This paper presents the views of clients in public sector on design and build(D&B) procurement method. Specifically, their reasons of adopting D&B and refusing to adopt it were explored. Data were collected through face-to-face interviews with ten senior staff from four major public organisations in Hong Kong. The findings indicate that public clients held different views on D&B methods based on different grounds. Apart from functional requirements such as project completion time, cost certainty, etc., internal resources and political force would also influence client's adoption of D&B method in the public sector.

Given the typical age onset of schizophrenia, there are tremendous economic and social impacts that extend beyond the person and their families. One critical determinant of the diseases' impact is the patient's adherence to antipsychotic drug treatment. Approved in 2015 for the treatment of schizophrenia, paliperidone palmitate (Invega Trinza, a 3-month injection, noted as PP3M) is a second-generation long-acting injectable antipsychotic medication. Among the different formulations offered for palmitate paliperidone, including the 1 and 3-month formulations, the longer duration 3-month formulation was better at preventing relapse in schizophrenic patients. To date, different formulations of palmitate paliperidone that have been studied on relapse episodes of schizophrenia include once-daily extended-release oral paliperidone (ORAL paliperidone), once-monthly paliperidone palmitate (PP1M), and once-every-3-months paliperidone palmitate (PP3M). Post-hoc analyses show that patients who were withdrawn from PP1M paliperidone had the least risk of relapse, followed by patients withdrawn from PP3M and patients withdrawn from ORAL paliperidone. PP3M was better at preventing relapse compared to ORAL paliperidone. The results demonstrated that 50% of patients who were withdrawn from ORAL paliperidone, PP1M, or PP3M remained relapse-free for ~2, 6, and 13 months, respectively. Compared to PP1M, PP3M is just as safe and effective and has the added advantage of increased adherence related to a longer dose interval, decreasing the risk of relapse.

Purpose The purpose of this paper is to compare service outsourcing decisions between public and private organizations and against a theoretical decision-making framework to both understand differences across the sectors and to provide an outsourcing framework more suitable specifically for outsourcing (and for the public sector). Design/methodology/approach Multiple case studies, i.e. a study of phenomena (here outsourcing process) at various sites is used as an approach. Findings Findings indicate that public sector organizations are trailing behind private sector organizations in how the decision-making process is conducted and resourced. The authors suggest regular evaluation of service functions internally as a starting point for the outsourcing service decision-making process. Additionally, the market analysis should be done prior to cost analysis and benchmarking as the availability of suppliers more qualified than the internal process defines the make or buy decision. Research limitations/implications The newly developed framework based on empirical evidence includes the following phases: regular evaluation of service functions, market analysis, cost analysis and benchmarking and evaluating relevant service activities. Applying the framework improves the efficient delivery of outsourced public services and brings public sector outsourcing closer to the professionalism currently present in the private sector. Originality/value Choosing between in-house and outsourced service delivery is a fundamental decision in both private and public sector organizations. Previous outsourcing research has mostly focused on the private sector, with limited focus on the public sector’s outsourcing processes, yet understanding of the service outsourcing process is important in ensuring organizational competitiveness and cost efficiency.

The Design and Build (D&B) procurement method is one of the systems advocated to overcome inadequacies with the traditional procurement method. In recent years, this innovative procurement method has been put to practice in Hong Kong where a vast amount of infrastructure works is taking place. This paper aims to illustrate the applicability of design-build in the Hong Kong setting.As most D&B projects are undertaken by the public sector of Hong Kong, the main features of a public sector project and reasons for its wider use on D&B are fully examined in the paper. To further explore the benefits of D&B in actual practice, structured interviews have been conducted with clients, contractors and consultants running D&B projects in Hong Kong. Summary of major problems of running D&B projects from the previous study by the authors is also outlined. With the increasing use of D&B in the public sector of Hong Kong and worldwide, more research can be undertaken on the quantitative comparison of the traditional mode of procurement and how to carry out a D&B project successfully so as to develop a knowledge base for the D&B procurement method.
