East-Central Europe’s new security concern: foreign land ownership

While foreign land ownership has become a post-Cold War security concern for East-Central Europe, it has been neglected in security studies focused on more traditional topics. This article offers a comparative analysis of: (1) the post-1989 development of policy towards land sales to non-citizens, (2) why foreign land ownership has been the most controversial in Hungary and especially Poland, and (3) why foreign ownership can be a useful tool for nationalists. Mining the land issue ultimately strikes a deeper tension between foreign-driven pressures to liberalize land markets within a pan-European free market and the still-strong belief that states should control land sales for the good of the nation.

The main elements of U.S. immigration policy date back to the early Cold War. One such element is a screening process initially designed to prevent infiltration by Communist agents posing as migrants from East-Central Europe. The development of these measures was driven by geopolitical concerns, resulting in vetting criteria that favored the admission of hardline nationalists and anti-Communists. The argument proceeds in two steps. First, the article demonstrates that geopolitics influenced immigration policy, resulting in the admission of extremist individuals. Second, it documents how geopolitical concerns and the openness of U.S. institutions provided exiles with the opportunity to mobilize politically. Although there is little evidence that the vetting system succeeded in preventing the entry of Communist subversives into the United States, it did help to create a highly mobilized anti-Communist ethnic lobby that supported extremist policies vis-à-vis the Soviet Union during the early Cold War.

AbstractFor many commentators the lack of success in international statebuilding efforts has been explained through the critical discourse of ‘liberal peace’, where it is assumed that ‘liberal’ Western interests and assumptions have influenced policymaking leading to counterproductive results. At the core of the critique is the assumption that the liberal peace approach has sought to reproduce and impose Western models: the reconstruction of ‘Westphalian’ frameworks of state sovereignty; the liberal framework of individual rights and winner-takes-all elections; and neo-liberal free market economic programmes. This article challenges this view of Western policymaking and suggests that post-Cold War post-conflict intervention and statebuilding can be better understood as a critique of classical liberal assumptions about the autonomous subject – framed in terms of sovereignty, law, democracy and the market. The conflating of discursive forms with their former liberal content creates the danger that critiques of liberal peace can rewrite post-Cold War intervention in ways that exaggerate the liberal nature of the policy frameworks and act as apologia, excusing policy failure on the basis of the self-flattering view of Western policy elites: that non-Western subjects were not ready for ‘Western’ freedoms.

The paper focuses on the ways of visualizing political and economic transformation in the works of artists from post-communist Europe mainly in the 1990s. Those works, which today, in a wide geographical context, may be interpreted as problematizing the idea of transformation, were often originally appropriated by such discourses of the post-transformation decade as the art of the new media and technology (Estonia), performance (Russia), feminism (Lithuania), body art (Hungary), and critical art (Poland), which marginalized the problem of transformation. Analyses of the works of artists from Lithuania, Estonia, Hungary, Bulgaria, and Russia make it possible to determine and problematize the poles of transformation in a number of ways, pointing at the inadequacy of those poles which traditionally spread from the end of totalitarian communism to democracy identified with free market economy. By the same token, they allow one to question their apparent antithetical character which connects the transformation process to the binary structures of meaning established in the period of the Cold War. The presented analyses demonstrate that the gist of the transformation was not so much the fall of communism, which is surviving in the post-1989 art of East-Central Europe due to the leftist inclinations of many artists with a Marxist intellectual background, but the collapse of the binary structure of the world. Methodologically inspired by Boris Buden, Susan Buck-Morss, Marina Gržinić, Edit András, Boris Groys, Alexander Kiossev, and Igor Zabel, they restore the revolutionary character of 1989 and, simultaneously, a dialectical approach to the accepted poles of the transformation. An example of ideological appropriation, which may be interpreted as problematizing the political transformation, is Trap. Expulsion from Paradiseby the Lithuanian artist Eglė Rakauskaitė. The first part of the paper focuses on Jaan Toomik’s May 15-June 1, 1992, interpreted in the theoretical terms proposed by Marina Gržinić and Boris Groys as a work of art that visualizes the concept of post-communism as excrement of the transformation process. Placed in the context of such works as In Fat(1998) by Eglė Rakauskaitė, 200 000 Ft(1997) by the Hungarian artist Kriszta Nagy or Corrections(1996-1998) by Rassim Krastev from Bulgaria, Toomik’s work is one of many created at that time in East-Central Europe, which thematized the transformation process with reference to the artist’s body. Krastev’s Correctionsproblematizes the transformation as a process of self-colonization by the idiom of the West, as well as a modification of the utopia of production, one aspect of which was propaganda referring to the body, changing it in an instrument that transformed the political order into a consumerist utopia where bodies exist as marketable products. The part titled, “The Poles of Transformation as a Function of the Cold War,” focuses on A Western View(1989) by the Bulgarian artist Nedko Solakov and This is my blood(2001) by Alexander Kossolapov from Russia. In a theoretical context drawn from the texts by Zabel, Buden, and Ekaterina Degot, Solakov’s work has been interpreted as problematizing the transformation understood as refashioning the world, no longer based on the bipolar division into East and West. The paper ends with an analysis of Cunyi Yashi, a work of the Hungarian artist Róbert Szabó Benke, which problematizes the collapse of the bipolar world structure in politics and the binary coding of sexual identity. In Szabó Benke’s work, the transformation is represented as rejection of the binary models of identity – as questioning their role in the emergence of meanings in culture.

In this article, Rozita Dimova examines the rearticulation of class and ethnicity and how class distinctions produced by a free market and neoliberal economy in Macedonia have affected the interaction of Albanians and Macedonians in postsocialist Macedonia. Dimova highlights the ethnic dimensions of changing patterns of consumption by exploring the class mobility of one ethnic group (Albanians) and thus combines class, commodities, and consumption with notions of ethnicity. The process of articulating ethnicity and class is induced by the larger neoliberal context of the post-Cold War world in which the political economy of the "free" market and privatization inform local subjectivities. The domain of consumption, therefore, offers a place from which we can understand the complex interactions of multiple actors in Macedonia and see the various economic, performative, and symbolic significance of consumption in which the social mobility of the nouveaux riches Albanians has contributed to the loss of class privileges experienced by many ethnic Macedonians.

‘The New Right’, as it has come to be known, derives from at least two major intellectual sources, free market theory and social conservatism. The question how far these are compatible is frequently raised. The aim of this two-part article is to explore the impact of ‘New Right’ thinking in East Central Europe (specifically in Czechoslovakia, Poland and Hungary) in order to show that, in the conditions of ‘real socialism’, free market and social conservative ideas seem to arise naturally from the same root conceptions. The first part deals with Czechoslovakia-specifically with the thought of Patocka, Have1 and Bratinka, and with the conservative wing of the Charter movement. It argues that, while many writers would specifically reject labels like ‘conservative’ or ‘right-wing’, the actual content of their thought is very close to that of the New Right in the western hemisphere. In particular, the call for a ‘depoliticization’ of society, for responsible accounting, and for a lived historical identity which will be both national and European, are indistinguishable from long-standing themes of social conservatism.
