Applying multi-criteria decision-making to protected areas and buffer zone management: A case study in the Royal Chitwan National Park, Nepal

A complex relationship between the residents and protected areas continue to be an obstacle to successful conservation of protected areas. Conflicts between park authority and people living around the park pose a threat to conservation. Moreover, crop depredation due to wildlife incurs a severe economic loss to communities living in the close vicinity of the park, affecting the livelihood and well-being of locals. Many studies have been carried out emphasizing the identification and quantification of crop damage, but studies highlighting the means used for the crop protection and their effectiveness are limited. This paper examines frequency of the crop damage by wildlife and efficacy of utilized management practices in Shivapuri National Park (SNP). Altogether 132 households were visited in two buffer zone villages namely, Sikre and Jhor Mahankhal of Shivapuri National Park, Nepal. The study suggested that crop depredation by wildlife was a function of several factors, namely, distance of the farmland from the park, size of the crop raiding animals, frequency of their attacks on the farmland, and the type of crops. Five different measures were identified by the communities which they regularly used to prevent crop damage. Both traditional as well as modern means were used by households to guard crops from invading wild animals. The means of crop protection from wildlife differed according to the type of animal and crop being protected. Biofencing and trenches were effective for the small animals. Watch tower “Machans” and throwing flaming sticks and making noises were the most effective and safest means of crop guarding from all kind of animals. Though crop guarding was intensive, no means were found to be able to prevent crop damage completely. Thus, site specific management strategies as well as technical and financial support from donor organizations would be most useful to minimize crop loss.Nepal Journal of Science and Technology Vol. 16, No.1 (2015) pp. 1-10

Bat surveys in 20 Protected Areas (PAs) of Nepal are sporadic and/or had targeted purposively a few localities, therefore, bat diversity from the PAs is yet to be explored. Bat species richness in PAs from two reviews until 2011 are inconsistent. In total, seven surveys have been undertaken in six PAs since 2011. Hence, an update and revision on chiropteran account from the PAs of Nepal is warranted. We reviewed available literatures and museum collection records, and further collated and plotted bat occurrence coordinates into the country and mapped them. In total, 44 of 53 bat species in Nepal have been recorded from 12 PAs. Annapurna Conservation Area (ACA) reports highest species richness (22) followed by Shivapuri Nagarjun National Park and Buffer Zone (SNNP & BZ) (15), Makalu Barun National Park and Buffer Zone (MBNP & BZ) (14) and Chitwan National Park and Buffer Zone (CNP & BZ) (13). In contrast, survey localities are more in CNP & BZ (12), ACA and SNNP & BZ (equally 11) and MBNP & BZ (10). Species richness increased proportionately with higher survey efforts and including more habitat types in respective PAs. Three species: Rhinolophus ferrumequinum, Rh. pearsonii and Rh. sinicus are recorded from six out of 12 PAs. Pipistrellus javanicus (12), Hipposideros armiger (10), Cynopterus sphinx (9) and Rh. sinicus (9) are recorded from maximum number of surveyed localities in the PAs. All the PAs have limited occurrence records. Therefore, intensive surveys are recommended for understanding actual chiropteran diversity to the PAs of Nepal.

Maintenance of eco-system diversity is often carried out by establishing national parks, wildlife reserves and other protected areas. The fourth amendment of the National Park and Wildlife Conservation Act in 1992 made the provision of buffer zone for protected areas considering buffer zone, an area of 2km in the vicinity of the park could benefit from park revenue (30-50 percent) and in return the community is supposed to participate and assist in park management activities. Between 1996 and 2010 Government of Nepal demarcated buffer zones of 12 protected areas covering a total area of 5602.67 square kilometer in 83 VDCs and two Municipalities of 27 districts where benefiting human population is over 0.9 million. In the buffer zone management programme emphasis has been given on the natural resource management where need of eco-friendly land use practices and peoples participation in conservation for long term sustainability are encouraged. Floods are natural risk with a very high frequency, which causes to environmental, social, economic and human losses. The floods in the town happen mainly due to human made activities about the blockage of natural drainage, haphazard construction of roads, building, and high rainfall intensity. Detailed maps showing flood vulnerability areas are helpful in management of flood hazards. Therefore, present research focused on identifying flood vulnerability zones in the Pune City using multi-criteria decision-making approach in Geographical Information System (GIS) and inputs from remotely sensed imageries. Other input data considered for preparing base maps are census details, City maps, and fieldworks. The Pune City classified in to four flood vulnerability classes essential for flood risk management. About 5 per cent area shows high vulnerability for floods in localities namely Wakdewadi, some part of the Shivajinagar, Sangamwadi, Aundh, and Baner with high risk.

The Fishing Cat is a highly specialized and threatened felid, and its status is poorly known in the Terai region of Nepal.  Systematic camera-trap surveys, comprising 868 camera-trap days in four survey blocks of 40km2 in Rapti, Reu and Narayani river floodplains of Chitwan National Park, were used to determine the distribution and habitat characteristics of this species.  A total of 19 photographs of five individual cats were recorded at three locations in six independent events.  Eleven camera-trap records obtained during surveys in 2010, 2012 and 2013 were used to map the species distribution inside Chitwan National Park and its buffer zone.  Habitat characteristics were described at six locations where cats were photographed.  The majority of records were obtained in tall grassland surrounding oxbow lakes and riverbanks.  Wetland shrinkage, prey (fish) depletion in natural wetlands and persecution threaten species persistence.  Wetland restoration, reducing human pressure and increasing fish densities in the wetlands, provision of compensation for loss from Fishing Cats and awareness programs should be conducted to ensure their survival.  We also recommend studying genetic diversity of sub-populations, as well as habitat use by radio-tagging.

The siting of Municipal Solid Waste (MSW) landfills is a complex decision process. Existing siting methods utilize expert scores to determine criteria weights, however, they ignore the uncertainty of data and criterion weights and the efficacy of results. In this study, a coupled fuzzy Multi-Criteria Decision-Making (MCDM) approach was employed to site landfills in Lanzhou, a semi-arid valley basin city in China, to enhance the spatial decision-making process. Primarily, 21 criteria were identified in five groups through the Delphi method at 30 m resolution, then criteria weights were obtained by DEMATEL and ANP, and the optimal fuzzy membership function was determined for each evaluation criterion. Combined with GIS spatial analysis and the clustering algorithm, candidate sites that satisfied the landfill conditions were identified, and the spatial distribution characteristics were analyzed. These sites were subsequently ranked utilizing the MOORA, WASPAS, COPRAS, and TOPSIS methods to verify the reliability of the results by conducting sensitivity analysis. This study is different from the previous research that applied the MCDM approach in that fuzzy MCDM for weighting criteria is more reliable compared to the other common methods.

This study is based on ethnographic research that analyzes how traditional knowledge and local beliefs on biodiversity conservation relates to the local ability to adapt and be resilient to climatic changes in two communities around Gorongosa National Park, Mozambique: Nhanfisse in the buffer zone and Muanandimae in the core area. A total of 78 semi-structured interviews with heads of households were conducted. We found that both communities carried out practices and held beliefs associated with conservation, such as protecting trees and animal species considered sacred or perceived as beneficial for human life in terms of water provision and agricultural production. In addition to traditional ceremonies that respond to extreme climatic events such as drought and flood, other adaptation strategies used by the communities include moving to neighboring areas in search of better living conditions and using forest products in times of scarcity. We discuss that the management of the park should be agreed on, in a shared way, between local communities and conservation agents to ensure that these areas continue to perform the ecological, subsistence, and spiritual functions required. Our research results contribute to a better understanding of local adaptation dynamics towards extreme climatic events and improvement of management strategies.

Cultural resources are commonly defined as resources that provide material evidence of past human activities. These resources are unique, as they are both finite and non-renewable. This provides a challenge for traditional visitor use management since these resources have no limits of acceptable change. However, with nearly every national park in the US containing cultural resources, coupled with ever-growing visitation, it is essential that managers of parks and protected areas have the ability to make science-informed decisions about cultural resources in the context of visitor use management. We propose a framework that can help provide context and exploration for these challenges. Drawing on previous literature, this framework includes risk-based approaches to decision making about visitor use; visitor cognitions related to cultural resources; emotions, mood, and affect related to cultural resource experiences; creating and evaluating interpretive programs; deviant visitor behaviors related to cultural resources; and co-management.
