The market is a decentralized system that can bring about efficient economic decisions. This paper examines whether social choice mechanisms can duplicate this success in the political arena. The famed Arrow result tells us centralized systems cannot achieve efficient, nondictatorial outcomes unless they rely on cardinal preferences. With decentralization, efficiency comes to require something more: the truthful revelation of preferences. Schemes that elicit honest preferences are derived here. By their very structure they are shown to lead to inefficient outcomes. This negative result leads to the question whether the validity of the initial analogy continues. Market-based standards of performance may be innappropriate for investigations of political phenomena.

As an innovation in the world of computers, blockchain has many benefits and is also widely applied in the world of education. Blockchain itself has many advantages, especially in the world of education. Blockchain is a digital data storage system that consists of many servers (multiserver). In this Blockchain technology, data created by one server can be replicated and verified by another server. By using this technology with a decentralized system and strong cryptography and can help colleges or universities to build infrastructure in the archive storage of transcripts, diplomas, and diplomas. Usage One of the blockchain technology applications in education is iBC, namely the e-learning Blockchain Certificate, book copyright, and also e-Portfolios. iBC or e-learning Blockchain Certificate is a tool designed to create, verify and also issue blockchain certificates. As has been supported by the IBC to create certificates that are globally verified and stored in a decentralized manner. Here will be presented use cases that are relevant in the use of Blockchain technology in educational environments, especially data processing in universities and we also try to design an IBC based on blockchain technology that can be used to support transparency and accountability of colleges or universities in issuing diplomas and grades.

In Japan, night soil, or black water, was formerly used as fertilizer for agriculture. However, during the rapid economic growth that took place after 1960, chemical fertilizers began to be adopted for agriculture and night soil was almost abandoned. How to treat the excess of night soil then became a big challenge to tackle. From that time a variety of night soil treatment technologies have been developed and the Japanese government has actively promoted the construction of night soil treatment facilities all over the country. As measures for domestic wastewater treatment, sewerage systems were spread in high-density urban areas, while a decentralized system called johkasou was diffused in rural areas with low population density. Johkasou is a unique system that was devised in Japan and mainly treats domestic wastewater on-site. Night soil treatment systems and decentralized wastewater treatment systems used in Japan are introduced in this paper, in the hope that the experience acquired in Japan will contribute to improve the sanitation conditions in other countries.

According to the Indonesian constitutional authority of DPD system is still very limited. All tasks and authority of DPD limited to the aspects that are closely linked with the area. Nevertheless, the Council position is not aligned with the Parliament; therefore need to be reviewed in the Council's role in the decentralized system of regional autonomy. So as to encourage the establishment of legislation to the maximum this is more favorable to the region and the well-being of the people in the area.
