The downfall of the New Order Regime in 1998 brought about significant change to Indonesia’s public sector.  Law number 22 of 1999, further refined by Law 32 of 2004, provide legal bases for district governments to administer the public sector. The central government also introduces the notion of good governance through the promulgation of various regulations. For Madrasah however, decentralization policy failed to provide clear legal bases as to how it relates to district government. Law 32 of 2004 verse 10 article 3 retains the centralized management by the Ministry of Religious Affairs. This however does not exclude Madrasah from public demand of implementing the principle of good governance. This study analyses the dynamics of principal-ship both in the Sekolah and the Madrasah in the era of decentralization. By comparing two research sites, this study sought to create better understanding about the context by which the organization climate of two different schools are shaped, and how principals and teachers perceives the notion of school leadership in the light of most recent policy development. To do this, interviews were undertaken and questionnaire-based data collection was also conducted. The study found that in the ground level implementation of decentralization policy, Sekolah developed more rigorous leadership compared to that in the Madrasah. This research recommends the adoption of stronger regulation regarding principal-ship of Madrasahs in order to create an environment that is more in tune with the spirit of public service reforms.

To solve the problems of bulky, high cost and difficult maintenance existing in the electric parameters monitoring system currently, a new electric energy monitoring system is designed. In the system, MAXQ3180 chip can collect the voltage, current, power factor, harmonic and other parameters of the load. Then the relevant data can be collected and sent to AT89S52 microcontroller through SPI bus to saving and manipulating. Meanwhile, to achieve the goal of decentralized control and centralized management, the system can exchange the relevant data with upper computer by CAN bus communication mode. Then the accurate measurement and intelligent management of the electric parameter can be achieved.

After years of practice, Shanghai University of Political Science and Law has emerged in a number of international competitions and formed a unique management system for training foreign-related legal talents. The practice management of international moot competition includes centralized management, teaching management, scientific research management and autonomous management. The mutual coordination of the above management methods can effectively improve the ability of law students to analyze and solve problems, help them better adapt to the international practice environment in advance, and provide a replicable and popularized mode for long-term cultivation of outstanding foreign-related legal talents.

Centralized management and sharing of manufacturing resources is one of the important functions of cloud manufacturing platform. There are many kinds of manufacturing resources, centralized management, optimized scheduling, quick searching for various manufacturing resources become important issues in a cloud manufacturing platform. This paper presents a resource management model based on metadata to realize the access and unified management of the hardware resources, software resources and knowledge resources. Two management approaches respectively for static and dynamic resource data are introduced to realize resource state monitoring and real-time information collecting. On this basis, the relationship between static and dynamic data is determined and service-oriented of resources is realized.
