This chapter provides a critical analysis of the legal framework for access to information particularly information held by government in Tanzania. The analysis intends to establish whether the existing Right To Information (RTI) legal framework and ICT development in Tanzania facilitates universal and requisite access to government information. In order to do that, the chapter utilises a literature review to understand contemporary trends in both theory and practice. In addition, journal articles, books, reports, case law, and pieces of legislation focusing on RTI are visited to obtain deeper insights in the topic under scrutiny. The findings indicate that, despite Tanzania's efforts to embrace democracy virtues, good governance, and technology, the country lacks adequate legal framework to facilitate universal access to government information and ensure that the Right To Information (RTI) is observed in all the socio-economic contexts. To rectify this problem, there is need to enact the RTI law with clear focus of encouraging access to government information. Although two bills (the Media Service Bill [MSB] and the 2011 RTI) are currently being debated, it is not clear yet when they will become law and subsequently practiced.

The right to access government information has been a key element of sustainable development since the 1992 Rio Declaration. It is further recognized in the UN Sustainable Development Goals (SDGs). Therefore, governments are through open government initiatives making information available to the citizens. This is based on a supposition that everyone is information literate and yet this is not the case. Information literacy is defined as the ability to be able to act on the information that is provided to us citizens. Being able to locate, evaluate, and ethically use information is an ability that is crucial to the citizens' participation in society. It requires individuals to be in possession of a set of skills that can enable them to recognize when information is needed to be able to locate, evaluate, and use it effectively. Information institutions have been the gateways to knowledge, and hence, their resources and services have been crucial to the development of information literate, creative, and innovative societies. This study sought to establish how the information institutions in Sweden were promoting information literacy in accordance with Sustainable Development Goal 16 amidst the post-truth era. The author has applied a qualitative research methodology where interviews have been used as a data collecting technique.

This chapter teaches recruiters and hiring managers how to become fluent in translating the language of military experience used on résumés and during interviews to create a competitive hiring advantage for veteran talent. It provides an example of a veteran’s résumé and dissects it to show how military occupations can translate to civilian careers and how military promotions indicate employability. Charts are provided to compare military to civilian levels of responsibility, and government information sources are listed to further understand the composition of military occupations and population cohorts to improve targeting of talent. With the impending release of Edition 2 of the International Electrotechnical Commission (IEC) Standard 61511 in Australia, it is timely to revisit the topic of safety instrumented system (SIS) performance monitoring. Operators need to monitor the performance of their SISs to ensure that design assumptions are correct. Any incorrect assumption or error introduced during operation can result in an unsafe plant situation. Questions to consider include: how do operators know their plants are adequately protected; are protection systems performing as required, and do operators need to re-assess the safety of their plant’s process vis-à-vis the implemented safety instrumented systems; what are end-user obligations; how and is it possible to meet these obligations; and what additional requirements are there, and how much more prescriptive is Edition 2? If any of the above questions are of concern, or if plant personnel are aware of their obligation to maintain and monitor the SIS during operations but are still not 100% sure if they are on the right track or need to do more, then this paper will prove useful. In addition to knowing all the requirements to comply, actual implementation and maintenance of a program to monitor the performance of SIS can prove overwhelming. Not only do you need to be adept in maintaining a database, but you also need to understand how to consolidate various critical information sources in order to make sense of all the data collected. Fortunately, there are solutions in the market to help end-users overcome these hurdles to effectively monitor SIS performance. This paper looks at some key areas that a complete solution should cover and what some of the features of such a solution are.

Legal implementation has always been a challenge in Bangladesh. The Right to Information Act 2009 (the RTI Act) was introduced in Bangladesh with the objective of ensuring people’s access to government information for improving accountability and empowering people to participate in decisions that shape the social, economic, and political aspects of their lives. However, this article suggests that there has been no significant improvement in accessing government information despite the enactment and the strategies for the implementation of the RTI Act. Most citizens are unaware of their legal entitlements to seek and receive information. Only a small number of applications have been registered with public offices since the RTI Act was introduced in 2009. The article argues that one of the main reasons behind the lack of improvement is that the chosen implementation approach fails to engage the public to exercise their right to access information related to government services. This article claims that a proactive and deliberative approach to information disclosure is a much better alternative to the current scheme for implementing the RTI Act.
