Against the European trend, German statutory collective bargaining extensions (SBEs) have decreased in the last two decades, contributing to the exceptional erosion of German wage-bargaining coverage. This article distinguishes between two liberalization dynamics: an intrasectoral dynamic that started with the introduction of employers’ association memberships outside the scope of collective agreements, and an intersectoral dynamic. The latter is the result of an abnormal German institutional feature, the veto power of the employers’ umbrella association in the committees that have to approve SBE applications. Activation of this veto enabled employers to promote collective bargaining erosion in sectors other than their own, in order to contain cost pressures. This intersectoral liberalization dynamic has been part of Germany’s transition into an asymmetrically export-driven growth regime and could be stopped by means of political reforms.

The article discusses trade union representation of employee interests at the workplace level. The author analyzes the structure of the company trade union organization, the facilitations in its functioning and the most important rights, including the right to collective bargaining. The analysis is the basis for assessing the current regulation and formulating conclusions for the future.

This paper covers research whose goal was to analyse affective changes in the process of change in the labour relations model that was consolidated throughout the 1990s. Based on a case study, the focus was on the emotional content expressed by the protagonists inrelation to this collective bargaining framework. In conducting the analysis, we used the wide range of procedures provided by Discourse Analysis (DA). Part of this analysis focused on the protagonists’ emotional management of the early stages of the negotiation. The results let us delve deeper into the affective nature of this process, thereby expanding the light shed by other theoretical and methodological perspectives on this change in the labour relations model.


Significance The lockout followed failure to reach a new collective bargaining agreement (CBA) and pitches a cartel of owners against arguably the most powerful labour union in the United States. The two sides are far apart and disruption to the 2022 season cannot be ruled out. Impacts Even a contract agreement by February 1 would leave little time for free agents to find clubs and other players to secure terms. Should a players' strike happen, it will not be likely until after the season has begun, giving the players' union more leverage. Pressure to unionise minor league baseball will grow.

Using firm-level data from Germany, this study examines the link between foreign ownership and the coverage by centralized (multi-employer) bargaining agreements. Conforming to theoretical considerations, the empirical analysis shows that it is important to distinguish between a direct and an indirect influence of foreign ownership on centralized collective bargaining. The direct influence of foreign ownership lowers the probability that a firm is covered by a centralized agreement. The indirect influence works through the unionization of the workforce. If the size of the firm does not exceed a critical level, the indirect influence counteracts the direct influence. Foreign ownership leads to a higher share of union members which, in turn, has a positive influence on the coverage by a centralized agreement. However, in very large firms the indirect influence appears to be negative. Foreign ownership is associated with a lower share of union members.

PurposeThe paper aims to analyze collective bargaining in the facility management business of these six countries to explore similarities and differences between them. The analysis serves to test the differential impact of the national institutional setting on the protection provided by collective agreements to facility management workers.Design/methodology/approachThe paper adopts a case study methodology to approach a facility management multinational company providing services in six European countries (France, Italy, The Netherlands, Poland, Spain and the UK) that represent different industrial relations systems with variance in key dimensions of collective bargaining, including its structure, coverage and extension of agreements.FindingsThe extension of the facility management business model has not always adopted a high-road strategy aimed at enhancing the quality and efficiency through the integrated management and delivery of services, which is expected to positively impact employment conditions. Rather, it has, in many cases, been a deliberate, low-road attempt to undercut working standards, taking advantage of the multiple services provided by the company in a context of growing de-centralization in collective bargaining. The results point to an important role of industrial relations institutions in shaping facility management strategies and outcomes.Originality/valueSimilar to other forms of outsourcing, facility management leads to fragmented employment relations. However, the concentration of outsourced workers under the same supplier organization introduces opportunities to ensure the protection of workers, depending on the adoption of a high- or low-road competitive strategy. This paper provides for the first time comparative evidence about industrial relations in facility management businesses, a largely under-researched area.
