M&E Management Decision, M&E Organisational learning in promoting good governance and draw lessons from practice, and provide a recommendation to better inform the implementation strategy of M&E in the Ministry of Local Government. A case study design was used and both qualitative and quantitative data collection techniques were employed. The respondents comprised of staff of the Ministry of Local Government and Office of the Prime Minister. Quantitative data was analysed using correlation and percentages while qualitative data was analysed using content analysis. The study revealed that M&E accountability, M&E management decision and M&E organisation learning had significant role in promoting good governance in the Ministry of Local Government. It was therefore concluded that M&E enhanced accountability, management decision and organisation learning and promoted good governance. The study recommended that M&E should not only be tied to nominal compliance but should support evidence-based decision making. M&E should be properly institutionalised, funded and located so as to mediate policy process, planning and service delivery.

Purpose – The purpose of this paper is to focus on improving the monitoring and evaluation of DRM capacity development initiatives. Design/methodology/approach – The paper first explores the complexities and challenges presented in the literature, before using empirical data from a research project in six countries (Ethiopia, Pakistan, Myanmar, Philippines, Haiti and Mozambique) to discuss current approaches to M & E of DRM capacity strengthening interventions. Findings – This is generally an area of technical weakness in the initiatives studied, with poor understanding of terminology, little attention to outcomes or impact and few independent evaluations. The need for greater inclusion of participants in M & E processes is identified and one programme from the fieldwork in Mozambique is presented as a case study example. Originality/value – The paper ends by presenting a unique M & E framework developed for use by DRM programmes to track the outcomes of their interventions and ultimately raise standards in this area.
